Town Meeting Minutes – Monday, June 9, 2008

The regular meeting of the Town of Brusly was held this date, June 9, 2008 at the Brusly Town Hall.

Taylor Robnett, 2008 Brusly High graduate, member of Championship Wrestling Team, led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: David Rodrigue, Ronda Perrault, Joanne Bourgeois, Shane André,
Chris Kershaw
Town Attorney: Thomas Acosta, Jr.
At the Mayor’s request, a motion to amend the Agenda to take up item #E-1, Brusly High School Certificates, was made by Council Member Bourgeois; seconded by Council Member Perrault. The motion passed with a unanimous vote.

Recreation Committee:
Mayor Normand presented Certificates of Congratulations to Brusly High School athletes with notable achievements during the 2007-2008 school year.

A motion to approve the minutes of the Town’s regular meeting of May 12, 2008, was made by Council Member Bourgeois and seconded by Council Member Perrault. Motion passed with a unanimous vote.

Public Works Committee:
Upon Mayor Normand’s recommendation, a motion to reappoint Jim Rills to the water board was made by Council Member André; seconded by Council Member Rodrigue. The motion passed unanimously.

Upon Mayor Normand’s request, a motion to authorize the Mayor to sign the DOTD contract to cut grass in the median was made by Council Member Perrault; seconded by Council Member Rodrigue. The motion passed unanimously.

Hearing and Final Action on Ordinances:
The Mayor read aloud Ordinance #6- 2007-2008, Budget Adjustments with an increase in income by $140,853.00 and a decrease in expenses of $113,550.00, bringing the net adjustment to $254,403.00. The Mayor opened the Public Hearing. Hearing no comments the Public Hearing was closed. A motion was made by Council Member Kershaw to approve the budget adjustments; seconded by Council Member Rodrigue. A roll call vote was taken with the following results:
Yeas: Rodrigue, Perrault, Bourgeois, André, Kershaw

Absent: None

Mayor Normand read aloud Ordinance #7- 2008-2009, Budget Appropriations for the Town.
The Mayor pointed out some changes that were made to the proposed Town Budget before opening the Public Hearing. Hearing no comments, the Mayor closed the Public Hearing and turned it over to the Council for consideration. After some discussion, Council Member Perrault moved to approve the Town’s 2008-2009 Budget with all changes discussed; seconded by Council Member André. A roll call vote was taken with the following results:

Absent: None

Mayor Normand read aloud and opened a Public Hearing regarding Ordinance #5-Budget Appropriations for the Sewer System. There were no comments heard from the public, so the Public Hearing was closed and turned over to the Council for consideration. After a brief discussion among the Council Members, a motion to approve Ordinance #8- 2008-2009, Budget Appropriations for the Sewer System, was made by Council Member André; seconded by Council Member Bourgeois. A roll call vote was taken with the following results:

Introduction of Ordinances: None

Resolutions and Commendations:
Resolution #6 to approve, ratify, and confirm the application for the 2008-2009 LGAP Grant was accepted unanimously upon a motion by Council Member Perrault with a second by Council Member Bourgeois.

Council Member Kershaw made a motion to name the West Side Journal as the Town Official Journal. The motion was seconded by Council Member André and passed with a unanimous vote.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for May. There were ten (10) first aid calls inside the Town and eight (8) outside of Town. There was one (1) fire call inside the Town and none outside the Town. There were three (3) false alarm investigations. There were two (2) trash and two (2) motor vehicle fires. There was one (1) motor vehicle crash and one (1) mutual aid call to Addis. The total calls for the month were twenty eight (28). Total calls year to date are one hundred forty six (146).

Police Department Report:
Report for the month of May was given by Officer O’Brien. There were six (6) wrecks, three (3) bench warrant arrests, two (2) damage to property, four (4) thefts, three (3) burglary, twelve (12) assists to other agencies, five (5) juvenile matters, eight (8) traffic arrests and twenty two (22) miscellaneous calls. There were a total of 65 calls, 186 citations and 231 violations.
Correspondence:
The Town of Brusly received letters of appreciation from the WBR Chamber of Commerce and Capital Area United Way for our continued support.

Mayor’s Report:
Mayor Normand reported that the Old Brusly High School Gym was featured in the magazine Preservation In Print. The Mayor commended Council Member Bourgeois for spearheading the project of getting the gym listed on the National Register of Historic Places. He also commended Council Member Bourgeois and all involved for their hard work in creating the Town of Brusly Landmark and Heritage program. Mayor Normand gave a short update on the Allene Street drainage project.

Remarks of Personal Privilege:
Council Member Bourgeois narrated a short presentation on the May 17th Gym Ceremony and Landmark & Heritage Ceremony that was held at the Town Hall. Council Member Bourgeois thanked everyone involved, with a special thanks to Marianne Berthelot, for all their work on the Landmark & Heritage project and on the gym project.

Announcements:
The Town Hall will be closed on July 4, 2008.

A motion was made by Council Member André to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote. The meeting adjourned at 6:56 p.m.
