MINUTES OF BRUSLY PLANNING COMMISSION
REGULAR MONTHLY MEETING
May 22, 2002

The regular monthly meeting of the Brusly Planning Commission was held on May 22, 2002 in the Council Meeting Room, Brusly Town Hall, Brusly, Louisiana. The meeting was called to order by Chairperson Debbie Thompson at 6:30 P.M.

Members present: Jules Thibodaux, Carroll Fontenot, Debbie Thompson, Rosa Stelly, Leslie Crockett, Henry Couvillon

Members absent: Claudette Pumell

Others present: Marianne Berthelot, Don Neisler, Mayor Joey Normand, Roy Waggenspack, Joanne Bourgeois, Rhonda Perrault, Chris Kershaw, Jeffrey Decoteau, Norris Decoteau, Dane & Bonnie D”Armond, Danny & Peggy Rabalais, Jim Tatum, Jason Safford, Roland Dugas, and a group of citizens from Brusly and surrounding area.

Upon motion of Mr. Carroll Fontenot seconded by Mr. Leslie Crockett, the minutes of the April 24, 2002 meeting were ar-proved as written. Motion carried unanimously.

Chairperson Debbie Thompson opened the first of three Public Hearings:

1) Map submitted for approval of the resubdivision of a lot owned by the Bruce E. Bourgeois Estate into Lots “B-1″ and B-2″ for Bourgeois Rentals. Said lot located on Vaughan St, in Section 16, T8S, R12E, SED, Town of Brusly, West Baton Rouge Parish, Louisiana.

Mr. Skipper Grady presented the request. The floor was opened for questions and/or comments from the public. There was none.

Mr. Carroll Fontenot made a motion to close the Public Hearing. Mrs. Rosa Stelly seconded motion and it carried unanimously.

Mrs. Rosa Stelly made a motion to recommend that the Town Council approve the request for resubdivision of the Bourgeois lot and grant a variance on the square footage of Lot B-1. Mr. Carroll Fontenot seconded the motion and it carried unanimously.

The Chairperson opened the second public hearing:

2) Plat submitted by DNB, LLC for approval of the ”Preliminary Plat of Orleans Quarters”, a proposed single family residential subdivision of the D. D”Armond property located on N. LaBauve St. in Section 55, T8S R12E, SED, Town of Brusly, West Baton Rouge Parish.
Mr. Don Neisler advised the members that corrections and changes requested at the last meeting were made. He noted that that some connector streets were extended to the North property line but the requirement for connector streets at approximately every 1,200 feet still has not been met. He suggested that the developer should have connector streets lined up v,/ith all those in Sarradet Acres Subdivision and they should add one on the North side at the beginning of the subdivision 1,200 feet from LaBauve Avenue.

Mr. Dane D”Armond was recognized and he introduced himself as the owner of the property. He noted that DNB, LLC should be changed to Working Title, LLC.

The engineers and project manager gave a Power Point presentation showing the site location, site development plan, results of the traffic study, restrictions and examples of the type of homes to be built. A question and answer session followed. Ten of those present in the audience were recognized and voiced concerns on the following:

*Additional traffic delays during peak hours.
*Drainage.
*Deed restrictions.
*Connector streets.

The engineers and project manager addressed these concerns and answered all questions.

The Chairperson asked if anyone else wished to speak. There was none. Mr. Carroll Fontenot made a motion to close the public hearing. Mrs. Rosa Stelly seconded the motion and it carried unanimously.

Mrs. Rosa Stelly made a motion to recommend that the Town Council approve the Preliminary Plat of Orleans Quarters Subdivision for Working Title LLC contingent upon the developer meeting the 1,200 foot interval requirement for connector streets as close as possible. Mr. Jules Thibodaux seconded the motion and it carried unanimously.

The Chairperson opened the third public hearing:

3) Plat submitted by DSDC, LLC for approval of revisions to the previously approved “Preliminary Plat of Brusly Oaks Subdivision” located in Sections 15 & 16, T8S, R12E, SED, Town of Brusly, West Baton Rouge Parish.

Mr. Jim Tatum of Tatum Engineers made the presentation of the revised plan. He stated that due to safety and long term liability concerns associated with the lake, the plan was revised and the lake was removed subsequently adding four more lots and a common area. He added that the common area will have a swimming pool, clubhouse and sports courts for the residents of the subdivision. The only other change from the original preliminary plat is the outlet to Elaine Street was moved several hundred feet to the south.

There was no opposition to this request. Mr. Carroll Fontenot made a motion to close the public hearing. The motion was seconded by Mr. Jules Thibodaux and carried unanimously.

Mr. Jules Thibodaux made a motion to recommend that the Town Council approve this revised Preliminary Plat of Brusly Oaks Subdivision subject to the stipulations set with the approval of the original plat. Mrs. Rosa Stelly seconded motion and it carried unanimously.

There was no other business to come before the Planning Commission.

Mr. Carroll Fontenot made a motion to adjourn

Meeting of the Planning Commission adjourned at 8:25 PM.

The regular monthly meeting of the Brusly Zoning Commission was held on May 22, 2002 in the Council Meeting Room, Brusly Town Hall, Brusly, Louisiana. The meeting was called to order by Chairperson Debbie Thompson at 8:30 PM.

Members present: Jules Thibodaux, Carroll Fontenot, Debbie Thompson, Rosa Stelly, Leslie Crockett, Henry Couvillon.

Members absent: Claudette Purnell.

Upon motion of Mr. Carroll Fontenot seconded by Mrs. Rosa Stelly, the minutes of the April 24, 2002 meeting were approved as written. Motion carried unanimously.

There was no business to come before the Zoning Commission.

Mr. Jules Thibodaux made a motion to adjourn. Motion was seconded by Mr. Carroll Fontenot and it carried unanimously.

The meeting of the Zoning Commission adjourned at 8:33 P.M.
