Town Meeting Minutes – January 2020

The regular meeting of the Town of Brusly was called to order this date, January 14, 2020, at the Brusly Town Hall, at 6:30 p.m. Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor Scot Rhodes
Council Members:           Rusty Daigle, Joanne Bourgeois, Shane André, Don Neisler
Town Attorney:                Thomas Acosta, Jr.
Absent:                            Terry Richard

Recognitions & Commendations: None

A motion to approve the minutes of the Town’s regular meeting of December 9, 2019, as written, was made by Council Member Bourgeois and seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of December. There were 4.8 inches of rainfall in the month; no drainage issues reported or observed; one clogged sewer issue in Brusly Oaks; no incidents to report for the Maintenance Department; there were no out of compliance sample test results on the Sewer Treatment Facility.

For the year of 2019 there were 69” of rainfall for an average of 5.8” a month; over 4300’ of ditches and culverts were cleaned out and brought to grade; three culvert program jobs were requested and completed.

Christmas decorations will be taken down this week.
Regular bulk trash will be picked up the week of January 13, 2029. The extra trash pickup will be Friday, January 31, 2020.

Mayor Rhodes presented a list of streets to be considered for the 2019/2020 street overlay project including: the west end of Live Oak; Landry Street from Gwin to Bourgeois; St. John from Gwin to E. Main; the entire street of St. Matthew; and Blanchard Street from the River Road to the split. Also it was decided to add striping to the project. Additionally, Margaret Street will be added to an overlay project list once construction is completed on houses at west end of Marionneaux Street. The current plan will be sent to the Town’s engineering firm Owen & White to begin the bidding process.

Planning and Zoning Committee:
A status update was presented on the Sanders’ residence on Gwin Street by Greg Sanders. A motion to remove the residence from the derelict list, with the condition of an inspection and pictures by Public Works Director, Shane Sarradet, was made by Council Member Neisler; seconded by Council Member André. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” was included in the meeting packets for Council Members to review.

Police Department Report:
Police Department Report for the month of December was given by Asst. Chief Southon. There were seven (7) alarms, five (5) suspicious persons, four (4) fireworks, three (3) trespassing, eight (8) miscellaneous complaints, six (6) disturbance calls, nine (9) assist to other agencies, seventeen (17) no insurance tows, eleven (11) crash reports, nine (9) truancy investigations, three (3) improper telephone communications, one (1) animal at large, three (3) traffic complaints, three (3) drug arrests, three (3) thefts, three (3) medical, one (1) physical inspection, eight (8) warrant arrests and one (1) public assists. For the month, there were 105 total complaints, 401 total citations and 504 total violations.

Mayor’s Report:
Mayor Rhodes reported that he and Public Works Director Sarradet had recently met with Republic Services about the unsatisfactory services that have been occurring within the Town.
Remarks of Personal Privilege:
Mayor Rhodes thanked Judge Elizabeth Engolio for attending the meeting. Judge Engolio commented that she came to wish everyone a Happy New Year and to introduce herself to those Council Members whom she had not met.

Announcements:
Landmark & Heritage Meeting will be held January 27th at 6:30 PM.

A motion was made by Council Member André to adjourn; seconded by Council Member Neisler. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 6:47 PM.
