Town Meeting Minutes – June 2021

The regular meeting of the Town of Brusly was called to order this date, June 14, 2021, at the Brusly Town Hall, at 6:30 p.m.  Council Member Daigle led the Pledge of Allegiance.   A roll call determined the following officials present:

Council Members:         Rusty Daigle, Joanne Bourgeois, Blake Tassin, Shane André, Don Neisler
Town Attorney:            Thomas Acosta, Jr.
Absent:                         None

Recognitions & Commendations:  None

A motion to approve the minutes of the Town’s regular meeting of May 10, 2021, was made by Council Member Bourgeois; seconded by Council Member Tassin.  Mayor Rhodes opened the floor for public comment.  Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of May. There were 17.4 inches of rainfall in the month; received many calls about high water in yards & ditches; removed newly installed culverts on Venzule that had popped up to allow drainage; Parish Canal is running approximately 4.1’ above average; 4 SCADA alarms; 1 “out of compliance” test result on the Sewer Treatment Facility; overlay of E. St. Francis has been completed; several catch basin washout repairs; no personnel incidents to report for the Maintenance Department.

Regular bulk trash will be picked up the week of June 14th.   The extra trash pickup will be June 25th.

Upon the recommendation of the Town’s engineering firm Owen & White, a motion, to authorize the Mayor to sign the substantial completion of the 2021 Street Overlay Project, was made by Council Member Neisler; seconded by Council Member André.  Mayor Rhodes opened the floor for public comment.  Hearing no comments, a roll call vote was had with the following result:

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for May, is included in the meeting packets, for Council Members to review.

Consideration of Vetoed Ordinances:  None

Hearing and Final Action on Ordinances:
Ordinance 6 of 2021, to amend and reenact zoning district map under Section 120-136 Map, Chapter 120 of the Code of Ordinance of the Town of Brusly was read aloud and opened for Public Hearing by Mayor consideration.  A motion to adopt Ordinance 6 of 2021, as discussed, was made by Council Member Daigle; seconded by Council Member Tassin.  A roll call vote was had with the following result:

Absent:            None

Ordinance 7 of 2021, to amend the appropriations Ordinance of 2020-2021; to provide relative to appropriations for the income and expenses of the Town was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration.    A motion to adopt Ordinance 7 of 2021, as discussed, was made by Council Member André; seconded by Council Member Neisler. A roll call vote was had with the following result:

Ordinance 8 of 2021, to amend the appropriations Ordinance of 2020-2021; to provide relative to appropriations for the income and expenses of the Sewer was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration.    A motion to adopt Ordinance 8 of 2021, as discussed, was made by Council Member Bourgeois; seconded by Council Member Tassin. A roll call vote was had with the following result:

Mayor Rhodes read aloud Ordinance 9 of 2021, to make appropriations for the expenses of the Town of Brusly for 2021-2022 and to provide relative to the expenditure of said appropriations.  Mayor Rhodes opened the public hearing. After the discussion, the Mayor closed the public hearing and directed the matter to the Council.  Council Member André moved to approve the Budget, contingent upon verification of the calculations of surplus being used; seconded by Council Member Tassin.  The Mayor opened the floor for public comment.  Hearing no comments, a roll call vote was taken with the following results:

Ordinance 10 of 2021, to make appropriations for the expenses of the Town of Brusly Sewer System for 2021-2022 and to provide relative to the expenditure of said appropriations, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration.    A motion to adopt Ordinance 10 of 2021 was made by Council Member Neisler; seconded by Council Member Bourgeois. A roll call vote was had with the following result:

Introduction of Ordinances:
Council Member Daigle introduced Ordinance 11 of 2021, to amend Chapter 205 Planning Commissioner Pay.

Resolutions:
A motion was made by Council Member Tassin; seconded by Council Member Daigle, to approve Resolution 8 of 2021, declaring and approving an elliptical machine as surplus for sale at Public Auction. Hearing no comments, the motion passed with a unanimous vote.

Police Department Report:
Police Department Report for the month of May was given by Assistant Chief Southon.  There were seven (7) alarms, three (3) assist to other agencies, two (2) animal calls, one (1) assault, two (2) civil complaints, one (1) drug related, three (3) disturbances, one (1) harassment, three (3) medical, one (1) miscellaneous, one (1) missing child, six (6) no insurance tows, three (3) property crimes, three (3) unlocks, four (4) public assists, one (1) stolen vehicle, four (4) suspicious persons/vehicles, eleven (11) traffic accidents, eight (8) traffic complaints, six (6) unlocks and one (1) warrant.  For the month, there were 72 total complaints, 376 total citations and 460 total violations.

Mayor’s Report: 
Mayor Rhodes met with Owen & White Engineers regarding the Venzule Basin Drainage Project.   Mayor Rhodes gave a brief update on the progress being made on the purchase of the St. James Square property.

Remarks of Personal Privilege:
Jean Rivault, a Brusly Citizen, briefly described her recent experiences of being accosted while riding a bike on the Levee Trail.  The Mayor and several citizens discussed ideas of what can be done to ensure the safety of people using the trails.

Mayor Rhodes reported that the construction in progress in between Cottonport Bank and Walk On’s will be an Urgent Care facility.

Announcements
Landmark & Heritage Plaque ceremony will be June 27th at 3:30 p.m.
Town Hall will be closed Monday July 5th for Independence Day Holiday.
July Committee Meeting will be on Tuesday, July 6th.

A motion was made by Council Member André to adjourn; seconded by Council Member Tassin.  Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:17 p.m.
