Town Meeting Minutes – Monday, January 14, 2008

The regular meeting of the Town of Brusly was held this date, January 14, 2008, at the Brusly Town Hall.

Council Member Kershaw led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: David Rodrigue, Ronda Perrault, Joanne Bourgeois,
Shane Andre’, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.

A motion to approve the minutes of the Town’s Regular Meeting of December 10, 2008 was made by Council Member Bourgeois and seconded by Council Member Kershaw; motion passed with a unanimous vote.

Public Works: None

Planning and Zoning: None

Finance Committee: None

Personnel Committee: Mayor Normand addressed the Council regarding the resignation of Latasha Delmore from her position as Accounting Clerk, and recommended hiring Patricia Lucas as full-time Accounting Clerk at an hourly rate of $16.50 per hour. Council Member Bourgeois made a motion to approve hiring Patricia Lucas as Accounting Clerk; seconded by Council Member Kershaw. Motion passed unanimously.

Mayor Normand recommended hiring Ledidra Carter as full-time Traffic Clerk at hourly rate of $12.50 per hour. A motion was made by Council Member Bourgeois to approve hiring Ledidra Carter as Traffic Clerk; seconded by Council Member Rodrigue. Motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: None
Introduction of Ordinances: Council Member Perrault introduced an Ordinance for the Town Budget adjustments.

Resolutions and Commendations: Council Member Andre’ made a motion to approve Resolution #1 requesting the legislative delegation change the requirement that the Town Clerk must serve as Secretary/Treasurer of Fire Sub-District #2; seconded by Council member Kershaw and passed unanimously.

Fire Department: Report for the Month of January was given by Chief Alleman. There were three (3) Fire Department calls inside the Town and one (1) outside the Town. There were eight (8) first aid calls outside Town and two (2) first aid calls inside Town. There were six (6) motor vehicle crashes outside of Town. Three mutual aid calls to Addis. No fireworks calls were received inside the Town limits. Total calls for the month were 24 and 394 total calls for the year.

Police Department: Report for the month of January was given by Officer Shane O’Brien. He stated that there were seven (7) wrecks, three (3) bench warrants, two (2) DUI’s, two (2) thefts, one (1) burglary, two (2) assistances to other agencies, seventeen (17) traffic arrests, one (1) alarm , one (1) domestic call, there was one (1) juvenile matter. Total calls for the month were 51.

Correspondence: None

Mayor’s Report: Mayor Normand reported there will be an open forum on liter control on January 22, 2008, 10 a.m. at WBR Parish Council office. As part of the Town’s drainage plan, culverts were changed at the corner of Lee and Irma Street. He reported that culvert program digging has been completed and the program estimated completion could possibility be next week. He also reported that he participated in the reading program at Lukeville Upper Elementary School. Mayor Normand stated that he attended the retirement reception for library director Anna Marchiafava in December, reading a resolution from the Town. Mayor Normand reported that the Central Communication Board approved SOP’s at the last meeting. In closing he reported on attending the inauguration ceremony for Governor Jindal at noon on January 14, 2008.

Announcements: The Town Hall will be closed on January 21st for Civil Rights Day.
Landmark and Heritage commission will hold a meeting on January 21, 2008 at 6:30 p.m. at Town Hall.

A motion was made by Council Member Perrault to adjourn; seconded by Council Member Rodrigue. The motion passed with a unanimous vote; the meeting adjourned at 6:43 p.m.
