Town Planning & Zoning Meeting Minutes – Wednesday, September 27, 2006

MINUTES OF THE BRUSLY PLANNING COMMISSION
September 27, 2006

A regular meeting of the Brusly Planning Commission was held on Wednesday September 27, 2006 in the Council Meeting Room, Brusly Town Hall, Brusly, Louisiana. The meeting was called to order by Mrs. Debbie Thompson, Chairperson at 6:30 PM.

Members present: Carroll Fontenot, Debbie Thompson, Rosa Stelly,
Shane Sarradet, Claudette Purnell, Steve Perkins.

Members absent: Jules Thibodaux.
Others present: Marianne Berthelot, Mayor Joey Normand, Don Neisler,
Joanne Bourgeois, Ronda Perrault, Jim Tatum,
Kent Walker, Thomas Olinde, Henry & Jennifer Bell,
Kim Lemoine, and several other residents of Brusly
Oaks Subdivision.

Upon motion of Mr. Carroll Fontenot, seconded by Mrs. Rosa Stelly, the Minutes of the August 23, 2006 meeting were approved as written. Motion carried unanimously.

Public Hearing:

 “Preliminary Plat of River Mill Reserve, a Residential Townhome Development First Filing – Lots 1 through 29, being the resubdivision of the Western Portion of Tract X-4-A of Additions to Cinclare Plantation, located in Sections 15 & 16, T8S, R12E, SLD, WBR Parish for Ace Holdings, LLC.”

The Secretary was recognized. She stated that the plat description on the Agenda and in the advertisement is incorrect and should have read “Resubdivision of the Western Portion of Tract X-4-A” since only the Western portion of said tract was rezoned to R-6 (Townhomes). (Re: Minutes of the April 26, 2006 meeting of the Zoning Commission).

Mr. Jim Tatum, Engineer for Donnie Jarreau, Ace Holdings, Inc. was recognized. He advised that they are asking for approval of the 1st filing, being the resubdivision of Western portion of Tract X-4-A, Lots 1-29 at this time.

Speaking for Mr. Jarreau, he advised that after listening to the concerns of the public at the Public Hearing held April 31, 2006, Mr. Jarreau withdrew his request for apartments on the Eastern portion of said tract. He plans to go with all town homes and submittal of a request for rezoning of the Eastern portion of said tract from C-2 to R-6 (Townhomes) and the resubdivision of same (Lots 30-52) shown on the plat as “Future Development” will be based upon market demand.

Following are items discussed with Commission Members and the local residents in attendance:

 Size of units.
 Servitude for town maintenance of retention pond.
 Number of Parking Spaces and location.
 Location of fences.
 School bus pick-up and location.
 Garbage pick-up.
 Price range of townhomes.
 Timetable for construction.
 Deed restrictions.

Mr. Don Neisler advised members of the commission that he reviewed the plat and it meets all criteria.

Mr. Kenny Hunts with the Brusly Fire Department was consulted and he has approved the number and proposed location of the fire hydrants.

There was no further discussion and no opposition to this request.

Mrs. Claudette Purnell made a motion to close the public hearing. Mr. Carroll Fontenot seconded the motion and it carried unanimously.

There was no other business to come before the Planning Commission.

Mr. Carroll Fontenot made a motion to adjourn. Mrs. Rosa Stelly seconded the motion and it carried unanimously.

The meeting of the Planning Commission adjourned at 7:10 PM.

September 27, 2006

A regular monthly meeting of the Brusly Zoning Commission was held on Wednesday September 27, 2006 in the Council Meeting Room, Brusly Town Hall, Brusly, Louisiana. The meeting was called to order by Mrs. Debbie Thompson, Chairperson at 7:10 PM.
Members present: Carroll Fontenot, Debbie Thompson, Rosa Stelly,
Shane Sarradet, Claudette Purnell, Steve Perkins

Members absent: Jules Thibodaux.
Others present: Marianne Berthelot, Mayor Joey Normand, Don Neisler,
Joanne Bourgeois, Ronda Perrault, Jim Tatum,
Kent Walker, Thomas Olinde, Henry & Jennifer Bell,
Kim Lemoine, and several other residents of Brusly
Oaks Subdivision.

Upon motion of Mrs. Rosa Stelly, seconded by Mr. Shane Sarradet, the Minutes of the August 23, 2006 meeting were approved as written. Motion carried unanimously.

Under other business, members were brought up to date on the meeting of the Historic District Study Committee and copies of the minutes were provided for review.

There was no other business to come before the Zoning Commission.

Mr. Carroll Fontenot made a motion to adjourn. Mrs. Rosa Stelly seconded the motion and it carried unanimously.

The meeting of the Zoning Commission adjourned at 7:15 PM.
