Town Meeting Minutes – Monday, January 14, 2002

The regular meeting of the Town of Brusly was held this date at 6:30 p.m. at the Brusly Town Hall with the following present:

Chris Kershaw

Council Member Bourgeois led the Pledge of Allegiance.

A motion was made by Council Member Kershaw to approve the regular meeting minutes of December 10, 2001, seconded by Council Member Andre’. The motion carried unanimously.

Centennial Committee Chairman Gary LaBauve commended the community, the Town Council, and all who helped with the Centennial celebration. He also commended the Town for their financial support. Chairman LaBauve returned to the Town past Town of Brusly record books. He also presented Centennial Committee records including financial records and a $14,596.00 check representing the unused portion of the funds. Chairman LaBauve requested that an audit be done on the financial records now rather than later in the year.

Council Centennial Committee Chairperson Bourgeois commended all who worked, not only during the 7-day long celebration, but also those who took part in the publishing of the book, the July 1 book reception and the West Baton Rouge Museum for the exhibit which opened September 15 through November 12. She also commended Rose Jackson for the magnificent job of record keeping for the Centennial Committee.

A motion was made by Council Member Kershaw to contact the auditor to schedule an audit of the Centennial Committee records, seconded by Council Member Bourgeois. The motion carried unanimously.

Mayor Joey Normand recognized two Brusly citizens, Norman LeJeune and Randall Gay, for their contributions to the LSU football team that won the SEC and Sugar Bowl Championships.

Council Member Babin had no Sewer/Solid Waste Committee report for the month, as all was operating well.

Council Member Babin reported that the Vaughan Street signs have been installed. Council Member Bourgeois read a note from Mr. Joe Bres thanking the Town for the correction in the spelling of the street signs named for his family.

Mayor Normand gave the Planning & Zoning report for the month. He reviewed the minutes of the December 12, 2001 monthly meeting and the Planning & Zoning recommendation to approve the Steve Guidry Plat. Mayor Normand opened the discussion on the Steve Guidry Plat. After review of the plat, the discussion was closed. A motion was made by Council Member Bourgeois to accept the recommendation to approve the Steve Guidry plat, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand requested a budget adjustment for the Police Department. He stated there was an administration error on the Police Department Gas and Oil line item and would request funds saved in Streets and Special Projects item be reassigned to the Police Department for Gas and Oil. A motion was made by Council Member Kershaw to reassign $12,000 budgeted for Streets and Special Projects to Police Department Gas and Oil, seconded by Council Member Babin. The motion carried unanimously.

Council Member Kershaw gave a report on the renewal of beer and liquor permits for JW Food Mart, Back Brusly Store, Morales Grocery and Pat’s Family Restaurant. A motion was made by Council Member Kershaw to approve the beer and liquor permits for these four businesses, seconded by Council Member Perrault. The motion carried unanimously.

Council Member Kershaw commended Town Clerk Lefeaux for the work done on collecting back property taxes.

Council Member Perrault gave a report on the annual leave/vacation policy for Town employees. She requested that this policy be added to the calendar for the February meeting since it is still in discussion. She reported on the employee salary ranges. Council Member Kershaw led the discussion as to the basis for the established minimum range. A motion was made by Council Member Perrault to accept the salary ranges as listed on the chart presented to all Council Members, seconded by Council Member Andre”. The motion carried unanimously.

Council Member Bourgeois gave the Recreation report for the month. Council Member Perrault reported on the Alexander Park playground covering.

Council Member Andre’ called upon Chief Emmett Worley for a promotion recommendation. Chief Worley recommended that Officer Jonathan Lefeaux be promoted to Corporal. A motion was made by Council Member Perrault to accept Chief Worley’s recommendation to promote Officer Jonathan Lefeaux to Corporal, seconded by Council Member Bourgeois. The motion carried unanimously.

Council Member Bourgeois gave the Centennial Committee report for the month. A motion was made by Council Member Bourgeois to dissolve the Centennial Committee, seconded by Council Member Andre’. The motion carried unanimously.

Mayor Normand appointed Council Member Bourgeois as Chairman of the Grants Committee. Appointment accepted by Council Member Bourgeois.

Council Member Perrault introduced an ordinance to combine the Sewer/Solid Waste and the Drainage/Roads Committees.

Chief Emmett Worley gave the Police Department report for the month. He stated that there were 136 total calls and 313 violations cited for December. There were 1,647 total calls for the year and all but 6 were cleared. Chief Worley commended Officer Persinger for his alertness in the recent arrest of a murder suspect.

Mayor Normand gave the Mayor’s report for the month.

Council Member Kershaw commended the Mayor, Council Members and the Town Staff for all their work during the past year.

Council Member Perrault suggested that with the police officer turnover, the Town might consider a year around police officer employment advertisement with a testing date of every six months.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Babin.

The meeting adjourned at 7:15 p.m.
