Planning & Zoning Minutes – November 2020

MINUTES OF THE BRUSLY PLANNING & ZONING COMMISSION MEETING
November 25, 2020

The regular meeting of the Brusly Planning & Zoning Commission was held this date, November 25, 2020, at the Brusly Town Hall. Chairman LeMoine called the meeting to order at 6:30 PM.  Commissioner Guidry led the Pledge of Allegiance.  A roll call determined the following officials present:

Commissioners:          Steve Guidry, Kim LeMoine, Gary Soniat, Jeff Travasos
Absent:                        Steve Perkins, Ronda Perrault, Claudette Purnell
Others Present:            Joanne Bourgeois, Don Neisler, Brian Falcon, Ricky Tullier, Court Bradford, Francois Boulanger

A motion to approve the minutes of the October 28, 2020, regular meeting of the Planning & Zoning Commission, as written, was made by Commissioner Travasos and seconded by Commissioner Guidry.  The minutes were approved unanimously.

Zoning:
Chairman LeMoine read aloud the variance request of Ricky Tullier Sr. at 229 Hebert St. for non-compliance of Sec. 19.31.1 Zoning District R-1 Rear Setback, to reduce the rear setback from 10’ to 5’ to build an accessory structure.  Mr. Tullier explained his request to the Commissioners, explaining that he was replacing a previously existing structure that was damaged by storms.  Mr. Tullier also presented a letter of no objection from his adjourning neighbor.  After a brief discussion, a motion to recommend approval of the variance to the Town Council was made by Commissioner Guidry; seconded by Commissioner Soniat.  The motion passed unanimously.

Planning:
Public Hearing – Preliminary Plat
Chairman LeMoine opened the Public Hearing for the Preliminary Plat Showing Survey & Subdivision of Lots 7-B & 8, being the Rita Babin Property, into Lots 8-A through 8-K located in Sec. 16, T-8-S, R-12-E, Southeast Land District, West of the Mississippi River, Town of Brusly, Parish of West Baton Rouge, State of Louisiana for Francois J. Boulanger.  Mr. Boulanger explained his plans for the property to the Commissioners.  Mr. Court Bradford explained the plan for drainage of the property which was recommended by the drainage study that was done and reviewed by Owen & White, the Engineering Company used by the Town of Brusly.  After a brief discussion, a motion to recommend approval of the plat to the Town Council was made by Commissioner Guidry; seconded by Commissioner Travasos.  The motion passed unanimously.

Chairman LeMoine read aloud the variance request of Brennen Sanchez at 617 Burgundy St. for non-compliance of Sec. 19.13 (b), Servitudes for Utilities, to reduce the Utility Servitude from 10’ to 5’.  Mr. Court Bradford, representing Brennen Sanchez, explained the variance request.  Mr. Bradford explained that the servitude only served to run a two-inch sewer line, due to all other utilities already existing in other locations.  Mr. Bradford explained that the sewer line will only service the home located at 617 Burgundy St.  Commissioner Guidry expressed concern that the proposed variance would encroach upon the side setback of the property, which would require another variance.  After a discussion, Mr. Bradford requested that the Commission table the request until he could get clarification from the property owner on building plans.  Upon his request, a motion to table the request was made by Commissioner Soniat; seconded by Commissioner Guidry.  The motion passed unanimously.

Other Business:
Chairman LeMoine called for nominations of Officers to Planning & Zoning Commission.
Commissioner Guidry made a motion to re-elect the current officers to continue to serve; seconded by Commissioner Travasos. The motion was approved unanimously with the officers seated as follows:

Secretary – Gary Soniat
Vice Chair – Ronda Perrault
Chair – Kim LeMoine

Announcements:  None

A motion was made by Commissioner Travasos to adjourn; seconded by Commissioner Soniat to adjourn.  The motion passed with a unanimous vote. The meeting adjourned at 7:10 PM.
