Town Meeting Minutes – Monday, July 14, 2008

The regular meeting of the Town of Brusly was held this date, July 14, 2008 at the Brusly Town Hall.

Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: David Rodrigue, Ronda Perrault, Joanne Bourgeois, Shane André,
Chris Kershaw
Town Attorney: Thomas Acosta, Jr.
A motion to approve the minutes of the Town’s regular meeting of June 9, 2008, was made by Council Member Bourgeois and seconded by Council Member André. Motion passed with a unanimous vote.

Public Works Committee:
After some explanation to the public Mayor Normand requested authorization from the Council to sign the Allene St. Drainage Servitude Agreements between property owners: Dane Lea D’Armond and Bonnie Theriot D’Armond; Henry J. Melancon, Sr. and Irene Ganaway Melancon; Hubert Anthony Thibodeaux and Shirley Woods Thibodeaux; and Mark Gerard Tassin and Janet Gauthier Tassin. Following discussion, Council Member Bourgeois moved to authorize the Mayor to sign the agreements with the four property owners; seconded by Council Member André. A roll call vote was taken with the following results:
Yeas: Rodrigue, Perrault, Bourgeois, André, Kershaw
Nays: None
Absent: None

Mayor Normand requested approval from the Council to purchase a new aerial photo of the Town of Brusly. Council Member André motioned to approve; seconded by Council Member Rodrigue. The motion passed unanimously.

Recreation Committee:
After thoughtful consideration Mayor Normand recommended the appointment of Council Member Rodrigue to the “WBR Healthy Community” Board. Council Member Bourgeois motioned to approve; seconded by Council Member Kershaw. Motion passed unanimously.

Mayor Normand recommended the appointment of Council Member Bourgeois to the “Keep WBR Beautiful” Board of Directors. After Council Member Bourgeois accepted the appointment, Council Member André motioned to approve; seconded by Council Member Kershaw. The motion passed unanimously.

Council Member André announced that the WBR Coaches Pitch team won the State Championship and would be leaving for Maumelle, Arkansas on Wednesday, July 16th, 2008 to participate in the Regional Tournament.

Resolutions and Commendations:
Mayor Normand presented a Certificate of Commendation to Town Attorney Thomas Acosta Jr. for his 30 years of service in the US Army Reserve.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for June. There were thirteen (13) first aid calls inside the Town and eighteen (18) outside of Town. There were no fire calls inside or outside the Town. There was one (1) false alarm investigation. There were two (2) trash and no motor vehicle fires. There were seven (7) motor vehicle crashes and three (3) mutual aid calls to Addis. The total calls for the month were forty six (46). Total calls year to date are one hundred ninety two (192).

Police Department Report:
Report for the month of June was given by Officer O’Brien. There were five (5) wrecks, one (1) bench warrant arrest, one (1) assault, one (1) damage to property, seven (7) assists to other agencies, two (2) juvenile matters, sixteen (16) traffic arrests and eleven (11) miscellaneous calls. There were a total of 44 calls, 204 citations and 265 violations. There were 27 bench warrants collected due to phone calls made by Officer Robertson.

Mayor’s Report:
Mayor Normand reported on water coming out of the ground in two (2) separate locations. One leak has been identified, while the other has not. The Mayor reported on several meetings he attended during the month including; The State of the Parish at the WBR Chamber Meeting, House Bill 1329 at the Capital, and a Hurricane Preparedness Table Top given by Fire Asst. Chief Hunts. Mayor Normand announced that there were three (3) meetings held by the Senior Citizens Club Organization. The Mayor thanked Council Member Perrault for publishing the newsletter informing the public of the Senior Citizen Organization on such short notice. Mayor Normand announced that discussion would start in August on a livestock ordinance. The maintenance department removed a fallen tree on Anita St., the Culvert Program opened today, and the deadline for bids on the street overlay project were due by July 16th at 1:30 PM. The Mayor also announced that he has been approached by an individual interested in building a hotel in the Town of Brusly.

Remarks of Personal Privilege:
Lucy Landry expressed her gratitude to Mayor Normand and Council Member Perrault for their support of the Senior Citizens Club. Thomas Olinde requested that scaled down copies of the new aerial photo of the Town of Brusly be made available to the public. Council Member Bourgeois gave an update on the Landmark Book Project.

After the adjournment, cake was served to celebrate Thomas Acosta’s 30 years of service in the US Army Reserve.

A motion was made by Council Member André to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote. The meeting adjourned at 6:50 p.m.
