Town Meeting Minutes – July 2026

The regular meeting of the Town of Brusly was called to order this date, July 13, 2026, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Tassin led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Scot Rhodes
Council Members: Daigle, Young, Tassin, Chustz
Town Attorney: Thomas Acosta, Jr.
Absent: Kershaw
Recognitions & Commendations: None
A motion to approve the minutes of the Town’s regular meeting of June 8, 2026, was made by Council Member Young; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of June, prepared by Public Works Supervisor Shane Sarradet. There were 4.8 inches of rainfall in the month; 2 SCADA alarms at our wastewater lift stations; several washouts of subsurface drainage were repaired on Allene & Lee Dr.; smoke testing was done on St. Mary, River Oaks, Blanchard, Tullier, Courtney and E. Main; 2 small problem areas on Blanchard were repaired; brought to grade 175’ of drainage ditch on Anita St.; swapped out pump on Ory Lift station; Installed 1 culvert on Elaine St.
Employee recognition: Eric – 21 years, Cindy – 2years.
Flags were taken down the week of July 6th.
Hurricane prep meeting with Maintenance crew is being scheduled.
Waste Pro Roadside Debris pickup is scheduled for the week of July 13th.
Upon the recommendation of Mayor Rhodes, Council Member Chustz made a motion to approve the final pay app for the Road Overlay project in the amount of $20,772.99; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Planning and Zoning Committee: None
Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for June, is available for Council Members to review.
Upon the recommendation of Mayor Rhodes, Council Member Tassin made a motion to name Baxley & Associates the Town of Brusly’s 2025/2026 Auditor, the audit not to exceed $13,000 and the agreed upon procedures not to exceed $8,000; seconded by Council Member Chustz. Hearing no comments, the motion passed with a unanimous vote.
Personnel Committee:
Upon the recommendation of Chief Lefeaux, a motion to hire Juan Palmer as a full-time officer at $22.51 an hour, retroactive to 6/17/26, was made by Council Member Chustz; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Upon the recommendation of Mayor Rhodes, a motion to go into Executive Session to discuss pending litigation was made by Council Member Young; seconded by Council Member Daigle.
A roll call vote was had with the following result:

Upon the recommendation of Mayor Rhodes, a motion to come out of Executive Session, was made by Council Member Chustz; seconded by Council Member Young.

Upon coming out of Executive Session, Council Member Daigle made a motion to hire Attorney Jason Read, with Neuner Pate, to represent the Town in ongoing litigation; seconded by Council Member Young. The Mayor opened the floor for public comment. Hearing no comments, a roll call vote was taken with the following results:

Also, after coming out of Executive Session, Council Member Young made a motion to hire Jill Craft to represent Chief Lefeaux in ongoing litigation; seconded by Council Member Tassin. The Mayor opened the floor for public comment. Hearing no comments, a roll call vote was taken with the following results:

Council Member Chustz made a motion to amend the agenda to add an ERP and Cyber insurance policy in the amount of $9,861 annually, under Government Affairs Committee; seconded by Council Member Daigle. Mayor opened the floor for public comments. Hearing no comments, a roll call vote was taken with the following results:

Governmental Affairs Committee:
Upon the recommendation of Mayor Rhodes, a motion to purchase an Employee Practices Liability insurance policy in the amount of $7,299.24 annually, with Indian Harbor and Cyber Liability in the amount of $2,562 annually, with Lloyd’s of London, was made by Council Member Tassin; seconded by Council Member Chustz. Mayor opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Introduction of Ordinances:
Council Member Tassin introduced Ordinance 6 of 2026, rezoning of 102 N. LaBauve.
Resolutions:
Mayor Rhodes read aloud Resolution 4 of 2026, Surplus Items. A motion to approve Resolution 4 of 2026, declaring and approving a list of surplus items and equipment for sale, donate or disposal, was made by Council Member Chustz; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Police Department Report:
The Police Department Report for the month of June was given by Lt. Keegan Allen. There were (21) Agency Assists, (5) Alarms, (4) animal problems, (2) Assaults, (3) Controlled Substances, (9) Disturbances, (1) Drunkenness, (1) DUI, (1) Evidence, (1) Family Disturbance, (1) Fire, (2) Harassments, (1) Juvenile Problem, (13) Medicals, (6) No Insurance Tows, (2) Obstruct Justice (2) Obstruct Police, (2) Ordinance Violations, (1) Public Peace, (4) Public Services, (1) Stolen Property, (3) Suspicious, (5) Traffic Accidents, (7) Traffic Problems, (1) Trespassing, (2) Unlock, (3) Warrants, and (3) Welfare Checks. Total of 107 calls for the month. For the month, there were 181 total citations and 227 violations.
Flock Activity: 1 Protection Order Violation, 2 Stolen Vehicles, 1 Stolen Plate, 1 Person of Interest (Brusly PD Active Investigations), 28 Violent Person Alerts, 51 Sex Offender Alerts, and 7 NCIC Warrants.

Mayor’s Report:
Mayor Rhodes announced that the Public Works Director, Shane Sarradett will be retiring at the end of October of this year. The Mayor also announced that Eric Kulcke in the Maintenance Department will also be retiring. Mayor Rhodes gave a brief update on the Orleans Quarters drainage project. The Mayor announced that the Parish has rolled back milage taxes in the amount of five million dollars. Mayor Rhodes gave a brief update on the intracoastal overpass construction project.
