Town Meeting Minutes – June 2026

The regular meeting of the Town of Brusly was called to order this date, June 8, 2026, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Chustz led the Pledge of Allegiance. A roll call determined the following officials present:

Council Members:        Daigle, Young, Chustz, Kershaw
Town Attorney:             Thomas Acosta, Jr.
Absent:                         Tassin

Recognitions & Commendations: None

A motion to approve the minutes of the Town’s regular meeting of May 11, 2026, was made by Council Member Chustz; seconded by Council Member Young. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of May, prepared by Public Works Supervisor Shane Sarradet. There were 15.6 inches of rainfall in the month; 4 SCADA alarms at our wastewater lift stations; 0 out of compliance test result at Sewer Treatment Facility; several catch basin washouts were repaired in Brusly Oaks Subdivision, Allene St., Ory Dr. and St. Mary St.; cleared several ditches filled with leaves from rains; new plants were planted by St. James Park signs; Lemna boat was hauled away by Town of Morganza; removed rotted tree in servitude on Landry St.
Waste Pro roadside debris and out of cart pickup is scheduled for the week of June 8th.
Flags on LA 1 will continue to fly through July 4th weekend.

Mayor Rhodes presented change order #1, of the street overlay project, in the amount of $7,728.84 for additional asphalt. After the discussion, a motion to approve, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Upon the recommendation of Mayor Rhodes, Council Member Young made a motion to approve the pay app for the Road Overlay project in the amount of $186,956.92; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Planning and Zoning Committee:
Mayor Rhodes read aloud the re-zoning request from C-1 (light commercial) to R-1 (single family residential), 207 Jones Drive for Lyle Charles Torres & Deborah Jones Torres. Mr. Steve LeBlanc, representing the Torres, presented a map showing the rezoning and lot improvements being requested. After a discussion, a motion to amend the agenda to consider the rezoning request be Ordinance 1 of 2026, was made by Council Member Chustz; seconded by Council Member Young. Roll call vote was had with the following results:

At Mayor Rhodes request, a motion to approve Ordinance 1 of 2026, to rezone 207 Jones Dr to R-1 (single family residential) was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the public hearing. Hearing no comments the Mayor closed the public hearing and a roll call vote was had with the following results:

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for May, is available for Council Members to review.

Governmental Affairs Committee:
Upon the request of Mayor Rhodes, a motion to allow the Mayor to sign a letter of no objection to sale alcohol at the BHS Alumni Softball Tournament at Alexander Park, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Hearing & Final Action on Ordinances:
Ordinance 2 of 2026, to amend the appropriations Ordinance of 2025-2026; to provide relative to appropriations for the income and expenses of the Town, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 2 of 2026, as discussed, was made by Council Member Chustz; seconded by Council Member Kershaw. A roll call vote was had with the following result:
Yeas: Daigle, Young, Chustz, Kershaw

Ordinance 3 of 2026, to amend the appropriations Ordinance of 2025-2026; to provide relative to appropriations for the income and expenses of the Sewer, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 3 of 2026, as discussed, was made by Council Member Kershaw; seconded by Council Member Young. A roll call vote was had with the following result:
Yeas: Young, Chustz, Kershaw, Daigle

Ordinance 4 of 2026,
Mayor Rhodes read aloud Ordinance 4 of 2026, to make appropriations for the expenses of the Town of Brusly for 2026-2027 and to provide relative to the expenditure of said appropriations. Mayor Rhodes opened the public hearing. Council Member Daigle and Kershaw expressed concerns about adopting a deficit budget and a discussion was had about how to correct that in the future. After the discussion, the Mayor closed the public hearing and directed the matter to the Council. Council Member Kershaw moved to approve the Budget; seconded by Council Member Young. The Mayor opened the floor for public comment. After public comments, a roll call vote was taken with the following results:

Ordinance 5 of 2026, to make appropriations for the expenses of the Town of Brusly Sewer System for 2026-2027 and to provide relative to the expenditure of said appropriations, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 5 of 2026 was made by Council Member Chustz; seconded by Council Member Daigle. A roll call vote was had with the following result:

Police Department Report:
The Police Department Report for the month of May was given by Lt. Keegan Allen. There were (21) Agency Assists, (4) Alarms, (3) Assaults, (1) Civil Incident, (1) Civil Problem, (7) Controlled Substances, (2) Damaged Property, (1) Death, (5) Disturbances, (3) Drunkenness, (1) Escape, (1) Extortion, (1) Family Disturbance, (1) Fire, (2) Juvenile Problems, (13) Medicals, (2) Miscellaneous, (2) Missing Persons, (3) No Insurance Tows, (5) Obstruct Police, (2) Ordinance Violations, (1) Privacy Violation, (1) Property Crime, (1) Public Services, (1) Pulled in Error, (4) Suspicious, (1) Theft, (7) Traffic Accidents, (7) Traffic Problems, (1) Unlock, (3) Warrants, (2) Weapons Offenses and (4) Welfare Checks. Total of 114 calls for the month. For the month, there were 158 total citations and 215 violations.

Mayor’s Report:
Mayor Rhodes gave a brief update on the Venzule Drainage project.

Town Hall will be closed for Independence Day Holiday Friday, July 3, 2026.

Council Member Kershaw made a motion to adjourn; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:09pm.
