Town Meeting Minutes – Monday, January 11, 2010

The regular meeting of the Town of Brusly was held this date, January 11, 2010 at the Brusly Town Hall. Council Member Olinde led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta Jr.

A motion to approve the minutes of the Town’s Special Meeting of December 7, 2009, was made by Council Member Bourgeois and seconded by Council Member Olinde. The motion passed with a unanimous vote.
A motion to approve the minutes of the Town’s Regular Meeting of December 14, 2009, was made by Council Member André and seconded by Council Member Kershaw. The motion passed with a unanimous vote.

Police Committee:
A motion to amend the agenda to allow Chief Whaley to recommend hiring a new officer was made by Council Member André; seconded by Council Member Bourgeois. A roll call vote was had with the following results:
Yeas: André, Bourgeois, Hebert, Kershaw, Olinde
Nays: None
Absent: None
Chief Whaley recommended hiring James Woody starting January 12, 2010 at the rate of $11.15 hr. A motion to hire, contingent upon the successful results of psychological and polygraph testing was made by Council Member André; seconded by Council Member Olinde. A roll call vote was had with the following results:

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for December. There were three (3) first aid calls inside the Town and eleven (11) outside of Town. There were no fire calls inside or outside the Town. There was one (1) cancelled fire alarm. There were three (3) motor vehicle crashes. The total calls for the month were eighteen (18). Total calls year to date are three hundred eighty one (381).

Police Department Report:
Report for the month of December was given by Chief Whaley. There were ten (10) wrecks, fourteen (14) bench warrant arrests, one (1) disturbing the peace, two (2) theft, three (3) alarms, nineteen (19) assists to other agencies, two (2) juvenile matters, one (1) traffic arrests and twenty one (21) miscellaneous calls. For the month’s total, there were 73 calls, 16 citations and 20 violations.

Mayor’s Report:
Mayor Normand announced the appointment of Mr. Darrell Jones to the Parish Animal Complaint Board and Dr. Laurie LeBlanc to the Animal Control Operations Board. The Mayor stated there would be a meeting of the Parish Council on January 14, 2010 to address the new animal control ordinance. Mayor Normand attended the annual Lukeville Reading Day. The Mayor requested everyone get the word out that the Town of Brusly is now accepting used cooking oil for disposal.

Remarks of Personal Privilege:
Chief Alleman thanked and commended Officer Guidry and Officer Anderson for their assistance to the Fire Department in times of need. Council Member Bourgeois reported that she and Wayne Delapasse attended a webinar sponsored by the American Public Works Association on the subject of Urban Street Trees. Council Member Bourgeois stated that Wayne Delapasse is the Town’s Urban Forester. Council Member Hebert requested that the next Newsletter include the Town’s procedures addressing old water wells, old propane tanks and old septic tanks in town. Mayor Normand stated that all septic tanks should be filled in with dirt.

Town of Brusly Landmark & Heritage Commission Meeting – Monday, January 25th at 6:30 p.m.

A motion was made by Council Member Olinde to adjourn; seconded by Council Member Hebert. The motion passed with a unanimous vote. The meeting adjourned at 6:56 PM.
