Town Meeting Minutes – February 2023

The regular meeting of the Town of Brusly was called to order this date, February 13, 2023, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Tassin led the Pledge of Allegiance. A roll call determined the following officials present:

Recognitions & Commendations:
Mayor Rhodes presented a certificate of appreciation to Ms. Claudette Purnell on behalf of the Mayor and Town Council, for over 20 years of loyal & dedicated service to the Town of Brusly as a member of the Planning & Zoning Commission.

A motion to approve minutes of the Town’s regular meeting of January 9, 2023, as presented, was made by Council Member Bourgeois; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of January. There were 11.6 inches of rainfall in the month; there was 1 report of water in house and 1 report of sewer issues in house; there were numerous SCADA alarms due to high levels; Orleans Quarters entrance is complete; request for additional culvert under railroad tracks on south end of town has been submitted; 1 “out of compliance” test result on the Sewer Treatment Facility; sewer line from Oak Plaza & Riverside was cleaned out due to blockage; repaired faulty valve extension found at Live Oak West station; 1 culvert program installed on Ory Dr.; no incidents to report for maintenance department for the month of January.

Regular bulk trash will be picked up the week of February 13th; the extra trash pickup will be February 24th.

Upon the recommendation of Mayor Rhodes, a motion to approve Street Overlay change order #1 to add roadway striping to St. Francis Street in the amount of $8,430.00, was made by Council Member Neisler; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Upon the recommendation of Mayor Rhodes, a motion to approve Street Overlay change order #2 for additional materials in the amount of $2,320.41, was made by Council Member Bourgeois; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Upon the recommendation of Mayor Rhodes, a motion to approve the Street Overlay substantial completion of Elaine Street, was made by Council Member Tassin; seconded by Council Member Neisler.  Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Planning and Zoning Committee:  
Mayor Rhodes presented the construction plans of the Kleinpeter property at the end of Orleans Quarters Drive. Mr. Court Bradford representing the Kleinpeters, explained the plans and offered to answer any questions posed.  After a brief discussion, a motion to approve the construction plans was made by Council Member Bourgeois; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for January, in the meeting packets, is available for Council Members to review.

Personnel Committee:
Upon the recommendation of Mayor Rhodes, a motion to hire Full-Time Maintenance worker Michael Tullier at the rate of $20.00 an hour, effective January 3, 2023, was made by Council Member Tassin; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Asst. Chief Southon reported that Full-Time Police Officer Blaze Lewis has resigned his position effective January 28, 2023.

Police Committee: None

Governmental Affairs Committee:
Council Member Bourgeois narrated a slide presentation accompanying Landmark Plaque applications for the following residences:

  • 806 E. Main St. – currently owned by Claude & Elizabeth Haydel;
  • 1810 Allene St. – built in 1972, currently owned by Gerald & Sandra Fitzgerald;
  • 2070 Allene St. – built in 1971, currently owned by Jerry & Carol Deshotel;
  • 1826 Allene St. – built in 1968, currently owned by Jim & Earline Guidry

Upon the conclusion of the presentation, Council Member Bourgeois made a motion to award Landmark Plaques to the homes; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Introduction of Ordinances: None

Resolutions:
A motion to approve Resolution 1 of 2023, (incorrectly referenced as Resolution 2 of 2023) the Municipal Water Pollution Prevention Environmental Audit, was made by Council Member Bourgeois; seconded by Council Member Neisler.  Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Police Department Report:
Police Department Report for the month of January was given by Asst. Chief Southon. There was one (1) agency assist, eight (8) alarms, one (1) assault, four (4) civil incidents, four (4) disturbances, one (1) family disturbance,  two (2) harassments, one (1) juvenile problem, four (4) medicals, three (3) no insurance tows, one (1) privacy violation, three (3) suspicious activity/vehicle, one (1) theft, six (6) traffic accidents, three (3) unlocks, one (1) warrant and one (1) welfare check.  For the month, there were 45 total events, 114 total citations and 146 total violations.

Through use of the Flock License Plate Camera System, there were 5 stolen cars recovered and 4 stolen plates retrieved.

Mayor’s Report: 
Mayor Rhodes gave a brief update on St. James Park project. Mayor Rhodes visited the second grade classes at Lukeville Elementary and spoke about being the Mayor of Brusly. The Mayor also attended the State of the Parish Luncheon. Mayor Rhodes reported that the State’s service road overlay has begun. The Mayor attended the Grand Opening of the Assisted Living Center. The Mayor gave a brief update on the Venzule drainage project. Mayor Rhodes read aloud a portion of a letter from State of Louisiana Office of Community Development informing the Town of Brusly of the award of a $2,756,966 grant for sewer improvements.

Remarks of Personal Privilege:
Council Member Bourgeois reported that Mr. CG Mouch donated a 610 Underwood Typewriter which dates between 1931-1939 to the Town of Brusly for display. The typewriter was acquired by Mr. Mouch’s mother in 1966 to teach herself how to type so she could seek employment to support her family. Council Member Bourgeois thanked Mr. CG Mouch for his donation.

Announcements:
Town Hall will be closed February 21st for Mardi Gras.

Council Member Neisler made a motion to adjourn; seconded by Council Member Tassin. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:08 p.m.
