Town Meeting Minutes – Monday, January 9, 2006

The regular meeting of the Town of Brusly was held this date, January 9, 2006, at the Brusly Town Hall. Mayor Joey Normand called the meeting to order at 6:30 p.m.. Council Member Rodrigue led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: David Rodrigue, Ronda Perrault, Shane Andre’,
Joanne Bourgeois, Chris Kershaw
Absent: Jamie Fontenot (Town Attorney)

A motion to approve the minutes of the Town’s Regular Meeting of December 12, 2005, was made by Council Member Perrault, seconded by Council Member Bourgeois and passed with all members votingMembers in favor.
Finance Committee: Council Member Perrault made a motion to authorize Mayor Normand to sign a 36 month contract with Network Telephone to be the Town and Police Department’s telephone service provider. The motion was seconded by Council Member Rodrigue and passed with all members in favor.
Hearing and Final Action on Ordinances: Ordinance #1 was read aloud which included the addition of several Grants plus an increase in the Sales Tax budget by $97,000 and the Recreation Expense by $1,600 was made by Mayor Normand. He then opened the public hearing and with no comments from the audience, the public hearing was closed. A motion to amend Ordinance 1 Budget Adjustments was made by Council Member Kershaw and seconded by Council Member Andre’. The motion passed unanimously.
Introduction of Ordinances: Ordinance #2-Chapter 16 (Wording Clarifications) was introduced by Council Member Andre’.
Resolutions and Commendations: A motion to approve Resolution #1-Reappoint Official Auditor Don DeVille for Fiscal Year 2005-2006 was made by Council Member Bourgeois and seconded by Council Member Perrault. The motion passed with all members in favor.
Fire Department: Fire Chief Mike Alleman gave the Fire Chief’s Report for December. There were 9 first aid calls inside the town and 136 first aid calls outside the town. There were no fire calls inside the town and 1 fire call outside the town. Inside the town there were 3 grass fires and 2 grass fires outside the town. There were 2 mutual aid calls to Addis. There were 3 motor vehicle crashes inside the town and 1 motor vehicle crash outside the town. There was 1 hazmat spill inside the town. Total calls for the month were 35 and 372 total calls for the year.
Police Department: Report for the month of December was given by Chief Whaley. He stated that there were 11 wrecks, 3 simple batteries, 4 disturbing the peace, 1 burglary, 3 thefts, 7 alarms, 4 assistances to other agencies, 13 traffic arrests, 6 bench warrants, and 36 miscellaneous calls. There were 6 juvenile matters for a total of 94 calls and 295 citations for the month.
Mayor’s Report: The Mayor and Town Clerk attended NIMS (National Incident Management Systems) and received their certifications. The training was very informative.
Mayor Normand and Council Member Bourgeois attended the December Water District #2 Board meeting where a discussion was held regarding adding Water Board approval to the preliminary plat checklist.
Remarks of Personal Privilege: Mr. Blaine Rabalais presented a petition with names of area residents, who reside outside Brusly town limits, who are in favor of annexation into the Town. Mayor Normand suggested forming a study committee to investigate what needs to be done regarding the process; Council Member Bourgeois volunteered to serve on the committee when it is formed.
Parish Council Member Jeff Kershaw stated that a parking lot will be added in the back of Alexander Park.
Announcements: Rat poison is available between 12-12:30p.m. at the Maintenance Barn. The Town Hall will be closed for business on January 16th in observance of Martin Luther King’s Birthday.

A motion was made by Council Member Andre’ to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote and the meeting adjourned at 7:03 p.m.
Announcements: Mayor announced that a ceremony will be held at Lukeville Upper Elementary School to dedicate the State Historic Marker on November 16th at 10 a.m.. Planning and Zoning rescheduled meeting dates are November 17th and December 21st.
A motion was made by Council Member Perrault to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote; and the meeting adjourned at 6:55 p.m.
