Town Meeting Minutes – Monday, December 10, 2001

The regular meeting of the Town of Brusly was held this date at 7:30 p.m. at the Brusly Town Hall with the following present:

Mayor: Joey Normand
Council Members: Daryl Babin
Ronda Perrault
Joanne Bourgeois
Shane Andre’
Chris Kershaw

Council Member Kershaw led the Pledge of Allegiance.

A motion was made by Council Member Bourgeois to approve the regular meeting minutes of November 13, 2001, seconded by Council Member Andre’. The motion carried unanimously.

Council Member Babin had no Sewer/Solid Waste Committee concerns for the month since the system is operating well. The Department of Environmental Quality Resolution will be discussed later in the meeting.

Council Member Babin had no Roads and Drainage Committee concerns for the month. The ordinance to add an appeal process for culvert sizing and grade will be discussed later in the meeting.

Mayor Normand gave the Planning and Zoning report for the month.

Council Member Kershaw had no Finance Committee concerns for the month. The Cash Management and Investments Policy will be discussed later in the meeting.

Council Member Perrault gave the Personnel Committee report for the month.

Council Member Perrault gave an update on the problem with the playground covering at Alexander Park.

Council Member Andre’ gave the Police Committee report for the month.

Council Member Bourgeois gave the Centennial Committee report for the month.

Mayor Normand led the discussion for the Culvert Size Appeal Process Ordinance. He explained that this ordinance provides an appeal process to allow for culvert size and elevation variances. Mayor Normand opened the public hearing. After receiving public comments, Mayor Normand closed the public hearing. A motion was made by Council Member Andre’ to adopt this ordinance, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand led the discussion for the ordinance to add definitions of new terms used in the zoning ordinances. Mayor Normand opened the public hearing. After receiving public comments, Mayor Normand closed the public hearing. A motion was made by Council Member Kershaw to adopt this ordinance, seconded by Council Member Bourgeois. The motion carried unanimously.

Mayor Normand led the discussion on the ordinance to change the time of regular Town Meetings from 7:30 p.m. to 6:30 p.m. Mayor Normand opened the public hearing. After receiving public comments, Mayor Normand closed the public hearing. A motion was made by Council Member Andre’ to adopt this ordinance, seconded by Council Member Babin. The motion carried unanimously.

Council Member Andre’ introduced separate ordinances proposing changes to Chapter 10, Police Protection, and Chapter 27, General Provisions, of the Code of Ordinances.

Mayor Normand led the discussion on the resolution to review and approve the findings of the Department of Environmental Quality Audit. A motion was made by Council Member Babin to accept the Department of Environmental Quality Audit report, seconded by Council Member Bourgeois. The motion carried unanimously.

Council Member Kershaw led the discussion on the Policy for Cash Management and Investments resolution. A motion was made by Council Member Kershaw to accept this resolution, seconded by Council Member Andre’. The motion carried unanimously.

Council Member Bourgeois led the discussion on the resolution to correct the spelling of Vaughan Street. A motion was made by Council Member Bourgeois to accept the resolution, seconded by Council Member Perrault. The motion carried unanimously.

Police Chief Emmett Worley gave the Police report for the month. He reported there were 178 various calls for the month and 185 various violation citations issued for the month.

Mayor Normand gave the Mayor’s report for the month. He reported that Darrell Jones and Bubba Willis have accepted reappointment to the West Baton Rouge Parish Animal Control Board.

Council Member Babin led the discussion on the Police Department purchase of two 4-wheelers. Council Members Bourgeois and Perrault commended all for the great Christmas Parade and the activities following. West Baton Rouge Parish Council Member Jeff Kershaw gave an update on the new restrooms at Alexander Park.

Mayor Normand reported that the Planning and Zoning meeting has been changed from December 26th to December 12th.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Babin. The motion carried unanimously.

The meeting was adjourned at 8:07 p.m.
