Town Meeting Minutes – January 2024

The regular meeting of the Town of Brusly was called to order this date, January 8, 2024, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Tassin led the Pledge of Allegiance. A roll call determined the following officials present:

Council Members:      Rusty Daigle, Joanne Bourgeois, Blake Tassin, Shane André, Don Neisler
Town Attorney:          Thomas Acosta, Jr.
Absent:                       None

Recognitions & Commendations: None

A motion to approve minutes of the Town’s regular meeting of December 11, 2023, was made by Council Member Bourgeois; seconded by Council Member André. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of December, prepared by Public Works Supervisor Shane Sarradet. There were 9.4 inches of rainfall in the month; 1 SACDA alarm; changed out pump at Brusly Oaks; 1 “out of compliance” test result on the Sewer Treatment Facility; sewer line from Ory St. Station through several manholes were cleaned out; Sidewalk project was completed on LeJeune Street; repaired collapsed culverts on LeJeune St. before sidewalk was laid; the sewer treatment facility operated at 42% of its total capacity for the year.

Christmas decoration removal began the week of January 1st.

Regular bulk trash will be picked up the week of January 8th; the extra trash pickup will be January 26th.

After lengthy discussion, regarding the projected manpower savings of $17,000 per year, Council Member André moved to accept the bid from Spinks Construction in the amount of $3,618,000 for the WSP 2023 Sewer Program, Sewer Lagoon Improvements; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Planning and Zoning Committee:  None

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for December, in the meeting packets, is available for Council Members to review.

Personnel Committee:
Upon the recommendation of Public Works Director, Shane Sarradet, a motion to hire Chad Corrent at the rate of $23.00 per hour, to fill the vacant Full-Time Public Works position, was made by Council Member Neisler; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Police Committee: None

Governmental Affairs Committee:
There will be a Landmark & Heritage meeting Monday, January 22nd at 6:30pm.

Consideration of Vetoed Ordinances: None

Hearing & Final Action on Ordinances:  None

Introduction of Ordinances:  None

Resolutions:
A motion to approve Resolution 1 of 2024, to apply for the 2023/2024 LGAP Grant, was made by Council Member Bourgeois; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Department Report:
Police Department Report for the month of December was given by Officer Jordan Zachary. There was one (1) agency assist, three (3) alarms, three (3) assaults, one (1) burglary, two (2) child custody exchanges, one (1) civil incident, two (2) disturbances, one (1) domestic problem,  one (1) fire, one (1) harassment, one (1) juvenile problem, four (4) medical,  one (1) mental subject, five (5) no insurance tows, one (1) ordinance violation, one (1) property, one (1) property watch, one (1) public service, one (1) suspicious, nine (9) traffic accidents, two (2) traffic problems, one (1) unlock and three (3) warrants.  For the month, there were 47 total events, 100 total citations and 178 total violations.

Mayor’s Report: 
Mayor Rhodes thanked Jeremy LaCombe and Caleb Kleinpeter for their help in securing additional funding from the WSP Grant. The Mayor reported that the Road Overlay Project will begin as soon as the weather clears up.

Remarks of Personal Privilege:
Council Member Bourgeois requested a report on the progress of replacing the street signs around town.

Announcements:
Town Hall will be closed Monday, January 15th for Martin Luther King Jr. Holiday.

Council Member André made a motion to adjourn; seconded by Council Member Tassin. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:08p.m.
