The regular meeting of the Town of Brusly was held this date, August 9, 2010 at the Brusly Town Hall. Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor Pro Tempore: Joanne Bourgeois
Mayor Joey Normand: Absent
Council Members: Thomas Olinde, Landess Hebert, Shane André, Chris Kershaw
Town Attorney: Thomas Acosta Jr.

Mayor Pro Tempore Bourgeois called for a moment of silence in recognition of the deaths of Mayor Normand’s Grandchildren.

A motion to approve the minutes of the Town’s Regular Meeting of July 12, 2010, was made by Council Member Kershaw and seconded by Council Member Olinde. The motion passed with a unanimous vote.
Public Works Committee:
A motion to authorize the Mayor to sign the street overlay contract, awarding the contract to Rad-Ton Construction, Inc. was made by Council Member André; seconded by Council Member Olinde. A roll call was had with the following results:

Planning and Zoning Committee: None
Finance Committee:
A motion to authorize Mayor Normand to enter into an agreement with DavisVision for vision coverage for Town Employees was made by Council member Kershaw; seconded by Council Member Hebert. A roll call was had with the following results:

Personnel Committee:
A motion to hire Bertha Hodges as a Part Time Clerk at the rate of $11.00 per hour was made by Council Member Kershaw; seconded by Council Member Olinde. A roll call was had with the following results:

Recreation Committee: None
Police Committee:
Chief Whaley recommended Travis Anderson for the position of SRO Officer for Brusly Middle School. This position is contingent upon the West Baton Rouge School Board agreeing to pay one-half of all costs for this position. A motion to accept the recommendation was made by Council Member André; seconded by Council Member Olinde. A roll call vote was had with the following results:

Chief Whaley recommended hiring Thomas Southon as a Full Time Police Officer at the rate of $14.00 per hour. A motion to hire was made by Council Member Kershaw; seconded by Council Member André. A roll call vote was had with the following results:

A motion to amend the agenda to consider Chief Whaley’s recommendation to hire Part Time Police Officers was made by Council Member Kershaw; seconded by Council Member Hebert.

Chief Whaley recommended hiring Brett Cavaliere as a Part Time Police Officer, for shift coverage only, at the rate of $11.50 per hour. A motion to hire was made by Council Member André; seconded by Council Member Olinde. A roll call vote was had with the following results:
Yeas: Hebert, Kershaw, Olinde, André, Bourgeois

Chief Whaley recommended hiring David Johnson as a Part Time Police Officer, for shift coverage only, at the rate of $12.50 per hour. A motion to hire was made by Council Member Kershaw; seconded by Council Member André. A roll call vote was had with the following results:

Governmental Affair Committee:
Council Member Bourgeois reported that the Landmark and Heritage Commission recommended the following properties to receive Certified Town of Brusly Landmark Plaques:
Raymond Thibodeaux Home, owned by Hubert and Shirley Thibodeaux;
Duralde Alexander Home, owned by Owen and Scarlet Callicoatte;
Louis Daigle Home, owned by Dane and Bonnie D’Armond’
Artemise Blanchard Home, owned by Mark and Janet Tassin;
Jolie Family Home, owned by Shirley Berthelot;
Robert “Doo” Hebert Home, owned by Andy Dupuy;
Peavy Home and Service Station, owned by Les and Diana Miller;

A motion to approve the recommendations was made by Council Member André; seconded by Council Member Olinde. A roll call vote was had with the following results:

Consideration of Vetoed Ordinances: None
Hearing and Final Action on Ordinances:
The Mayor Pro Tempore read aloud Ordinance #9 of 2010, to Repeal and Re-enact Chapter 21, Animals. The Mayor Pro Tempore opened the Public Hearing. Hearing no comments, the Public Hearing was closed. After a brief discussion, a motion was made by Council Member Kershaw to approve; seconded by Council Member Hebert. A roll call vote was taken with the following results:

Nays: None
Absent: None

Resolutions and Commendations:
Resolution #9 of 2010- A motion to Discontinue Collection of Ad Valorem Taxes for the Year 2010 was made by Council Member Kershaw; seconded by Council Member André. A roll call vote was taken with the following results:
Yeas: Bourgeois, Hebert, Kershaw, Olinde, André
Nays: None

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for July. There were five (5) first aid calls inside of Town and twelve (12) outside of Town. There was one (1) fire call inside and one (1) outside of the Town. There were two (2) false alarms, one (1) grass fire, five (5) gas leaks and no motor vehicle crashes. The total calls for the month were twenty-nine (29). The total for the year is one hundred seventy-seven (177).

Police Department Report:
Report for the month of July was given by Chief Whaley. There were three (3) wrecks, twenty (20) bench warrant arrests, two (2) simple battery, three (3) damage to property, two (2) thefts, nine (9) alarms, sixteen (16) assists to other agencies, two (2) 911 calls, one (1) drug arrest, twelve (12) traffic arrests, forty-nine (49) miscellaneous calls, two civil matters and one (1) domestic call. For the month’s total, there were 120 calls, 139 citations and 173 violations.

Remarks of Personal Privilege:
Fire Chief Alleman commended the Fire Department for their response to the fire on Allene St.

Town Committee Meeting date changed from September 6th to September 7th
Senior Spirit Two Year Anniversary-Sept. 8th, 9:00 AM at the Senior Spirit Building

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:05 PM.
