The regular meeting of the Town of Brusly was called to order this date, June 13, 2024, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Scot Rhodes
Council Members: Rusty Daigle, Joanne Bourgeois, Shane André, Don Neisler
Absent: Council Member Blake Tassin, Town Attorney, Thomas Acosta, Jr.
Recognitions & Commendations:
Mayor Rhodes read aloud a letter of recognition written by Chief Lefeaux thanking Josh Badeaux, of the Maintenance Department, his assistance whenever needed.
A motion to approve minutes of the Town’s regular meeting of May 13, 2024, was made by Council Member André; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of May, prepared by Public Works Supervisor Shane Sarradet. There were 6.2 inches of rainfall in the month; no drainage issues; 4 SCADA alarms at the Wastewater Lift Stations; 2 “out of compliance” test results on the Sewer Treatment Facility; force main to sewer pond is now fully functional; notice to proceed for lagoon improvements (WSP) has been issued; 2 trees in road R.O.W. removed on N. LaBauve & Orleans Quarters; repaired school zone sign that was knocked down on W. St. Francis; repaired several catch basin washouts in Brusly Oaks Subdivision and Gleason Street.
Regular bulk trash will be picked up the week of June 10th; the extra trash pickup will be June 28th.
Upon the recommendation of Toby Frugé of Owen & White, a motion to approve change order #3 of the WSP Force Main Improvements Contract in the amount of $65,295.40, was made by Council Member Bourgeois; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Planning and Zoning Committee:
Mayor Rhodes read aloud the variance request for Phillip Callais at 363 E. St. Francis, Non-Compliance Sec. 110-38(3) Accessory Structures & Uses, to allow a bathroom. Mr. Burt Callais explained his request. Following a brief discussion, a motion to grant the variance was made by Council Member André; second by Council Member Neisler. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.
Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for May, in the meeting packets, is available for Council Members to review.
Personnel Committee:
Upon the recommendation of Public Work Director, Shane Sarradet, a motion to hire Cindy Jones as a full-time Public Works Department employee at the rate of $17 an hour, was made by Council Member Neisler; seconded by Council Member André. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Hearing & Final Action on Ordinances:
Ordinance 2 of 2024, to amend the appropriations Ordinance of 2023-2024; to provide relative to appropriations for the income and expenses of the Town, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 2 of 2024, as discussed, was made by Council Member Bourgeois; seconded by Council Member Daigle. A roll call vote was had with the following result:

Ordinance 3 of 2024, to amend the appropriations Ordinance of 2023-2024; to provide relative to appropriations for the income and expenses of the Sewer, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 3 of 2024, as discussed, was made by Council Member André; seconded by Council Member Neisler. A roll call vote was had with the following result:

Ordinance 4 of 2024,
Mayor Rhodes read aloud Ordinance 4 of 2024, to make appropriations for the expenses of the Town of Brusly for 2024-2025 and to provide relative to the expenditure of said appropriations. Mayor Rhodes opened the public hearing. After the discussion, the Mayor closed the public hearing and directed the matter to the Council. Council Member Bourgeois moved to approve the Budget; seconded by Council Member Daigle. The Mayor opened the floor for public comment. Hearing no comments, a roll call vote was taken with the following results:

Ordinance 5 of 2024, to make appropriations for the expenses of the Town of Brusly Sewer System for 2024-2025 and to provide relative to the expenditure of said appropriations, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 5 of 2024 was made by Council Member André; seconded by Council Member Neisler. A roll call vote was had with the following result:

Introduction of Ordinances:
Council Member Daigle introduced Ordinance 6 of 2024, to amend Sec. 110-38(3) Accessory Structure & Uses, to allow bathrooms.
Resolutions:
A motion to name The Westside Journal as the Town of Brusly’s Official Journal, was made by Council Member Daigle; seconded by Council Member André. Hearing no comments, the motion passed with a unanimous vote.
A motion to approve Resolution 4 of 2024, declaring and approving a list of surplus items and equipment for sale or disposal, was made by Council Member André; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Police Department Report:
Police Department Report for the month of May was given by Assistant Chief Southon. There was one (1) abandoned, two (2) agency assists, two (2) assaults, one (1) civil problem, one (1) controlled substances, one (1) disturbance, one (1) mental subject, three (3) no insurance tows, four (4) non UCR reportable, one (1) stolen property, one (1) traffic (criminal violation), seven (7) traffic accidents, two (2) traffic problems, one (1) unlock, three (3) warrants, one (1) weapons offense and one (1) welfare check. For the month, there were 33 total events, 230 total citations and 310 total violations. No Flock activity to report.
Mayor’s Report:
Mayor Rhodes reported on the Hurricane Preparedness Lunch. The Mayor thanked Chief Lefeaux and his department for sponsoring the Better the Kids Reading Program at the Library. The Mayor also thanked Council Member Bourgeois for holding Mayor’s Court in his absence. Mayor Rhodes reported that the flowers at St. James Park have been replaced. The Mayor announced that the LMA District H meeting will be held on the 18th of June. Mayor Rhodes spoke with Entergy officials to facilitate tree trimming on Allene St. and North LaBauve Ave.
Remarks of Personal Privilege:
Council Member Bourgeois reported that the South Branch of the WBR Library had its Grand Opening on May 17th attended by many elected officials and the general public.
Announcements:
Landmark & Heritage Plaque Ceremony will be June 23rd at 3:30pm.
Town Hall will be closed Thursday July 4th for Independence Day.
Landmark & Heritage Commission meeting July 15th at 6:30pm.
Council Member André made a motion to adjourn; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:15 p.m.
