Town Meeting Minutes – Friday, April 29, 2005

A special meeting of the Town of Brusly was held this date, April 29, 2005 at the
Brusly Town Hall. Mayor Joey Normand called the meeting to order at 5:00 p.m.,
And requested that all electronic devices be turned off or silenced. Council Member
Rodrigue led the Pledge of Allegiance. A roll call by Debbie Berthelot determined the following present:
Mayor: Joey Normand
Council Member: David Rodrigue, Joanne Bourgeois
Shane Andre’, Chris Kershaw
Ronda Perrault
Town Attorney: Jamie Fontenot

Mayor Normand opened with item # 4, Reconsideration of George “Skipper” Grady Request for a Variance-Blanchard St., and stated that he received a draft of the minutes from the Planning and Zoning Commission which unanimously recommended approval of a variance on Street/Right-of Way requirements on Blanchard Street with stipulations. The Mayor then asked Council members to discuss the matter.

Following discussion, Council Member Andre’ introduced a motion to grant the variance of 56.1 feet (50 per cent of lot width) of the street with all stipulations recommended by the Planning Commission; seconded by Council Member Perrault. A substitute motion was made by Council Member Kershaw for the same language, except for 20 feet. Mr. Kershaw’s motion died for lack of a second. Council Member Rodrigue then made a second substitute motion for 40 feet and all stipulations recommended by the Planning Commission; seconded by Council Member Kershaw. The Mayor requested a roll call, and Council Members voted as follows:

YEAS: Rodrigue, Kershaw
NAYS: Bourgeois, Andre’, Perrault
Absent: None

The Mayor reported that the substitute motion failed with a vote two in favor, three against.

The Mayor then requested a roll call vote on the original motion. Council Members voted as follows:

YEAS: Perrault, Bourgeois, Andre’, Kershaw
NAYS: Rodrigue
Absent: None

The Mayor reported that the motion passed with four favorable votes and one against.

Council Member Perrault asked Mr. Grady to be considerate of the neighborhood when constructing the road improvements and house.

Council Member Andre’ Introduced Ordinance # 10, Redefine Lot Fronting on a Street and Other Matters.

A motion was made by Council Member Andre’ to adjourn, seconded by Council Member Kershaw. The motion was unopposed.

The meeting ended at 5:18 p.m.
