Town Meeting Minutes – June 2023

The regular meeting of the Town of Brusly was called to order this date, June 12, 2023, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Tassin led the Pledge of Allegiance. A roll call determined the following officials present:

Recognitions & Commendations:  None

A motion to approve minutes of the Town’s regular meeting of May 8, 2023, as presented, was made by Council Member Bourgeois; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of May. There were 3.2 inches of rainfall in the month; 3 SACDA alarms; no “out of compliance” test result on the Sewer Treatment Facility; 1 culvert program installed on Live Oak Dr.; the leak in sewer system found on Gwin St. has been repaired; catch basins and culverts on Bourgeois from River Road to LeJeune St; Inspection of Sewer Pond was performed by DEQ; no major violations were declared; however, a few concerns are being addressed; quarterly harvest of duckweed was done a t Sewer Pond; several catch basin washouts were repaired throughout town; no personnel incidents to report for maintenance department for the month of May.

Regular bulk trash will be picked up the week of June 12th; the extra trash pickup will be June 30th.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for May, in the meeting packets, is available for Council Members to review.

Council Member Neisler made a motion to name The Westside Journal as the Town of Brusly’s Official Journal; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote.

Governmental Affairs Committee:  None

Consideration of Vetoed Ordinances: None

Hearing & Final Action on Ordinances:

Ordinance 2 of 2023, to amend the appropriations Ordinance of 2022-2023; to provide relative to appropriations for the income and expenses of the Town was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration.    A motion to adopt Ordinance 2 of 2023, as discussed, was made by Council Member Tassin; seconded by Council Member André. A roll call vote was had with the following result:

Nays:               None
Absent:            None

Ordinance 3 of 2023, to amend the appropriations Ordinance of 2022-2023; to provide relative to appropriations for the income and expenses of the Sewer was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration.    A motion to adopt Ordinance 3 of 2023, as discussed, was made by Council Member Bourgeois; seconded by Council Member Daigle. A roll call vote was had with the following result:

Ordinance 4 of 2023,
Mayor Rhodes read aloud Ordinance 4 of 2023, to make appropriations for the expenses of the Town of Brusly for 2023-2024 and to provide relative to the expenditure of said appropriations.  Mayor Rhodes opened the public hearing. After the discussion, the Mayor closed the public hearing and directed the matter to the Council.  Council Member André moved to approve the Budget; seconded by Council Member Tassin.  The Mayor opened the floor for public comment. Hearing no comments, a roll call vote was taken with the following results:

Nays:               None
Absent:           None

Ordinance 5 of 2023, to make appropriations for the expenses of the Town of Brusly Sewer System for 2023-2024 and to provide relative to the expenditure of said appropriations, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration.    A motion to adopt Ordinance 5 of 2023 was made by Council Member André; seconded by Council Member Neisler. A roll call vote was had with the following result:

Introduction of Ordinances: None

Resolutions:
A motion to approve Resolution 3 of 2023, declaring and approving a list of surplus items and equipment for sale or disposal, was made by Council Member Daigle; seconded by Council Member Bourgeois.  Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Department Report:

Police Department Report for the month of May was given by Chief Lefeaux. There was one (1) abandoned bicycle, one (1) alarm, one (1) animal problem, one (1) assault, two (2) civil incidents, two (2) civil problem, one (1) crime prevention, one (1) damaged property, two (2) disturbances, one (1) domestic problem, one (1) harassment, two (2) juvenile problems, one (1) miscellaneous, seventeen (17) no insurance tows, two (2) theft, four (4) traffic accidents, four (4) traffic problems, and one (1) welfare check.  For the month, there were 45 total events, 439 total citations and 566 total violations.

Through use of the Flock License Plate Camera System, there were 3 warrant arrests, 2 stolen vehicles, and 2 stolen plates.

Mayor’s Report: 
Mayor Rhodes gave brief updates on the Joliet Trail Project and the drainage project on Orleans Quarters Drive. Mayor Rhodes attended the Landmark Plaque Reception which was held on Sunday the 11th. The Mayor thanked Council Member Bourgeois for coordinating the well-attended reception.

Remarks of Personal Privilege:
Council Member Bourgeois gave a brief overview of the Landmark Plaque Ceremony and thanked all who assisted in preparation for the ceremony, including Debbie Berthelot, Jamie Loupe, Patricia Thibodaux, Brandi Davis, Shane Sarradet, and Eric Kulcke. Council Member Bourgeois also thanked the Mayor and Council for budgetary support for the preservation of the Town’s history.

Mrs. Andrea Normand expressed concerns about a property on W. Main Street which has been under construction for 4 years without any progress and is unsightly.

Brady Hotard, District 4 Representative of the WBR Council, introduced himself and explained the new boundaries of his district.

WBR Parish Council Member Chris Kershaw gave a brief update on Parish projects.

Announcements:
A motion to move the next Committee Meeting from Monday July 3rd to Monday July 10th at 6:00pm was made by Council Member Daigle; seconded by Council Member André. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Town Hall will be closed for Independence Day, Tuesday July 4th.

Council Member André made a motion to adjourn; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:20 p.m.
