Town Meeting Minutes – Monday, September 12, 2011

The regular meeting of the Town of Brusly was held this date, September 12, 2011 at the Brusly Town Hall.

Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.

Upon the request of Mayor Normand a motion to amend the agenda to take up item 10-B was made by Council Member Bourgeois; seconded by Council Member André. The motion passed unanimously.

Mayor Normand invited Mr. Ed Johnson, manager of local Wal-Mart, to relate events at the store leading to a missing child being found and reunited with her family. The Mayor read aloud and presented the following Certificate of Appreciation: “The Mayor and Town Council for the Town of Brusly wish to express our appreciation to Cynthia Sellers for demonstrating extraordinary citizenship by identifying a missing child and alerting authorities which resulted in the child being returned to her family on Father’s Day 2011. Your actions express the values the residents of Brusly hold dearest. We sincerely appreciate what you have done for the child, the child’s parents and the Brusly community.” Ms. Sellers thanked the Brusly community for the Certificate of Appreciation and stated that, Wal-Mart as a part of this community, tries to take care of its citizens.

Mayor Normand introduced Edmond Jordan, a candidate for State Representative District 29.
Mr. Jordan presented information on his qualifications for the Representative seat, expressing his hopes for having a State Representative from West Baton Rouge Parish in this redefined district.

A motion to approve the minutes of the Town’s regular meeting of August 8, 2011, was made by Council Member André and seconded by Council Member Kershaw. Mayor Normand opened the floor for public comments. Hearing no comments the motion passed with a unanimous vote.

Public Works Committee:
Upon Mayor Normand’s recommendation, a motion to award R J Daigle & Sons the Street Overlay Project with the low bid of $176,768.90 and also to authorize the Mayor to sign any contracts associated with the project was made by Council Member Kershaw; seconded by Council Member Hebert. Mayor Normand opened the floor for public comments. Hearing no comments a roll call vote was had with the following results:

Resolutions and Commendations:
Resolution #10 of 2011- A motion to apply for the 2011/2012 LGAP Grant was made by Council Member Bourgeois; seconded by Council Member André. The motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for August. There were four (4) first aid calls inside of Town and twelve (12) outside of Town. There were four (4) fire calls inside the Town and two (2) outside of Town. There was one (1) motor vehicle crash inside of Town and one (1) outside of Town. The total calls for the month were twenty-four (24). The total for the year is two hundred eleven (211).

Police Department Report:
Report for the month of August was given by Sgt. Robertson. There were seven (7) wrecks, five (5) bench warrant arrests, one (1) damage to property, one (1) theft, six (6) alarms, five (5) assists to other agencies, two (2) juvenile matters, two (2) traffic arrests and thirty (30) miscellaneous calls. For the month’s total, there were 59 calls, 134 citations and 168 violations.

Mayor’s Report:
Mayor Normand gave updates on recent rainfall amounts in Town, the Capital Outlay Grant, the Culvert Program, the installation of security cameras at Town facilities and the proposed site for a new water well. Mayor Normand, Fire Chief Alleman, Asst. Fire Chief Hunts and Council Member Hebert attended a Fire Sales Tax Meeting. Mayor Normand congratulated Council Member Kershaw for attaining the position of Parish Council Elect for District 2.

Announcements:
There will be a 2 Mile Cancer Awareness Walk October 1st at 7:30AM- Alexander’s Park.
West Baton Rouge Museum is hosting a Brusly High Historic Photo Exhibit, beginning October 8th at 11:00 AM, with refreshments. The public is invited.
Quarterly Fire Meeting will be held October 10th at 6:00PM.
Landmark & Heritage Meeting will be held October 17th at 6:30 PM.

A motion was made by Council Member Olinde to adjourn; seconded by Council Member Hebert. The motion passed with a unanimous vote. The meeting adjourned at 7:15 PM.
