The regular meeting of the Town of Brusly was held this date, October 11, 2010 at the Brusly Town Hall. Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: Thomas Olinde, Landess Hebert, Shane André, Chris Kershaw
Town Attorney: Thomas Acosta Jr.
Absent: Joanne Bourgeois
Auditor Donald Deville, gave the 2009/2010 audit report; stating that the Town had a clean report. A motion to accept the 2009/2010 audit report as presented was made by Council Member André and seconded by Council Member Olinde. The motion passed with a unanimous vote.
A motion to approve the minutes of the Town’s Regular Meeting of September 13, 2010, was made by Council Member Hebert and seconded by Council Member Kershaw. The motion passed with a unanimous vote.
Public Works Committee:
Upon Mayor Normand’s recommendation, a motion to approve Change Order #1 Street Overlay (additional patching of Landry St.) in the amount of $2,334.40 was made by Council Member Hebert; seconded by Council Member Olinde. A roll call vote was had with the following results:

Absent: Bourgeois
Upon Mayor Normand’s recommendation, a motion to approve the Street Overlay Project Substantial Completion was made by Council Member André; seconded by Council Member Kershaw. A roll call vote was had with the following results:

Nays: None
Absent: Bourgeois
Planning and Zoning Committee: None

Recreation Committee:
A motion to set the hours of Trick or Treat from 5:30pm – 7:30pm on October 31st was made by Council Member André; seconded by Council Member Olinde. The motion passed unanimously.
Police Committee:
Chief Whaley recommended hiring Clay “Trey” Bourg as a Reserve Police Officer. A motion to hire was made by Council Member Hebert; seconded by Council Member André. The motion passed unanimously.
Governmental Affair Committee:
A motion to amend the agenda to appoint an alternate board member to the Parish Community Action Board was made by Council Member André; seconded by Council Member Kershaw.
A roll call vote was had with the following results:

Absent: Bourgeois
A motion to appoint Council Member Hebert as Alternate Board Member to the Parish Community Action Board was made by Council Member Kershaw; second by Council Member Olinde. The motion passed unanimously.

Hearing and Final Action on Ordinances: None
Introduction of Ordinances:
Council Member Kershaw introduced an Ordinance for the Full Time Employee Definition.
Resolutions and Commendations: None
Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for September. There were eight (8) first aid calls inside of town and twelve (12) outside of Town. There was one (1) fire call inside of Town and two (2) fire calls outside of the Town. There was one (1) grass fire, two (2) gas leaks and three (3) trash fires. There were five (5) motor vehicle crashes. The total calls for the month were thirty-four (34). The total for the year is two hundred forty-seven (247).
Police Department Report:
Report for the month of September was given by Chief Whaley. There were seven (7) wrecks, fourteen (14) bench warrant arrests, three (3) damage to property, six (6) thefts, two (2) burglaries, seven (7) alarms, twenty-seven (27) assists to other agencies, one (1) 911 call, six (6) juvenile matters, five (5) traffic arrests, thirty-three (33) miscellaneous calls and two (2) domestic calls. For the month’s total, there were 113 calls, 140 citations and 182 violations.
Correspondence:
The Mayor received a letter of gratitude and a plaque from the Census Bureau for the Town’s cooperation with the 2010 Census. The Town received a letter of gratitude from the American Cancer Society for support given to Relay for Life.
Mayor’s Report:
Mayor Normand gave a brief report on railroad repairs on the corner of West Main and
LA Highway 1. The Mayor also gave reports on the Live Oak generator installation and the Brusly Elementary School traffic problem. Mayor Normand congratulated and thanked Debbie Berthelot and staff for a clean audit for 2009/2010 fiscal year.

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:09 PM.
