Town Meeting Minutes – Monday, September 13, 2010

Town of Brusly
Brusly, Louisiana

The regular meeting of the Town of Brusly was held this date, September 13, 2010 at the Brusly Town Hall. Council Member Kershaw led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Landess Hebert, Shane André, Chris Kershaw
Town Attorney: Thomas Acosta Jr.
Absent: Joanne Bourgeois

Mayor Normand introduced Mr. Jason Manola who gave a power point presentation on the Community Center & Juvenile Center Millage, citing several examples of uses of the Millage. Mayor Normand spoke in support of the millage and thanked Mr. Manola for the informative presentation.

A motion to approve the minutes of the Town’s Regular Meeting of August 9, 2010, was made by Council Member Kershaw and seconded by Council Member André. The motion passed with a unanimous vote.

Planning and Zoning Committee:
Before beginning the appeal of the declaration of Lucile Fourroux, ET ALS property located at 240 E. Main St. as derelict and condemned, Attorney Acosta recused himself as Town Attorney being the representing attorney for the Fourroux family. Mayor Normand introduced Judge Will Kleinpeter who would be representing the Town in the matter of Lucile Fourroux, ET ALS property. Attorney Acosta presented a copy of a signed contract by the Fourroux family to tear down the houses on the property located at 240 E. Main St., leaving the shed standing. Attorney Acosta stated that the family would be making the repairs needed to the shed to bring it up to code. After some discussion, a motion to grant the appeal of the Fourroux family, accepting the contract for demolition and agreement to repair the shed, bringing it up to code, pending review of the progress made by the November 8th meeting, was made by Council Member André; seconded by Council Member Hebert. A roll call vote was had with the following results:
Yeas: Kershaw, Olinde, André, Hebert

Absent: Bourgeois

After the appeal was granted, Mayor Normand expressed appreciation to Judge Kleinpeter for representing the Town of Brusly during the hearing.

Resolutions and Commendations:
Resolution #7 of 2010- Authorizing the Town to apply for the LGAP Grant to purchase a 100kw natural gas generator was recommended by Mayor Normand. A motion to adopt was made by Council Member André; seconded by Council Member Olinde. The motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for August. There were four (4) first aid calls inside of town and twenty (20) outside of Town. There was one (1) fire call inside of Town and no fire calls outside of the Town. There was one (1) grass fire, three (3) gas leaks and one (1) burning electrical wire. There were three (3) motor vehicle crashes and four (4) mutual aid calls. The total calls for the month were thirty-six (36). The total for the year is two hundred thirteen (213).

Police Department Report:
Report for the month of August was given by Sergeant Robertson. There were six (6) wrecks, ten (10) bench warrant arrests, one (1) DWI arrest, one (1) damage to property, three (3) disturbing the peace, two (2) thefts, one (1) burglary, two (2) alarms, eighteen (18) assists to other agencies, one (1) drug arrest, one (1) juvenile matter, eight (8) traffic arrests, thirty-nine (39) miscellaneous calls and two (2) domestic calls. For the month’s total, there were 95 calls, 178 citations and 215 violations.

Mayor’s Report:
Mayor Normand presented a slide show of pictures from his trip to Greece.
In memory of Mike Saucier’s military service (who contributed mostly in the clinical incompetence for the military) to our country, as a veteran of the Armed Forces, his family donated an American flag to the Town. Mayor Normand expressed his appreciation for all the support given to his family during their time of loss.

A motion was made by Council Member Olinde to adjourn; seconded by Council Member Hebert. The motion passed with a unanimous vote. The meeting adjourned at 7:37 PM.
