Town Meeting Minutes – Monday, March 11, 2002

The regular meeting of the Town of Brusly was held this date at 6:30 p.m. at the Brusly Town Hall with the following present:

Absent: Council Members: Daryl Babin
Chris Kershaw

Council Member Perrault led the Pledge of Allegiance.

A motion was made by Council Member Perrault to approve the minutes of the regular meeting of February 11, 2002, seconded by Council Member Bourgeois. The motion carried unanimously.

Mayor Normand recognized and presented a certificate to former Brusly High School graduate, Walter Willams, for his efforts and talents as a member of the 2002 Super Bowl champion professional football team. Council Member Andre’ also recognized and thanked Mr. Williams for his contributions in working with and being a role model for the area school children.

Mayor Normand gave the Sewer/Solid Waste Committee report for the month. He stated that an aeration system evaluation for the wastewater lagoon was done and recommended the system to reduce electrical operational costs. A motion was made by Council Member Bourgeois to advertise, receive and evaluate bids for an aeration system to reduce electrical costs, seconded by Council Member Andre’. The motion carried unanimously.

Mayor Normand gave the Roads and Drainage Committee report for the month.

Mayor Normand gave the Planning and Zoning Committee report for the month. He stated that the regular meeting time has been changed from 7:00 p.m. to 6:30 p.m. every fourth Wednesday of the month. He also stated that the Brusly Oaks project drawings have been submitted to the state for review. Mayor Normand reported that he, Planning & Zoning Member Don Neisler and Council Member Kershaw have completed the green Zoning Ordinance book review and will be making recommendations to the Planning and Zoning Committee.

Town Clerk Jules Lefeaux gave the Finance Committee report for the month. He stated that the Town Auditor Don Deville has completed the final review of the Centennial Committee records and all records were in compliance. A motion was made by Council Member Bourgeois to accept the Centennial Committee auditor’s report, seconded by Council Member Perrault. The motion carried unanimously.

Council Member Perrault gave the Personnel Committee report for the month. She stated that the changes were to be introduced later in the meeting.

Council Member Bourgeois gave the Recreation Committee report for the month. She stated that the judging for the Clean City Contest would be on April 19th at 1:00 p.m. She also stated that the Town’s cleanup day will be held April 6th and to check the newsletter for details. Council Member Perrault reported the second newsletter will soon be completed for mailing this month.

Council Andre’ gave the Police Committee report for the month. He stated that Chief Worley has requested a pay increase for Police Department employee Georgina LoBue, Administration Assistant, from $8.50 to $10.00 per hour. Chief Worley led the discussion on the job description and pay increase request. He stated that Ms. LoBue’s hourly pay remained the same when the position was changed from part time to full time. A motion was made by Council Member Bourgeois to accept the job description as written and to approve the pay raise from $8.50 to $10.00 per hour effective March 1, 2002. The motion carried unanimously.

Council Member Perrault gave the Grant Committee report for the month. Mayor Normand explained that the Rural Development grant would be used to increase the turning radius of the E. St. Francis and South Kirkland (River Road) and the Allene and North LaBauve intersections. Council Member Perrault stated that the $25,000 Rural Development grant application was mailed and that an acknowledgement has been received from the Governor’s Rural Development office.

Council Member Andre’ introduced an Ordinance to amend Chapter 22 of the Code of Ordinances for the Town of Brusly, to provide for the disposal of seized motor vehicles by adding section 22.6.

Council Member Bourgeois introduced an Ordinance to amend Section 24.6 of the Code of Ordinances for the Town of Brusly concerning weeds, to extend the time period for past infractions.

Council Member Perrault introduced an Ordinance to amend Chapter 4, Personnel, changing Section 4.1 (d) through Section 4.72(2).

Council Member Andre’ introduced an Ordinance to amend Chapter 27, General Provisions, relative to use of municipal vehicles.
Council Member Perrault introduced an Ordinance to amend Section 1.11(a)(7) and (8) of the Code of Ordinances for the Town of Brusly to combine the Sewer and Solid Waste and the Roads and Drainage Committees into one Committee called the “Public Works Committee”.

Mayor Normand commended Officer Lt. Bryan Viator for his alertness, pursuit and assistance in apprehending of two lawbreakers. Council Member Andre’ also read a letter of appreciation from the Town of Addis Police Department to Officer Viator for his assistance in apprehending a suspect by using the Brusly Police Department 4-wheeler.

Chief Emmett Worley gave the Police Department report for the month. He stated that there were 4 wrecks, 8 bench warrants, 1 battery, 3 assaults, 1 damage to property, 7 disturbing the peace, 4 thefts, 1 burglary, 7 alarms, 9 assisted other agencies, 16 traffic arrests, 60 escorts, 3 domestic calls, and 5 miscellaneous calls, for a total of 129 calls and 160 traffic violations.

Mayor Normand gave the Mayor’s report for the month.

Mr. Walter Williams commented on his football experiences at Brusly High School and the Super Bowl at the request of Mr. Mike Danna, reporter for The Advocate.

Mayor Normand announced that the Planning & Zoning meeting times have been changed from 7:00 p.m. to 6:30 p.m. every 4th Wednesday of the month.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Perrault. The motion carried unanimously.

The meeting adjourned at 7:07 p.m.
