Town Meeting Minutes – July 2021

The regular meeting of the Town of Brusly was called to order this date, July 12, 2021, at the Brusly Town Hall, at 6:30 p.m.  Council Member André led the Pledge of Allegiance.   A roll call determined the following officials present:

Council Members:          Rusty Daigle, Joanne Bourgeois, Shane André, Don Neisler
Town Attorney:              Thomas Acosta, Jr.
Absent:                           Blake Tassin

Recognitions & Commendations:  None

A motion to approve the minutes of the Town’s regular meeting of June 14, 2021, was made by Council Member Bourgeois; seconded by Council Member André.  Mayor Rhodes opened the floor for public comment.  Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of June. There were 7.6 inches of rainfall in the month; some sandbags were issued out; 4 SCADA alarms; 2 “out of compliance” test results on the Sewer Treatment Facility; road overlay project has been completed; brought to grade entire southside of Ory Dr. open ditches; brought to grade approximately 300’ of other ditches around town; several washouts along subsurface drainage were repaired throughout town; removed rotten tree in road right-of-way off of Live Oak; repair made on AT&T box near Strip Mall, which was causing pressure on main sewer line; no personnel incidents to report for the Maintenance Department.

Regular bulk trash will be picked up the week of July 12th.   The extra trash pickup will be July 30th.

Upon the recommendation of Mayor Rhodes, a motion to authorize the Mayor to sign an Intergovernmental Service Agreement with the West Baton Rouge Parish for building permit inspections, as discussed, was made by Council Member Daigle; seconded by Council Member André.   Mayor Rhodes opened the floor for public comment.  Hearing no comments, the motion passed with a unanimous vote.

Upon the recommendation of the Town’s engineering firm, Owen & White, a motion, to authorizing Change Order No. 1 of the 2021 Street Overlay Project, deleting items 3 & 4, limestone base & brick pavers from the contract, adding asphalt & cold planning to cover St. Luke, LeJeune and a portion of Bourgeois Streets, was made by Council Member Neisler; seconded by Council Member Daigle.  Mayor Rhodes opened the floor for public comment.  Hearing no comments, the motion passed with a unanimous vote.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for June, in the meeting packets, is available for Council Members to review.

Planning and Zoning Committee:  None
Personnel Committee:  None
Recreation Committee:  None
Police Committee: None

Governmental Affairs Committee:
Council Member Bourgeois nominated Rosa Stelly for appointment to the Town of Brusly Tree Board, due to a vacancy; seconded by Council Member André.  Mayor Rhodes opened the floor for public comment.  Hearing no comments, the motion passed with a unanimous vote.

The Landmark & Heritage Commission will meet on Monday, July 19th at 6:30 p.m.

Consideration of Vetoed Ordinances:  None

Hearing and Final Action on Ordinances:
Ordinance 5 of 2021, to revoke the dedication of Bourg Street was read aloud and opened for Public Hearing by Mayor Rhodes for consideration.  A motion to adopt Ordinance 5 of 2021, as discussed, was made by Council Member André; seconded by Council Member Neisler.  A roll call vote was had with the following result:

Ordinance 11 of 2021, to amend and reenact Chapter 105-Boards and Commissions, to add Section 105-23, Compensation, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration.    A motion to adopt Ordinance 11 of 2021, as discussed, was made by Council Member André; seconded by Council Member Daigle. Council Member Bourgeois thanked Council Member Daigle for his efforts in initiating this issue. A roll call vote was had with the following result:

Introduction of Ordinances:
Council Member Daigle introduced Ordinance 12 of 2021, to amend and reenact Chapter 8, Section 8-3, Fireworks.

Resolutions:  None

Police Department Report:
Police Department Report for the month of June was given by Lt. Jason Fontenot.  There were two (2) assist to other agencies, ten (10) alarms, four (4) animal calls, four (4) civil calls, three (3) drug related, two (2) damage to property, eleven (11) disturbances, one (1) flight from an officer, one (1) juvenile call, three (3) miscellaneous, seven (7) no insurance tows, five (5) suspicious persons/vehicles, two (2) thefts, thirteen (13) traffic accidents, three (3) unlocks and two (2) welfare checks.  For the month, there were 73 total complaints, 438 total citations and 576 total violations.

Mayor’s Report: 
Mayor Rhodes will be attending a meeting with AT&T about poles being moved on Main Street.  The Mayor reported that the St. James Park bid advertisement will be published in the Westside Journal for the next three weeks.  Mayor Rhodes also reported that Public Works Director, Shane Sarradet, is working on bids to upgrade the Sewer Lift Stations in Town.  Mayor Rhodes announced that new houses were going up on the recently developed Bourgeois Street property, Presently, building permits are being processed for the new development on River Mill Drive. Mayor Rhodes commented on a phone call from a resident, living alone, who shared her appreciation to Town employees and Police Officers who routinely make contact with her.

Remarks of Personal Privilege:
Council Member Bourgeois thanked the Town’s entire office staff & maintenance department, Debbie Berthelot, Brian Falcon and Billy Hebert for their help with the Landmark Plaque Ceremony that was held on June 27th.  Mayor Rhodes also thanked Council Member Bourgeois for all her work on the Ceremony.

A motion was made by Council Member Daigle to adjourn; seconded by Council Member André.  Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:17 p.m.
