The regular meeting of the Town of Brusly was held this date, November 12, 2007, at the Brusly Town Hall. Mayor Joey Normand called the meeting to order at 6:30 p.m. Council Member Andre’ led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: David Rodrigue, Ronda Perrault, Joanne Bourgeois, Shane Andre’, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.
A motion to approve the minutes of the Town’s Regular Meeting of October 8, 2007 was made by Council Member Bourgeois and seconded by Council Member Perrault; the motion passed with a unanimous vote.
A motion to approve the minutes of the Town’s Special Meeting of October 29, 2007 was made by Council Member Perrault and seconded by Council Member Andre’; the motion passed with a unanimous vote.
Public Works: None
Planning and Zoning: The Planning Commission recommended the subdivision of Tract X-1-B-3 into Tracts X-1-B-3-A & X-1-B-3-B, next to the Cottonport Bank for an automatic car wash. A motion was made by Council Member Kershaw to accept the Planning Commission’s recommendation to subdivide Tract X-1-B-3 into Tracts X-1-B-3-A & X-1-B-3-B; seconded by Council Member Perrault. A roll call vote was had with the following result:
Yeas: Rodrigue, Perrault, Bourgeois, Andre’, Kershaw
Nays: None
Absent: None
The motion passed with a unanimous vote.
Council Member Bourgeois made a motion to accept the Planning Commission’s recommendation to re-subdivide Lot 15, Allene Subdivision & Lot 15-A of the J.C. Bezet, Jr. property into Lots 15-A-1 & 15-A-2 for Joe N. Thompson with a few corrections to the plat. The motion was seconded by Council Member Rodrigue. Mayor Normand clarified that the back property in its present configuration does not front a public street and will not be eligible for a building permit nor does it meet the requirements of Section 19.8 of Chapter19.
A roll call vote was had with the following result:

The motion passed with four members in favor.
Finance Committee: None
Personal Committee: None
Recreation Committee: Mayor Normand announced that the Old Brusly High Gymnasium was entered into the National Register of Historic Places. Council Member Bourgeois stated that the plaque has been ordered and a ceremony is tentatively set to be held in February.
Police Committee: Chief Whaley made a recommendation to hire John Marionneaux as a Reserve Officer, adding that he has passed the psychological exam. Mr. Marionneaux has law enforcement experience and is P.O.S.T certified. Council Member Andre’ made a motion; seconded by Council Member Perrault to hire John Marionneaux as Reserve Officer.

The motion passed with a unanimous vote.
Grant Committee: Police Department received a grant from Homeland Security to update their radios.
Consideration of Vetoed Ordinances: None
Hearing and Final Action on Ordinances: Mayor Normand read aloud Ordinance No. 14-Section 4.2-Employment Classifications, a public hearing was opened, hearing no comments from the public the hearing was closed. A motion was made by Council Member Bourgeois; seconded by Council Member Perrault to accept Ordinance No. 14-Section 4.2-Employment Classifications. A roll call vote was had with the following results:

The motion passed with a unanimous vote.
Ordinance No. 15-Section 4.10-Group Insurance for Retirees was read aloud by the Mayor. He made a recommendation that the Council table the Ordinance until more information is gathered. A public hearing was opened and closed after hearing no comments. Ordinance No. 15-Group Insurance for Retirees was tabled on a motion by Council Member Andre’ and seconded by Council Member Bourgeois. The motion passed with a unanimous vote.
Introduction of Ordinances: None
Resolutions and Commendations: Resolution No. 7-DEQ Environmental Audit was accepted unanimously upon a motion by Council Member Andre’ with a second by Council Member Kershaw.
Fire Department: Fire Chief Mike Alleman gave the Fire Chief’s Report for October. There were 12 first aid calls outside the Town and 10 first aid calls inside the Town. There were 12 fires outside the Town and one fire inside Town; two motor vehicle crashes outside Town and four mutual aid calls. Total calls for the month were 43 and 334 total calls for the year.
Police Department: Report for the month of October was given by Chief Whaley. He stated that there were eight wrecks, 12 assistance to other agencies, 18 traffic arrests, one alarm, one assault, one 911 call, one criminal mischief, two thefts, four bench warrants, two damage to property and 14 miscellaneous calls. There were seven juvenile matters, for a total of 71 calls and 221 citations for the month.
Correspondence: A thank you note was received from Louisiana State Firemen’s Association which held a meeting September 15th at Brusly Town Hall.
Mayor’s Report: The Mayor attended the Red Ribbon Week at Brusly Middle School. He thanked Ms. Bourgeois for a great job on the Veteran’s Day program.
Remarks of Personal Privilege: The Police and Fire Department commended each other on the way they handled a fire call. Council Member Bourgeois mentioned that the Landmark and Heritage Commission has devised an application for residents to have Landmark plaques placed on their homes. More details will become available in January. Other comments were heard from the audience.
Announcements: The Town Hall will be closed on November 22nd and 23rd for the Thanksgiving Holidays. Council Member Bourgeois announced the 2007 Veteran’s Essay Contest Winners; 1st Place – Breanna Lewis, 2nd Place – Lindsay Rivet, 3rd Place – BreAnn Berger.
A motion was made by Council Member Perrault to adjourn; seconded by Council Member Rodrigue. The motion passed with a unanimous vote; the meeting adjourned at 7:14 p.m.
