Planning & Zoning Minutes – October 2020

MINUTES OF THE BRUSLY PLANNING & ZONING COMMISSION MEETING
October 28, 2020

The regular meeting of the Brusly Planning & Zoning Commission was held this date, October 28, 2020, at the Brusly Town Hall. Chairman LeMoine called the meeting to order at 6:30 PM.  Commissioner Travasos led the Pledge of Allegiance.  A roll call determined the following officials present:

Commissioners:          Kim LeMoine, Steve Perkins, Ronda Perrault, Claudette Purnell, Jeff Travasos
Absent:                        Steve Guidry, Gary Soniat
Others Present:            Joanne Bourgeois, Don Neisler, Mayor Rhodes, Tom Acosta, Charles Holmes, Court Bradford

A motion to approve the minutes of the September 23, 2020, regular meeting of the Planning & Zoning Commission, as written, was made by Commissioner Perrault and seconded by Commissioner Travasos.  The minutes were approved unanimously.

Zoning:
Chairman LeMoine opened the public hearing to consider adoption and enactment of a new Code of Ordinances for the Town of Brusly, State of Louisiana, Part II, Land Development Code, Chapters 100, 105, 110, 115 & 120.  Attorney Acosta explained the new formatting of the Planning & Zoning sections of the new Code of Ordinances in which Municode has prepared for the Town of Brusly.  He further stated that the only changes to the wording were a couple of typos that have been corrected.  Following discussion, Chairman LeMoine closed the Public Hearing and referred the matter to the Commission.   A motion to recommend the new Code of Ordinances to the Town Council, as discussed, was made by Commissioner Travasos; seconded by Commissioner Perrault.

Chairman LeMoine read aloud the variance request of Charles Holmes at 3016 Orleans Quarters dr. for non-compliance of Sec. 19.31.1 Zoning District R-1 Side Setback, to reduce the side setback from 10’ to 4’ to build an accessory structure.  Mr. Holmes explained his request to the Commissioners and presented a letter of no objection from his adjourning neighbor.  After a brief discussion, a motion to recommend approval of the variance to the Town Council was made by Commissioner Perrault; seconded by Commissioner Purnell.  The motion passed unanimously.

Planning:
Chairman LeMoine read aloud the variance request of Rusty Daigle at 620 Valence St. for non-compliance of Sec. 19.13 (b), Servitudes for Utilities, to reduce the Utility Servitude from 10’ to 5’.  Mr. Court Bradford, representing Rusty Daigle requested that the Commission table the request.  Upon his request, a motion to table the request was made by Commissioner Purnell; seconded by Commissioner Perkins.  The motion passed unanimously.

Other Business:

Points of Personal Privilege:
Mayor Scot Rhodes reported that the Town Council was applying to the State Legislature for authority to pay members of the Brusly Planning Commission a per diem.  The Mayor explained that the bill will be introduced at the session of the Legislature of Louisiana, to be convened on April 12, 2021.

Recording Secretary, Patricia Thibodaux reported that Mr. Jeff Travasos had been reappointed to the Planning & Zoning Commission at the September 14, 2020, meeting of the Town Council.

Announcements:
Chairman LeMoine announced that the election of Officers of the Planning & Zoning Commission will be held at the November 25th meeting.

A motion was made by Commissioner Travasos to adjourn; seconded by Commissioner Perkins to adjourn.  The motion passed with a unanimous vote. The meeting adjourned at 6:44 PM.
