Town Meeting Minutes – Monday, February 11, 2002

The regular meeting of the Town of Brusly was held this date at 6:30 p.m. at the Brusly Town Hall with the following present:

Council Member: Daryl Babin
Ronda Perrault
Joanne Bourgeois
Shane Andre’
Chris Kershaw

Council Member Andre’ led the Pledge of Allegiance.

Mayor Normand recognized and presented certificates to Brusly High School athletes Nicole Garcia, Josh Pierson, Aaron Bertrand and Jody Fitzgerald for their athletic and scholastic achievements.

Larry Durbin, Executive Director of the West Baton Rouge Chamber of Commerce, gave an overview of the Chamber’s activities for the last year. He also presented all Town officials with an updated Membership and Buyer’s guide, the Resource and Relocation guide and a six-month Chamber report. Owen Cope, Chairman of the Board of Directors of the Chamber, thanked the Town for their support. Mayor Normand commended the West Baton Rouge Chamber for their work in the parish.

Jason Safford gave an update on the Brusly Oaks residential and commercial developments.

A motion was made by Council Member Kershaw to approve the minutes of the regular meeting of January 14, 2002, seconded by Council Member Babin. The motion carried unanimously.

Parish Council Member Keith Washington gave an update on the Babytown sewer project. He stated the project is scheduled to begin in May 2002 with a completion date of September 2002.

Council Member Babin had no Roads and Drainage Committee report, as all was operating well.

Mayor Normand gave the Planning and Zoning Committee report for the month. He reviewed the minutes of the January 23, 2002 monthly meeting and their recommendation to approve the L. J. Berthelot Plat. Mayor Normand opened the discussion on the Berthelot Plat. After review of the plat, the discussion was closed. A motion was made by Council Member Babin to accept the recommendation of the Planning and Zoning Committee to approve the L. J. Berthelot Plat, seconded by Council Member Bourgeois. The motion carried unanimously.

Town Clerk Jules Lefeaux gave an update on the DWI collection audit. He also reported on the Town’s property tax collection and that reminder letters will be sent to the property owners with unpaid taxes. He stated that many of the unpaid property taxes involved taxes not paid by the mortgage companies.

Council Member Ronda Perrault gave the Personnel Committee report for the month. She stated that the committee is still working on the personnel manual.

Mayor Normand gave the Recreation Committee report for the month. He stated that the parish council agreed to remove the temporary restroom trailers and build a new restroom and concession facility. Parish Council Member Jeff “Petit” Kershaw gave a report on the new facility at Alexander Park. He stated that air conditioning the facility was not part of the project and suggested the Town may consider assisting with the air conditioning of the facility. Council Member Chris Kershaw led further discussion as to the costs of air conditioning the new facility. A motion was made by Council Member Kershaw to air condition the new restroom and concession facility at Alexander Park not to exceed $6,000.00, seconded by Council Member Bourgeois. The motion carried unanimously.

Council Member Bourgeois led the discussion on the Clean City Contest. She also reviewed the contest rules, qualifications and costs to the Town. A motion was made by Council Member Kershaw to take part in the Clean City Contest, seconded by Council Member Andre’. The motion carried unanimously.

Council Member Andre’ gave the Police Committee report for the month.

Council Member Bourgeois gave the Grant Committee report for the month. A motion was made by Council Member Perrault to propose a resolution to adopt the grant guidelines of the Grant Committee, seconded by Council Member Andre’. The motion carried unanimously. A motion was made by Council Member Perrault to propose a resolution in support of the Rural Development Grant, seconded by Council Member Bourgeois. The motion carried unanimously.

Mayor Normand commended and presented an excellence in service award to Patrolman Gregory Persinger for his extra efforts at a routine traffic stop in apprehending a murder suspect.

Chief Emmett Worley gave the Police Department report for the month. He reported that the Police Department answered 134 calls, 3 wrecks, 8 DWI arrests, 2 battery, 3 damage to property, 6 disturbing the peace, 1 theft, 2 burglaries, 4 alarms, 6 assists to other agencies, 2-911 call, 1 open container, 23 traffic arrests, 61 escorts, 1 domestic call, 2 juvenile matters, 9 miscellaneous calls and 250 violations cited.

Mayor Normand gave the Mayor’s report for the month.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Andre’.

The meeting adjourned at 7:45 p.m.
