Town Meeting Minutes – Monday, April 8, 2002

The regular meeting of the Town of Brusly was held this date at 6:30 p.m. at the Brusly Town Hall with the following present:

Mayor: Joey Normand
Council Member: Daryl Babin
Ronda Perrault
Joanne Bourgeois
Shane Andre’
Chris Kershaw

Council Member Kershaw led the Pledge of Allegiance.

A motion was made by Council Member Bourgeois to approve the minutes of the regular meeting of March 11, 2002, seconded by Council Member Perrault. The motion carried unanimously.

Council Member Babin had no report on the Sewer and Solid Waste Committee as all was operating well. Mayor Normand led the discussion on the Sewer Pond Aeration System bids. He stated that only one bid was received and was opened at 2:30 p.m. as advertised. Mayor Normand will review the bid to assure it meets all the requirements.

Council Member Babin gave the Roads and Drainage Committee report for the month. He stated that he is checking into obtaining better culvert and catch basin pricing for the Brusly citizens. He reported that the Committee is working on resolving the drainage problems on Bourgeois and Gwin Streets.

Mayor Normand had no Planning and Zoning report for the month, as there was nothing of note on the agenda.

Town Clerk Lefeaux gave a report on budget adjustments. A motion was made by Council Member Kershaw to implement the budget adjustments, seconded by Council Member Bourgeois. The motion carried unanimously.

Council Member Kershaw gave a report on a meeting with the Assessor’s office regarding the Ad Valorem taxes. He stated that information from the meeting was given to the Town Clerk Jules Lefeaux for discussion at a later date.

Council Member Perrault had no Personnel Committee report for the month since an ordinance on Personnel will be discussed later on the agenda.

Council Member Bourgeois gave the Clean City progress report.

Council Member Andre’ had no Police Committee report for the month since an ordinance regarding police business will be discussed later on the agenda.

Council Member Perrault gave the Grant Committee report for the month.

Mayor Normand reviewed the proposed ordinance to combine Sewer/Solid Waste and Roads/Drainage Committees into the Public Works Committee. Mayor Normand opened the public hearing on this ordinance. After a brief discussion, Mayor Normand closed the public hearing. A motion was made by Council Member Perrault to adopt the ordinance to combine the Sewer/Solid Waste and Roads/Drainage Committees and rename the committee to Public Works Committee, seconded by Council Member Babin. The motion carried unanimously.

Mayor Normand reviewed the proposed ordinance to extend the time period for weed infractions from six months to twelve months. Mayor Normand opened the public hearing on this ordinance. After some discussion, Mayor Normand closed the public hearing. A motion was made by Council Member Andre’ to adopt the ordinance to extend the time period for weed infractions from six months to twelve months, seconded by Council Member Bourgeois. The motion carried unanimously.

Mayor Normand reviewed the proposed ordinance to amend Chapter 27, General Provisions relative to vehicle use policy. Mayor Normand opened the public hearing on this ordinance. After a brief discussion, Mayor Normand closed the public hearing. A motion was made by Council Member Babin to adopt the ordinance to amend Chapter 27 General Provisions, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand reviewed the proposed ordinance to amend Chapter 22 to provide for disposal of a stored motor vehicle. Mayor Normand opened the public hearing on this ordinance. After some discussion, Mayor Normand closed the public hearing. A motion was made by Council Member Kershaw to adopt the ordinance to amend Chapter 22 as amended, seconded by Council Member Bourgeois. The motion carried unanimously.

Council Member Bourgeois introduced an ordinance to amend Chapter 6 relative to occupational licenses.

Chief Emmett Worley gave the Police Department report for the month. He stated there were 8 wrecks, 1 battery, 2 damage to property, 2 disturbing the peace, 1 theft, 2 alarms, 3 assisting other agencies, 12 traffic arrests, 60 escorts, 1 domestic call, 1 juvenile matter, 8 miscellaneous calls, for a total of 101 calls and 100 traffic violations. Chief Worley stated that a letter was sent to Iberville Parish Deputy Gil Banta on behalf of the Brusly Police Department and the Town thanking him for speaking to the area students. He also stated that a letter of thanks was sent to Iberville Sheriff Brent Allain for allowing Deputy Banta to attend the speaking engagement.

Chief Worley led the discussion regarding an inquiry regarding insurance coverage requirements of all officers. He stated that one officer did not meet the minimum evaluation requirement. A motion was made by Council Member Bourgeois to go into executive session, seconded by Council Member Babin. A roll call vote was called with 5 yeas and 0 nays. The motion carried unanimously. Executive session began at 7:15 p.m.

A motion was made by Council Member Bourgeois to end the executive session, seconded by Council Member Andre’. The motion carried unanimously. The executive session ended at 7:43 p.m.

Chief Worley requested that the officer remain on unpaid administrative leave while the matter is investigated further.

Mayor Normand gave the Mayor’s report for the month.

Parish Council Member Jeff Kershaw gave a report on the upgrades and renovations at Alexander Park.

Don Neisler gave an update on the revisions to the zoning book.

Council Member Bourgeois stated the Clean City Judging would be April 19.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Andre’. The motion carried unanimously.

The meeting adjourned at 7:55 p.m.
