Town Meeting Minutes – Monday, October 8, 2012

The regular meeting of the Town of Brusly was held this date, October 8, 2012 at the Brusly Town Hall.
Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Joanne Bourgeois, Landess Hebert, Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: Thomas Olinde

Mr. Gary Landrieu introduced himself as a candidate for U.S. Congress, District 2. Mr. Landrieu gave a brief explanation of his platform and invited questions from the public. In answer to questions posed by the public Mr. Landrieu explained his family history and the dynamics of the District 2.

A motion to approve the minutes of the Town’s regular meeting of September 10, 2012, was made by Council Member André and seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Upon the recommendation of Mayor Normand, a motion to appoint Wayne Delapasse Derelict Building Inspector, as per Chapter 22, was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Planning and Zoning Committee: None

Finance Committee:
Upon the recommendation of Mayor Normand, a motion to appoint Wright, Moore, Dehart, Dupuis & Hutchinson, LLC as Auditor for Fiscal Year 2011/2012, was made by Council Member Neisler; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Personnel Committee: None

Recreation Committee:
At the recommendation of Mayor Normand, a motion to set Trick or Treat hours at 5:30 PM to 7:30 PM on October 31, 2012 was made by Council Member André; seconded by Council Member Hebert. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Committee: None

Governmental Affair Committee:
A motion to appoint Mr. Henry Soniat to the Landmark & Heritage Committee, upon recommendation of the Committee Chair, Mr. Jim Rills, was made by Council Member Bourgeois; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

A motion to accept the donation of the oil painting titled “Shadow on the Teche” was made by Council Member Bourgeois; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for September. There were six (6) first aid calls inside the Town and twenty (20) outside of Town. There were no fires inside or outside of Town. There were two (2) alarm system activations, one (1) trash fire and two (2) odor investigations. There was one (1) assist to Addis for alarm system activation. The total calls for the month were thirty-two (32). The total for the year is two hundred eighty-seven (287).

Police Department Report:
Report for the month of September was given by Chief Whaley. There were five (5) wrecks, seven (7) bench warrant arrests, two (2) thefts, one (1) alarm, three (3) assist to other agencies, two (2) juvenile matters, six (6) traffic arrests and seventeen (17) miscellaneous calls. For the month’s total, there were 43 calls, 79 citations and 104 violations.

Correspondence:
Mayor Normand received a Thank You note from Ms. Edith Owens for the work done on the N. Kirkland at Blanchard St. entrance to Brusly Middle School.
The Mayor received a letter from a Law Firm in Metairie, LA asking about any issues the Town may have had with Entergy’s performance in restoring electrical services after Hurricane Isaac. The Mayor wrote back to inform the firm of excellent performance by Entergy in the timely restoration of power to the area.

Mayor’s Report:
Mayor Normand attended the WBR Chamber of Commerce Expo and the WBR Parish Hurricane Isaac debriefing.

Remarks of Personal Privilege:
Council Member Bourgeois and Accounting Clerk Patricia Gaudet attended the second session of a grant writing workshop sponsored by LMA.

Council Member André announced a special tailgate event for the upcoming Brusly High Football game against defending State Champs, St. Charles, inviting all former Brusly High Players to attend.

WBR Parish Council Member Kershaw gave a brief presentation and explanation regarding computations for a runoff in Town Council Elections.

Announcements:
There will be a Landmark & Heritage Meeting on October 15, 2012 at 6:30 PM.

A motion was made by Council Member André to adjourn; seconded by Council Member Neisler. The motion passed with a unanimous vote. The meeting adjourned at 7:00 PM.
