The regular meeting of the Town of Brusly was called to order this date, November 13, 2023, at the Brusly Town Hall, at 6:30 p.m., by Mayor Pro-Temp Bourgeois. Council Member Daigle led the Pledge of Allegiance. A roll call determined the following officials present:

Town Attorney: Thomas Acosta, Jr.
Absent: Mayor Scot Rhodes
Recognitions & Commendations:
On behalf of the Town Council, Mayor Pro-Temp expressed congratulations to Town Clerk Blaine Rabalais for being named a LMA Certified Municipal Clerk.
A motion to approve minutes of the Town’s regular meeting of October 9, 2023, was made by Council Member Daigle; seconded by Council Member André. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Mayor Pro-Temp Bourgeois read the Public Works Report for the month of October, prepared by Public Works Supervisor Shane Sarradet. There were 1.3 inches of rainfall in the month; 1 SACDA alarm; 1 “out of compliance” test result on the Sewer Treatment Facility; 1 culvert install on E. St. Francis; pressure washed and restriped Town Hall parking lots; met with Entergy to evaluate power supply at the Sewer Pond; all quotes from 2023 overlay project have been received.
Flags were put out Nov. 6th and will fly through Thanksgiving. Christmas decoration installation will begin next week. Regular bulk trash will be picked up the week of November 13th; the extra trash pickup will be November 24th.
Council Member Neisler moved to accept the quote from Epic Paving, LLC in the amount of $115,906.00, for the 2023 Street Overlay project; seconded by Council Member Tassin. Mayor Pro-Temp Bourgeois opened the floor for public comment. After hearing comments, a roll call vote was had with the following results:

Council Member Daigle moved to accept the bid from Spinks Construction, Inc. in the amount of $519,000.00 for the WSP 2023 Sewer Program; seconded by Council Member Tassin. Mayor Pro-Temp Bourgeois opened the floor for public comment. After hearing comments, a roll call vote was had with the following results:

Mayor Pro-Temp Bourgeois opened the floor for discussion on the Condemned house at 325 S. LaBauve Ave. Miss Vallery Spriggs introduced herself to represent the property at 325 S. LaBauve Ave, expressing a desire to rehabilitate the condemned home. Attorney Acosta read aloud from the inspection report for the property. The overall recommendation of the inspection states that the entire structure is unstable and unsafe, recommending the house be demolished. Council Member André moved to give Ms. Spriggs an extension until December 11, 2023, to come back with information and a signed contract to get the house rebuilt; seconded by Council Member Neisler. Mayor Pro-Temp Bourgeois opened the floor for public comment. After hearing comments, a roll call vote was had with the following results:

Mayor Pro-Temp Bourgeois opened the floor for discussion on the condemned house at 308 Lejeune Lane, presenting photos of the cleared property. Mayor Pro-Temp Bourgeois reported that the Lejeune family completed the demolition by hand and removed all the debris, the property is now in compliance. Council Member André moved to close out the condemnation process of the Lejeune house; seconded by Council Member Daigle. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Mayor Pro-Temp Bourgeois noted that the “Budget to Actual Comparison Report” for October, in the meeting packets, is available for Council Members to review.

Governmental Affairs Committee:
Upon the recommendation of Mayor Pro-Temp Bourgeois a motion to reappoint Billy Bourgeois, Margaret Cannella, Edward Dupuy, Brian Falcon, Brian Parsons, Jim Rills and Henry Soniat to the Landmark & Heritage Commission, was made by Council Member Daigle; seconded by Council Member Tassin. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Mayor Pro-Temp Bourgeois narrated a slide presentation accompanying a Former Landmark Site application for the George Hebert original store at 947 E. Main Street. Upon the conclusion of the presentation, a motion to approve Former Site was made by Council Member Daigle; seconded by Council Member Tassin. The motion passed unanimously.

Police Department Report:
Police Department Report for the month of October was given by Chief Lefeaux. There was one (1) abandoned, three (3) alarms, one (1) animal problem, three (3) assaults, one (1) burglary, one (1) controlled substance, four (4) disturbances, one (1) drunkenness, three (3) DUI, one (1) family disturbance, one (1) juvenile problem, three (3) medical, five (5) no insurance tows, one (1) property watch, two (2) theft, seventeen (17) traffic accidents, one (1) trespassing, one (1) warrant and one (1) welfare check. For the month, there were 51 total events, 212 total citations and 318 total violations.
Through use of the Flock License Plate Camera System, there were 14 warrant stops.
Chief Lefeaux reported that 2 arrests and weapon seizures were made that tied to the gang related shooting that took place at the Port Allen football game. Chief Lefeaux also reported that the Brusly Police Department continues to diligently work the incident.
Mayor’s Report:
Mayor Pro-Temp Bourgeois reported that Veteran’s Day Breakfast was well attended. The Veteran’s Essay Contest winners were Camryn Clayton, Natalie Wallace and Aubrie Braud.
Remarks of Personal Privilege:
Mr. Nick Hamilton of Happy Tails requested the Council to consider changing Ordinances pertaining to kennels.
Announcements:
Town Christmas Tree Lighting, December 1, 2023, Saint James Park 5:30pm.
Election Day is Saturday November 18th.
Council Member Tassin made a motion to adjourn; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:20p.m.
