Town Meeting Minutes – Monday, December 14, 2009

Brusly, Louisiana

The regular meeting of the Town of Brusly was held this date, December 14, 2009 at the Brusly Town Hall. Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André,Chris Kershaw
Town Attorney: Thomas Acosta Jr.

A motion to approve the minutes of the Town’s regular meeting of November 9, 2009, was made by Council Member Bourgeois; seconded by Council Member Kershaw. Motion passed with a unanimous vote.
Public Works Committee:
Upon Mayor Normand’s recommendation, and after a brief discussion, a motion to approve signing the Sidewalk Project contract with Scott Construction was made by Council Member André; seconded by Council Member Hebert. The motion passed unanimously.

Mayor Normand gave a brief update on drainage conditions around town, following heavy rainfall last week. The Mayor stated that all improvements were working as planned and the Town’s drainage system was in good shape.

Planning and Zoning Committee:
Mayor Normand read aloud a request by St. John the Baptist Catholic Church for a variance to construct a street over the sewer servitude, as recommended by the Planning & Zoning Commission. A motion to approve was made by Council Member André; seconded by Council Member Olinde. The motion passed unanimously.

Finance Committee: None
Personnel Committee:
Upon the recommendation of Mayor Normand a motion to approve the 2010 Holiday Schedule was made by Council Member Bourgeois; seconded by Council Member Hebert. The motion passed unanimously.

Recreation Committee: None
Police Committee: None
Governmental Affair Committee:
Upon the recommendation of Mayor Normand a motion to approve the Records Retention Schedule Addendum was made by Council Member Bourgeois; seconded by Council Member Hebert. The motion passed unanimously.
Consideration of Vetoed Ordinances: None
Hearing and Final Action on Ordinances:
Mayor Normand read aloud a Personnel Ordinance and opened the Public Hearing. Hearing no comments the Mayor closed the Public Hearing. After a brief discussion a motion to table the Ordinance was made by Council Member Bourgeois; seconded by Council Member Hebert. The motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for November. There were eleven (11) first aid calls inside the Town and twenty (20) outside of Town. There were no fire calls inside or outside the Town. There was one (1) natural gas leak investigation, and two (2) alarm investigations. There were eight (8) motor vehicle crashes. There was one (1) hole watch (2) and one (1) Addis EMS mutual aid call. The total calls for the month were forty four (44). Total calls year to date are three hundred sixty three (363).

Police Department Report:
Report for the month of November was given by Chief Whaley. There were seven (7) wrecks, one (1) bench warrant arrest, one (1) battery, two (2) theft, one (1) burglary, nineteen (19) assists to other agencies, two (2) juvenile matters, one (1) traffic arrests and thirty (30) miscellaneous calls. For the month’s total, there were 64 calls, 121 citations and 134 violations.

Mayor’s Report:
Mayor Normand announced that Brusly Elementary won the KaBOOM Playground Scholarship of $10,000 thanks to the citizens who logged in every day to vote online. Council Member Bourgeois, Eric Kulke and Mayor Normand attended a Complete Count Committee training session for the 2010 Census.
Mayor Normand announced that West Baton Rouge Parish Council would be introducing and voting on a vastly improved Animal Ordinance in January 2010. The Mayor also announced the last payment had been made to Wal-Mart. Mayor Normand thanked Council Member Bourgeois and staff for their work on the Veteran’s Day and Landmark Plaque Ceremonies. The Mayor participated in judging the Student of the Year Contest. The Mayor announced that Thomas Acosta had been elected to the Executive Committee of the City Attorney’s Association.

Remarks of Personal Privilege:
Council Member Bourgeois thanked Marianne Berthelot for designing the cover of the Landmark Plaque program and the Administrative Staff for their work on the Landmark Plaque Ceremony held on December 12th.

A motion was made by Council Member Kershaw to adjourn; seconded by Council Member André. The motion passed with a unanimous vote. The meeting adjourned at 6:56 PM.
