Town Meeting Minutes – Monday, January 13, 2014

The regular meeting of the Town of Brusly was held this date, January 13, 2014 at the Brusly Town Hall.
Asst. Fire Chief Hunts led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: Terry Richard
A motion to approve the minutes of the Town’s regular meeting of December 9, 2013, was made by Council Member Bourgeois and seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Upon the recommendation of Mayor Normand, a motion to approve the Police Station Plan Change #4 in the amount of $5,501 was made by Council Member André; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Planning and Zoning Committee:
Mayor Normand read aloud a Variance Request for Non Compliance – Sec. 19.6 Drainage Servitude Encroachment for Erica & Chris McVay at 2508 Orleans Quarters Dr. to build a fence. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Bourgeois; seconded by Council Member André. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.
Mayor Normand presented the Final Plat Showing the Re-subdivision of a Parcel of Land (Located at 953 W. Main St.) into Lots SBG-1 & SBG- 2 Located in Sec. 14, Township 8 South, R12 East S.E. Land District, West of the Mississippi River, Town of Brusly, Parish of WBR, State of LA for Shirley Boudreaux Guidry ET. ALS. with a Variance Request for Non-Compliance – Sec. 19.31.1 Zoning District R-1 – Side Setback – Existing Shed on proposed property line, which has been favorably recommended by the Planning & Zoning Commission. A motion to approve the re-subdivision with variance was made by Council Member Rhodes; seconded by Council Member Neisler. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Mayor Normand presented the Revised Final Plat of RIVER MILL RESERVE, Second Filing – Phase 1 – Lots 14 Thru 23 into Lots 14 Thru 23-A and Revocation of Servitude – Located in Sec. 15, Township 8 South, R12 East S.E. Land District, West of the Mississippi River, WBR Parish, Louisiana for DSLD, LLC. A motion to approve the plat, presented by Steven Lee of Tatum Engineering Firm, was made by Council Member André; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Upon the recommendation of Mayor Normand, a motion to appoint Wayne Broussard to the Planning & Zoning Commission was made by Council Member André; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Resolutions and Commendations:
Mayor Normand read aloud Resolution #1 of 2014 – to declare a sewer jetter as surplus and set the minimum price at $5,000. A motion to approve the resolution was made by Council Member Bourgeois; seconded by Council Member Rhodes. The Mayor opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for December. There were five (5) first aid calls inside the Town and twenty-one (21) outside of Town. There was one (1) fire inside and none outside of Town. There was one (1) false alarm, one (1) CO detector activation and two (2) gas leaks. There were six (6) motor vehicle crashes. The total calls for the month were thirty-seven (37). The total for the year is three hundred seventy (370).
Police Department Report:
Report for the month of December was given by Sgt. Ned Robertson. There were nine (9) wrecks, three (3) bench warrant arrests, two (2) alarms, two (2) assists to other agencies, one (1) drug arrest, one (1) juvenile matter, eleven (11) traffic arrests and twenty-six (26) miscellaneous calls. For the month’s total, there were 52 calls, 113 citations and 155 violations.
Correspondence:
The Town received a thank you note from Mrs. Haynes for flying a POW flags along the highway, along with those in remembrance of our veterans. The Town also received a thank you note from the WBR Chamber of Commerce for our continued support and membership. Mayor Normand received a Certificate from Lukeville Upper Elementary for reading to the students.
Mayor’s Report:
Mayor Normand reported on general maintenance around town which required the rental of a man lift for various purposes, including putting up Christmas Decorations, tree trimming and changing lights. The Mayor notified the Council that portions of some traffic ticket fees will now be paid to the LA Traumatic Head & Spinal Cord Injury Trust Fund to comply with state law.
Remarks of Personal Privilege:
Cheryl Ordeneaux requested an update on the Orleans West Subdivision Second Filing.
WBR Parish Council Member Kershaw gave a brief update on Parish projects.
Mayor Normand thanked Rosa Stelly for serving 13 years on the Planning & Zoning Commission Board.

Landmark & Heritage Meeting – January 27th – 6:30 PM
A motion was made by Council Member André to adjourn; seconded by Council Member Rhodes. The motion passed with a unanimous vote. The meeting adjourned at 6:50 PM.
