Town Meeting Minutes – Monday, December 10, 2007

The regular meeting of the Town of Brusly was held this date, December 10, 2007, at the Brusly Town Hall. Mayor Joey Normand called the meeting to order at 6:30 p.m. Council Member Rodrigue led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: David Rodrigue, Ronda Perrault,
Joanne Bourgeois, Shane Andre’, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.

A motion to approve the minutes of the Town’s Regular Meeting of November 12, 2007 was made by Council Member Bourgeois and seconded by Council Member Perrault; the motion passed with a unanimous vote.

Public Works: None

Planning and Zoning: The Planning Commission recommended unanimously the subdivision of Lot B, Section 13 & 14, T9S, R12E into lots B-1 &B-2 with the exception of increasing the access from 15 feet to 20 feet. Council Member Rodrigue made a motion to accept the Commission’s recommendation; seconded by Council Member Kershaw. A roll call vote was had with the following result:
Yeas: Rodrigue, Perrault, Bourgeois, Andre’, Kershaw
Nays: None
Absent: None
The motion passed with a unanimous vote.

Council Member Andre’ made a motion to accept the Planning Commission’s recommendation to grant a variance at 149 Richard Street to reduce the front setback from 30 feet to 20 feet. The motion was seconded by Council Member Bourgeois.
A roll call vote was had with the following result:
Yeas: Rodrigue, Bourgeois, Andre’, Kershaw
Nays: None
Abstained: Perrault
The motion passed with four members in favor.

Finance Committee: A motion to approve the Beer and Liquor Licenses was made by Council Member Perrault; seconded by Council Member Andre’ and passed with a unanimous vote.

Personal Committee: The Town’s Holiday schedule was approved on a motion by Council Member Bourgeois. Council Member Perrault seconded the motion which passed with a unanimous vote.
The Town’s January Committee Meeting date was changed to Tuesday, January 8th on a motion by Council Member Bourgeois. The motion was seconded by Council Member Perrault and passed with unanimous vote.

Recreation Committee: Council Member Andre’ reported on the hiring of Eric Willis as the new Football Head Coach at Brusly High School.
Police Committee: Chief Whaley made a recommendation to hire Jeremy Landry as a full-time officer, adding that he has passed the psychological exam, but is not P.O.S.T certified. Mr. Landry will start effective December 24th at an hourly rate of $10.15. Council Member Andre’ made a motion; seconded by Council Member Rodrigue to hire Jeremy Landry as a full-time officer effective December 24th at a rate of $10.15 an hour.
A roll call vote was had with the following results:
Yeas: Rodrigue, Perrault, Bourgeois, Andre’, Kershaw
Nays: None
Absent: None
The motion passed with a unanimous vote.

Council Member Perrault made a motion authorizing the Mayor and Chief Whaley to sign a cooperative endeavor between the Police Department and the Sheriff’s office to use the FEMA trailer. The motion was seconded by Council Member Kershaw and passed unanimously.

Grant Committee: None

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: Ordinance No. 15-Section 4.10-Group Insurance for Retirees was read by the Mayor. Note: A public hearing was held at the November Town Meeting. A retiree who has worked twenty consecutive years with the Town and is age sixty years old or older will have the opportunity to receive health benefits to the extent of the Town employees; once the retiree turns sixty-five, Town benefits will become secondary to Medicare. Council Member Andre’ made a motion to approve Ordinance No. 15 Section 4.10-Group Insurance for Retirees; seconded by Council Member Perrault. A roll call vote was had with the following results:

Nays: None
Absent: None
The motion passed with a unanimous vote.

Introduction of Ordinances: None

Resolutions and Commendations: Resolution No. 8-for Anna G. Marchiafava for her service at the West Baton Rouge Parish Library was accepted unanimously upon a motion by Council Member Bourgeois with a second by Council Member Andre’.
Fire Department: Fire Chief Mike Alleman gave the Fire Chief’s Report for November. There were 14 first aid calls outside the Town and 10 first aid calls inside the Town. There were six fires outside the Town and no fires inside Town; four motor vehicle crashes outside Town and one inside of Town. There was one mutual aid call. Total calls for the month were 36 and 370 total calls for the year.

Police Department: Report for the month of November was given by Chief Whaley. He stated that there were four wrecks, four assistance to other agencies, 16 traffic arrests, one assault, two bench warrants, four disturbing the peace and 27 miscellaneous calls. There were seven juvenile matters, for a total of 65 calls and 169 citations for the month.

Mayor’s Report: He met with Brian Parsons regarding a possible grant for “Safe Routes to School” to help pay for sidewalks on West St. Francis Street.
Mr. Felton Crockett was selected to serve on the WBR Substance Abuse Prevention Coalition Board. You can read review here regarding abuse attorneys.
Shane Sarradet is now the Chairman of the Planning Commission, replacing Debbie Thompson who resigned due to moving outside the Town limits.
The Mayor will recommend Ms. Patricia Lucas to fill the Accounting Clerk’s position at the January meeting due to the resignation of Mrs. LaTasha M. Delmore. An ad will be published to advertise for the vacant Traffic Clerk’s position.

Remarks of Personal Privilege: Council Member Rodrigue inquired about installing a pedestrian crossing on S. LaBauve in front of Brusly Elementary School; this will be discussed in detail at the January Committee meeting.
Council Member Bourgeois acknowledged two local teachers who received their National Board Certification: Allison Kirkland, Brusly Elementary and Gary Soniat, Brusly High. The WBR All Parish Choir, led by Ms. Claudette Purnell was taped at a performance at the Old State Capitol; the performance will air on Christmas Day.

Announcements: The Town Hall will be closed on December 24th and 25th for the Christmas Holidays and January 1st for New Year’s.

A motion was made by Council Member Andre’ to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote; the meeting adjourned at 7:03 p.m.
