A special meeting of the Town of Brusly was held this date, October 29, 2007, 6:30 p.m., at the Brusly Town Hall. Mayor Joey Normand called the meeting to order and requested that all electronic devices be turned off or silenced. Council Member Perrault led the Pledge of Allegiance. A roll call determined the following present:
Mayor: Joey Normand
Council Members: David Rodrigue, Ronda Perrault
Joanne Bourgeois, Shane Andre’,
Chris Kershaw
Town Attorney: Thomas Acosta

The appeal of Shirley Jordan-Chapter 22-Nuisance was presented. Mr. Edmond Jordan spoke as a representative for his mother, Mrs. Jordan. Mr. Jordan stated that his mother’s appeal was based on the lack of sufficient evidence and pictures alone of the vehicles would not be in compliance with the ordinance. He questioned whether proper procedures were followed.
The Mayor informed him that it is the Police Department’s responsibility to determine what a nuisance is and to then send a letter specifying the nuisance.
The appeal regarding the abandoned vehicles was deferred to a later date to give the appellant time to prepare. Council Member Perrault made a motion to delay the appeal regarding abandoned vehicles to a later date; seconded by Council Member Kershaw. A roll call vote was had with the following result:

Yeas: Rodrigue, Perrault, Bourgeois, Andre’, Kershaw
Nays: None
Absent: None
The motion passed with a unanimous vote.

The Council felt it was necessary to address the issue regarding the noxious grass. Mrs. Jordan was given until Monday, November 5th to cut the grass.

The Mayor asked for comments from the public; there were no comments heard.

Mr. Daniel Pown appeared on behalf of the appellant of Ms. Jacqueline Crosby-Chapter 22-Nuisance. The appeal was denied and deferred until the Committee Meeting on November 5th. Ms. Crosby, in the meantime, must start the process of destroying the trailer. If the trailer is not completely destroyed in two weeks, the Town will take over the procedure and bill Ms. Crosby. Chief Whaley received an estimate of $2,700 to tear down the trailer. After hearing no comments from the audience, a motion was made by Council Member Andre’ to deny the appeal and give Ms. Crosby until Monday, November 5, 2007, to start work on removing the trailer. The motion was seconded by Council Member Rodrigue. A roll call vote was has with the following:

Yeas: Rodrigue, Perrault, Bourgeois, Andre’, Kershaw
Nays: None
Absent: None
The motion passed with a unanimous vote.

The appeal of Normanique Butler-Chapter 22-Nuisance was tabled for ninety days. Ms. Butler is having repairs done to the vehicle. Chief Whaley will update the Council monthly on the progress of the car’s repair. Council Member Kershaw made a motion to table the appeal for ninety days; seconded by Council Member Perrault. A roll call vote was had with the following:

Nays: None
Absent: None
The motion passed with a unanimous vote.

Under Remarks of Personal Privilege, the Council heard concerns of some residents.

Motion to adjourn was made by Council Member Perrault; seconded by Council Member Andre’. The meeting adjourned at 7:05 p.m.
