The regular meeting of the Town of Brusly was held this date, February 9, 2009 at the Brusly Town Hall.

Council Member Hebert led the Pledge of Allegiance. A roll call determined the following officials present:

Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane Andre’, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.
Mayor: Joey Normand

A motion to approve the minutes of the Town’s Regular Meeting of January 12, 2009 was made by Council Member Kershaw and seconded by Council Member André. The motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning:
A variance requesting the construction of a fence over the drainage servitude at 400 Gleason Street was favorably recommended by the Planning and Zoning Commission. A motion to accept the recommendation of the Planning and Zoning Commission was made by Council Member Bourgeois; seconded by Council Member Hebert. The motion passed unanimously.

A variance request to place an additional residence (mobile home) at 234 First Street, lot zoned R-1 Residential, was recommended for disapproval by the Planning and Zoning Commission. A motion to accept the recommendation by the Planning and Zoning Commission was made by Council Member André; seconded by Council Member Olinde. A roll call vote was taken with the following results:

Absent: None

Personnel Committee: None

Police Committee:
The nuisance appeal for 165 Anita St. was presented by Mr. Daniel Pown. After some discussion, a motion to deny the appeal was made by Council Member Hebert; seconded by Council Member Olinde. A roll call vote was had with the following result:
Yeas: Kershaw, Olinde, André, Bourgeois, Hebert
Nays: None
Absent: None
The appeal was denied.

The nuisance appeal for 628 W. Main St. was presented by Mr. Daniel Pown on behalf of Peggy Butler. After some discussion, a motion to deny the appeal on the Black Dodge Intrepid was made by Council Member André; seconded by Council Member Olinde. A roll call vote was had with the following result:
Yeas: Olinde, Andre’, Bourgeois, Hebert, Kershaw
Nays: None
Absent: None
The appeal was denied.

The nuisance appeal for 628 W. Main St was presented by Mr. Daniel Pown. After some discussion, a motion to deny the appeal on the Chrysler Sea Breeze was made by Council Member Hebert; seconded by Council Member André. A roll call vote was had with the following result:
Yeas: Andre’, Hebert, Olinde
Nays: Bourgeois, Kershaw
Absent: None
The appeal was denied.
The nuisance appeal for a Mobile Home located at 325 S. LaBauve was presented by Mr. Eddie Spriggs. After some discussion, a motion to deny the appeal was made by Council Member Olinde; seconded by Council Member Hebert. A roll call vote was had with the following result:
Yeas: Hebert, Olinde, Andre’
Nays: Bourgeois, Kershaw
Absent: None
The appeal was denied.

Recreation Committee: None

Government Affairs Committee:
Council Member Bourgeois reported that at the January 26, 2009 meeting of the Landmark and Heritage Commission, the following properties were recommended to receive Certified Town of Brusly Landmark Plaques; Brad & LaDonna Waldrep for the Foret Home; Rodney & Linda Varnell for the Songy Home; Maureen Dupuy Foster for the Mutt & Margaret Dupuy Home; Paula and Richard Soniat for the Theresa Hebert Home; Paula & Richard Soniat for the Jeanne Dupuy Home; Joyce LeJeune for the John B. LeJeune Sr. Home
A motion to approve the recommendations was made by Council Member André; seconded by Council Member Olinde. The motion passed with a unanimous vote.

Fire Department:
Fire Chief Alleman gave the Fire Chief’s report for January. There was one (1) fire call inside the Town and two (2) fire calls outside of Town. There were twelve (12) first aid calls inside the Town and six (6) outside of Town. There were two (2) motor vehicle crashes and one (1) mutual aid call. The total calls for the month were twenty four (24). Total calls year to date are twenty four (24).

Police Department:
Report for the month of was given by Chief Whaley. There were nine (9) wrecks, ten (10) bench warrant arrests, two (2) battery, one (1) damage to property, one (1) disturbing the peace, four (4) thefts, two (2) alarms, three (3) juvenile matters, twelve (12) traffic arrests, eighteen (18) miscellaneous calls and one (1) Domestic call. There were a total of 63 calls, 333 citations and 420 violations.

Correspondence:
Mayor Normand received a letter from Major Thibaut expressing his gratitude for the support he received in this area. The Mayor also received a letter from Mr. Hawkins, the Brusly High School Band Director, thanking the Town of Brusly for its donation to the Brusly High Band.

Mayor’s Report:
Mayor Normand gave a brief update on the Allene St. Drainage Project. The Mayor also gave a brief update on the work being done on the Railroad Crossing at Main St. Mayor Normand announced the official population of the Town of Brusly is 2374, according to La Tech. The Mayor attended the Investor Bank Ground Breaking. Representatives of DEQ visited the Town Hall to give an overview of some programs that they sponsor. Mayor Normand and Council Member Bourgeois gave a presentation in January on City Government to the 3rd Graders at Lukeville Upper Elementary. The Mayor attended a Brusly High Faculty Meeting and the Education Committee Meeting held at Brusly High School. Mayor Normand announced that Mary Delapasse had been appointed as Executive Director of Keep WBR Parish Beautiful.
Remarks of Personal Privilege:
Council Member André requested information on the next top 5 nuisances in the Town of Brusly.
Council Member Bourgeois reported that a meeting of the Keep WBR Parish Beautiful Committee will be held February 17, 2009 at 5:00 PM; participation in the Great American Cleanup will be one of the topics on the agenda.
Attorney Thomas Acosta announced Mayor’s Court will be held on February 16, 2009 instead of February 23, 2009.Les Miller thanked the Town of Brusly for use of the American Flags by the Veteran’s Organization, which raised enough in donations to provide 196 families with food and toys for the Christmas Season. Fire Chief Alleman reported that the Fire Rating Package is ready to be turned in ahead of schedule, commending his Department and volunteers for their diligence and dedication. Chief Alleman also commended Officer O’Brien of the Brusly Police Department for his cooperation and help in the field with request for help from the Fire Department.

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:29 p.m.
