Town Planning & Zoning Meeting Minutes – Wednesday, October 23, 2013

MINUTES OF THE BRUSLY PLANNING & ZONING COMMISSION MEETING
October 23, 2013

The regular meeting of the Brusly Planning & Zoning Commission was held this date, October 23, 2013 at the Brusly Town Hall. Chairperson Rosa Stelly called the meeting to order at 6:30 PM.

Commissioner LeMoine led the Pledge of Allegiance. A roll call determined the following officials present:
Chairperson: Rosa Stelly
Commissioners: Kim LeMoine, Ronda Perrault, Jeff Travasos, Gary Soniat, Claudette Purnell
Absent: Steve Perkins

Others present included Joanne Bourgeois, Don Neisler, Gerald Fitzgerald, Clifford J. Guidry and Ryder Simoneaux.

A motion to approve the minutes of the Planning & Zoning regular meeting of September 25, 2013 as written was made by Commissioner Travasos and seconded by Commissioner LeMoine. The minutes were approved unanimously.
Zoning:
Chairperson Stelly read aloud a Variance Request for Non Compliance – Sec. 19.31.1 Zoning District R-1, Side Setback for Clifford J. Guidry at 1826 Allene Street to reduce the side setback from 10 feet to 0 feet. Mr. Guidry presented the variance request stating his intention was to build a cover to park his camper. Mr. Guidry also stated that his neighbor, Gerald Fitzgerald, had no objection to the variance. A motion to recommend the variance to the Town Council was made by Commissioner Soniat; seconded by Commissioner Purnell. A roll call vote was had with the following results:
Yeas: Purnell, LeMoine, Perrault, Stelly, Travasos, Soniat
Nays: None
Absent: Perkins

Chairperson Stelly read aloud a Variance Request for Non Compliance – Sec. 19.31.1 Zoning District R-1, Front Setback for Frank & Tara Patrick at 1485 Short Street, to reduce the front setback. Commissioner Perrault informed the Commission that Mr. Patrick had withdrawn his variance request. A motion to table the request for confirmation of the withdrawal was made by Commissioner Perrault; seconded by Commissioner LeMoine. The motion passed unanimously.
Planning:
Chairperson Stelly read aloud a Variance Request for Non Compliance – Sec. 19.6 Drainage Servitude Encroachment for Ryder Simoneaux at 2670 Orleans Quarters Dr. to encroach upon the drainage servitude to build a fence on the property line. Chairperson Stelly recognized Mr. Simoneaux, who explained the request. After a brief discussion, a motion to recommend the variance to the Town Council was made by Commissioner LeMoine; seconded by Commissioner Perrault. A roll call vote was had with the following results:
Yeas: LeMoine, Perrault, Stelly, Travasos, Soniat, Purnell
Nays: None
Absent: Perkins
Other Business:
Upon the recommendation of Chairperson Stelly a motion to change November’s meeting date from Nov. 27, 2013 to Nov. 20, 2013 was made by Commissioner Soniat; seconded by Commissioner Perrault. The motion passed unanimously.

A motion to set December’s meeting date to Dec. 18, 2013 with the option to cancel if no business is brought forward was made by Commissioner Perrault; seconded by Commissioner Purnell. The motion passed unanimously.

A motion was made by Commissioner Perrault to adjourn; seconded by Commissioner Soniat. The motion passed with a unanimous vote. The meeting adjourned at 6:42 PM.
