Town Meeting Minutes – Monday, August 8, 2011

The regular meeting of the Town of Brusly was held this date, August 8, 2011 at the Brusly Town Hall.

Council Member Olinde led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.

Mayor Normand introduced Jim Guillory, a candidate for the BESE Board. Mr. Guillory introduced himself to the community giving a short presentation on his campaign platform.

The Mayor introduced Troy Brown, a State Senate candidate. Mr. Brown introduced himself to the community giving a presentation on the new district in which he is running for office and he spoke about his campaign platform.

Mayor Normand introduced Elton Aubert, a candidate for State Senate. Mr. Aubert introduced himself and his wife to the community and presented information on his qualifications for the Senate seat.

Mayor Normand introduced Cathy Stuart, Director of the WBR Chamber of Commerce, who gave an update on economic development of the parish. She spoke about several projects in progress through which the Chamber is working to bring businesses and jobs to the parish. .

A motion to approve the minutes of the Town’s regular meeting of July 11, 2011, was made by Council Member Bourgeois and seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments the motion passed with a unanimous vote.

Police Committee:
A motion to amend the agenda at the request of Chief Whaley to include considering a Part Time Police Officer was made by Council Member Bourgeois; seconded by Council Member Hebert. Mayor Normand opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:
Yeas: André, Bourgeois, Hebert, Kershaw, Olinde
Nays: None
Abstaining: None
Absent: None

Upon the recommendation of Chief Whaley, a motion to hire Cory Caillet at the rate of $14.00 hour as a Part Time Police Officer was made by Council Member Hebert; seconded by Council Member Kershaw. The Mayor opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:

Resolutions and Commendations:
Resolution #9 of 2011- A motion to Discontinue Collection of Ad Valorem Taxes for the Year 2011 was made by Council Member Bourgeois; seconded by Council Member Hebert. The Mayor opened the floor for public comment. Hearing no comments a roll call vote was taken with the following results:
Yeas: Hebert, Kershaw, Olinde, André, Bourgeois
Nays: None
Absent: None

Upon the Mayor’s recommendation, a motion to authorize Mayor Normand to sign an agreement to be included in the WBR Parish culvert purchase contract was made by Council Member André; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:
Yeas: Kershaw, Olinde, André, Bourgeois, Hebert
Nays: None
Absent: None

Upon the Mayor’s recommendation, a motion to authorize Mayor Normand to sign an agreement to be included in the WBR Parish street overlay contract was made by Council Member André; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:
Yeas: Olinde, André, Bourgeois, Hebert, Kershaw

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for July. There were seven (7) first aid calls inside of Town and thirteen (13) outside of Town. There were two (2) fire calls inside the Town and three (3) outside of Town. There was one (1) gas leak outside of Town. There was one (1) motor vehicle crash inside of Town and three (3) outside of Town. There was one (1) mutual aid call. The total calls for the month were thirty-one (31). The total for the year is one hundred eighty-seven (187).

Police Department Report:
Report for the month of July was given by Chief Whaley. There were four (4) wrecks, thirty (30) bench warrant arrests, one (1) theft, one (1) burglary, twelve (12) alarms, seventeen (17) assists to other agencies, ten (10) traffic arrests and thirty-six (36) miscellaneous calls. For the month’s total, there were 111 calls, 155 citations and 205 violations.

Announcements:
There will be a Voter Registration Drive Aug. 31st at Town Hall.
The Town Hall will be closed September 5, 2011 in observance of Labor Day.
The Town Committee Meeting date has changed from September 5, 2011 to September 6, 2011.

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:09 PM
