Town Minutes – May 2022

The regular meeting of the Town of Brusly was called to order this date, May 9, 2022, at the Brusly Town Hall, at 6:30 p.m. Council Member André led the Pledge of Allegiance.    A roll call determined the following officials present:

Town Attorney:            Thomas Acosta, Jr.
Absent:                         None

Upon the request of Mayor Rhodes, a motion to move Item 6.C.c. Consider Town Ad Valorem Taxes to Item 10. Resolutions, was made by Council Member André; seconded by Council Member Bourgeois. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Recognitions & Commendations:
Mayor Rhodes presented a Certificate of Congratulations to the following Brusly High School Fishing Team members: Carson Granier; Trent LaBauve; Landon Martinez; Kaden LeBlanc; Dylan Eschette; Rhett Theriot; Kaden Holley; Caleb Pourciau; Jacob Pourciau and Mason Comeaux for winning the Louisiana State Fishing Tournament.

A motion to approve the minutes of the Town’s regular meeting of April 11, 2022, was made by Council Member Bourgeois; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of April. There were 4.5 inches of rainfall in the month; no drainage problems were reported; 300’ of ditch from Live Oak draining to Bezet ditch was brought to grade; pump at Live Oak lift station was pulled and cleaned; zero “out of compliance” test results on the Sewer Treatment Facility; harvested duckweed on cell 3 to improve aeration; numerous culvert/catch basin washout repairs; Orleans Quarters Street overlay has begun; Joliet Trail pre-construction meeting held and notice to proceed has been issued; no personnel incidents to report for Maintenance Department.

Regular bulk trash will be picked up the week of May 9th. The extra trash pickup will be May 27th.

Flags will be set up for Memorial Day and fly through July 4th.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for April, in the meeting packets, is available for Council Members to review.

Following discussion regarding St. James Square Park, a motion to approve the St. James Square Park change order to extend the completion date by 102 days, thus adding an additional $6,033 to the original cost of the contract, with the understanding that Tipton & Associates will bear the burden of the monetary increase, at no fault to the Town of Brusly, was made by Council Member Daigle; seconded by Council Member Neisler.  Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

A motion was made by Council Member Bourgeois to appoint Baxley and Associates as Town Auditor for the 2021-2022 Fiscal year; seconded by Council Member Tassin.  Hearing no comments, the motion passed with a unanimous vote.

Governmental Affairs Committee:
Council Member Bourgeois narrated a slide presentation accompanying a Landmark Plaque application for the home at 526 E. St. Francis St., built in 1968, presently owned by Steven & Marla Tullier.  Having been recommended by the Landmark & Heritage Commission, a motion to award the Landmark Plaque was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Council Member Bourgeois narrated a presentation for the Former Landmark Site application for the Blacktop Theater, also known as the “Panique,” located at 764 W. Main St., circa 1948-1953. The Theater/Dance Hall was operated by Charlie Marionneaux and featured movies and dances with Furcy Rodriguez & the Rhythm Boys. Having been recommended by the Landmark & Heritage Commission, a motion to approve the property as a Former Landmark Site was made by Council Member Bourgeois; seconded by Council Member Daigle.  Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Introduction of Ordinances:
Council Member André introduced Ordinance 1 of 2022, for 2021/2022 Town Budget Adjustments.
Council Member Daigle introduced Ordinance 2 of 2022, for 2021/2022 Sewer Budget Adjustments.
Council Member Tassin introduced Ordinance 3 of 2022, for the 2022/2023 Town Budget.
Council Member André introduced Ordinance 4 of 2022, for the 2022/2023 Sewer Budget.

Resolutions:
A motion was made by Council Member Bourgeois to defer the collection of the Town’s Ad Valorem tax for 2022; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Police Department Report:
Police Department Report for the month of April was given by Chief Lefeaux. There was one (1) abandoned vehicle, three (3) agency assists, eleven (11) alarms, two (2) animal problems, one (1) burglary, two (2) damaged property, four (4) disturbances, two (2) fraud, three (3) juvenile problems, two (2) medicals, one (1) miscellaneous, six (6) no insurance tows,  eight (8) suspicious activity/vehicle, two (2) thefts, four (4) traffic accidents, one (1) traffic problem, one (1) unlock and six (6) warrants.  For the month, there were 60 total events, 244 total citations and 314 total violations.

Through use of the recently installed Flock License Plate Camera System, there was 1 theft solved, 4 NCIC Warrant arrests and assistance in 5 parish narcotics investigations.

Mayor’s Report: 
Mayor Rhodes presented his budget message to the Council.

Announcements
Landmark & Heritage Plaque Ceremony will be held June 12th at 3:30p.m.

Council Member André made a motion to adjourn; seconded by Council Member Tassin.  Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:40 p.m.
