The regular meeting of the Town of Brusly was held this date, May 8, 2017, at the Brusly Town Hall, at 6:30 P.M. Council Member Daigle led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Scot Rhodes
Council Members: Rusty Daigle, Joanne Bourgeois, Terry Richard, Shane Andrè, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None
A motion to approve the minutes of the Town’s regular meeting of April 10, 2017 was made by Council Member Bourgeois and seconded by Council Member Richard. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee: None
Planning and Zoning Committee:
Mayor Rhodes read aloud a Variance Request for Non-Compliance – Sec. 19.31.2-Zoning District R-2 Side Setback, Lots 1-A, 1-B, 1-C & 1-D (240 E. Main St.), for John L. Tyler, to decrease the side setbacks from 10’ to 5’. Having been recommended for denial by the Planning & Zoning Commission, a motion to deny the request was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments. Hearing no comments, a roll count vote was had with the following results:
Yeas: Richard, Andrè, Neisler, Daigle, Bourgeois
Nays: None
Absent: None
The variance request was denied.
Finance Committee:
Mayor Rhodes presented his 2017/2018 Town & Sewer Budget messages to Council Members.
Personnel Committee:
Upon the recommendation of Public Works Director, Shane Sarradet, a motion to give Maintenance Worker, Robert Quatrevingt an hourly increase in pay of $2.11, was made by Council Member Andrè; seconded by Council Member Richard. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Upon the recommendation of Mayor Rhodes, a motion to increase Public Works Director, Shane Sarradet’s annual salary by $1,500, was made by Council Member Neisler; seconded by Council Member Bourgeois. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Recreation Committee: None
Police Committee:
Upon the recommendation of Police Chief Lefeaux, a motion to hire Danielle Mitchel as a Police Clerk, at the rate of $16.00 an hour, with 40 hours of vacation, starting May 15th, was made by Council Member Andrè; seconded by Council Member Bourgeois. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Governmental Affairs Committee:
A motion to appoint the West Side Journal as the Official Journal of the Town was made by Council Member Andrè; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comment, the motion passed unanimously.
Consideration of Vetoed Ordinances: None
Hearing and Final Action on Ordinances:
Ordinance 1 of 2017, to amend the appropriations ordinance of 2016-2017 to provide relative to appropriations for the income and expenses of the Town was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 1 of 2017, as discussed, was made by Council Member Andrè; seconded by Council Member Neisler. A roll call vote was had with the following result:

Introduction of Ordinances:
Council Member Bourgeois introduced Ordinance 2 of 2017- General funds 2017/2018 budget.
Council Member Andrè introduced Ordinance 3 of 2017-Sewer 2017/2018 budget.
Resolutions and Commendations:
Mayor Rhodes read aloud Resolution 3 of 2017. A motion to Discontinue Collection of Ad Valorem Taxes for the Year 2017 was made by Council Member Richard; seconded by Council Member Bourgeois. Mayor Rhodes opened the floor for public comment. Hearing no comment, the motion passed unanimously.
Resolution 4 of 2017 to Appoint Wright, Moore, Dehart, Dupuis & Hutchinson LLC for 2016/2017 Fiscal Year Audit was recommended by Mayor Rhodes. A motion to approve was made by Council Member Andrè; seconded by Council Member Neisler. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Police Department Report:
Police Department Report for the month of April was given by Police Chief Lefeaux. There was one (1) 911 hang up call, five (5) alarms, six (6) assists to other departments, three (3) public assists, one (1) burglary, two (2) damage to property, one (1) disturbance call, one (1) domestic, two (2) drug arrests, 14 insurance tows, one (1) theft, seven (7) traffic accidents, one (1) miscellaneous, one (1) lost property and four (4) warrant arrests. For the month, there were 50 total complaints, 313 total citations and 424 total violations.

Mayor’s Report:
Mayor Rhodes gave a brief update on garbage pickup problems due to the Intracoastal Bridge having weight limitations. The Mayor announced that there would be an Asthma Awareness Walk at Alexander Park, Saturday the 13th from 8:00 A.M. to 12:00 noon.
Remarks of Personal Privilege:
Council Member Neisler reported that he, Council Member Bourgeois, Town Clerk Blaine Rabalais, and Patricia Thibodaux attended a presentation of the Assessor’s updated website digital map program.
Announcements:
The Town Hall will be closed on May 29th for Memorial Day.
A Memorial Day Ceremony will be held at the WBR Parish Courthouse on Monday, May 29th at 10:00 A.M.
A motion was made by Council Member Andrè to adjourn; seconded by Council Member Richard. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:08 P.M.
