Town Meeting Minutes – February 2024

The regular meeting of the Town of Brusly was called to order this date, February 12, 2024, at the Brusly Town Hall, at 6:30 p.m., by Mayor Pro-Temp Bourgeois. Council Member Daigle led the Pledge of Allegiance. A roll call determined the following officials present:

Town Attorney:          Thomas Acosta, Jr.
Absent:                       Mayor Rhodes

Recognitions & Commendations: None

A motion to approve minutes of the Town’s regular meeting of January 8, 2024, was made by Council Member André; seconded by Council Member Neisler. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Pro-Temp Bourgeois read the Public Works Report for the month of January, prepared by Public Works Supervisor Shane Sarradet. There were 9.3 inches of rainfall in the month; 1 drainage issue on the River Road; 2 SACDA alarms; 1 “out of compliance” test result on the Sewer Treatment Facility; 1 issue with the hard freeze affecting transfer switch on generator; sewer line was cleaned at Riverside due to blockage; Several sinkholes along drainage lines were repaired around town; Attended an event on wastewater systems, making contacts and saw new techniques in wastewater management; Obtained pesticide applicator recertification.

Regular bulk trash will be picked up the week of February 12th; the extra trash pickup will be February 23rd.

Planning and Zoning Committee:  None

Finance Committee:
Mayor Pro-Temp Bourgeois noted that the “Budget to Actual Comparison Report” for January, in the meeting packets, is available for Council Members to review.

Personnel Committee:
Upon the recommendation of Public Works Director, Shane Sarradet, a motion to hire Josh Badeaux at the rate of $25.00 per hour, to fill the vacant Full-Time Public Works position, was made by Council Member André; seconded by Council Member Tassin. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Recreation Committee: None

Police Committee:
Assistant Chief Southon presented three quotes to fix and upgrade the Police Department security system. Upon the completion of his presentation, a motion to approve the quote of $40,000 by R&S Corporation was made by Council Member Daigle; seconded by Council Member André. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Governmental Affairs Committee:
Mayor Pro-Temp Joanne Bourgeois narrated a slide presentation accompanying Landmark Plaque applications for the following residences:

  • 525 Hebert St. – built in 1973, currently owned by John & Helen Gossman;
  • 306 E. St. Francis St. – built in 1966, currently owned by Stevie LeJeune.

Upon the completion of the narration a motion to award the homes with Landmark Plaques was made by Council Member Tassin; seconded by Council Member Neisler. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Consideration of Vetoed Ordinances: None

Hearing & Final Action on Ordinances:
Mayor Pro-Temp Bourgeois read aloud and opened the public hearing for Ordinance 1 of 2024 to amend and reenact Town of Brusly Code of Ordinances Sec. 120-152. C-1 Light Commercial to add in Subparagraph (A) Uses permitted: “small animal grooming and/or boarding where animals are kept indoors;” and to amend in Subparagraph (B) Uses Prohibited: “outdoor kennels.” Hearing no comments, Mayor Pro-Temp Bourgeois closed the public hearing and turned the matter over to the Council. A motion to approve was made by Council Member Neisler; seconded by Council Member Tassin. A roll call vote was made with the following results:

Introduction of Ordinances:  None

Resolutions:
A motion to approve Resolution 2 of 2024, the Municipal Water Pollution Prevention Environmental Audit, was made by Council Member André; seconded by Council Member Tassin.  Mayor Pro-Temp Bourgeois opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Police Department Report:
Police Department Report for the month of January was given by Officer Charles Evans. There were seven (7) alarms, one (1) assault, six (6) controlled substance,  two (2) fraud, two (2) kidnapping, two (2) miscellaneous, two (2) no insurance tows, one (1) obstruct police, one (1) stolen vehicle, three (3) suspicious, five (5) traffic accidents, two (2) traffic problems, one (1) unlock, one (1) warrant and one (1) weapons offense.  For the month, there were 37 total events, 165 total citations and 310 total violations.

Mayor’s Report:  None

Remarks of Personal Privilege:
Mayor Pro-Temp Bourgeois referred to a photograph of members of the Heck family standing beside the Former Landmark Site sign for the Blacksmith Shop. They had visited Brusly in December and noticed the sign on property formerly owned by the Heck Family and expressed appreciation to the Town for recognizing the site.

Council Member André strongly encouraged the Council to review and revise parts of the personnel manual for the Town of Brusly, with a focus on salary scales. Council Member André also encouraged the Town to set up procedures for Cost Benefit Analysis on future projects.

Announcements:
Town Hall will be closed Tuesday, February 13th for Mardi Gras Holiday.

Council Member André made a motion to adjourn; seconded by Council Member Tassin. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:07 p.m.
