BRUSLY PLANNING COMMISSION MINUTES
March 23, 2005

A regular meeting of the Brusly Planning Commission was held on Wednesday, March 23, 2005, in the Council Meeting Room, Brusly Town Hall, Brusly, Louisiana. The meeting was called to order by Chairperson Debbie Thompson at 6:30 PM.

Members present: Jules Thibodaux, Carroll Fontenot, Debbie Thompson, Rosa Stelly, Shane Sarradet, Steve Perkins.

Members absent: Claudette Purnell

Others present: Marianne Berthelot, Mayor Joey Normand, Jamie Fontenot, Joanne Bourgeois, Edith Owens, Susan Schelet, Skipper Grady, Theresa Alexander, Sidney Bell Griffin, Wanda Daigle.

Upon motion of Mr. Carroll Fontenot, seconded by Mrs. Rosa Stelly, the Minutes of the February 23, 2005 meeting were approved as written. Motion carried unanimously.

There was no other business to come before the Planning Commission.

Mr. Carroll Fontenot made a motion to adjourn. Mr. Jules Thibodaux seconded the motion and it carried unanimously.

The meeting of the Planning Commission adjourned at 6:35 PM.

MINUTES OF BRUSLY ZONING COMMISSION
March 23, 2005

 

A regular monthly meeting of the Brusly Zoning Commission was held on Wednesday, March 23, 2005 in the Council Meeting Room, Brusly Town Hall, Brusly, Louisiana. The meeting was called to order by Chairperson Debbie Thompson at 6:36 PM.

Members present: Jules Thibodaux, Carroll Fontenot, Debbie Thompson, Rosa Stelly, Shane Sarradet, Steve Perkins.

Members absent: Claudette Purnell.

 

Others present: Marianne Berthelot, Mayor Joey Normand, Jamie Fontenot, Joanne Bourgeois, Edith Owens, Susan Schelet, Skipper Grady, Theresa Alexander, Sidney Bell Griffin, Wanda Daigle.

Upon motion of Mr. Carroll Fontenot, seconded by Mr. Shane Sarradet, the Minutes of the February 23, 2005 meeting were approved as written. Motion carried unanimously.

PUBLIC HEARING:

To receive comments from the public on the following request from George M. “Skipper” Grady for variances to obtain a building permit on an existing non-conforming lot described as Lot 6-A, Duraldville Subdivision (Blanchard Street):

• Variance on Street/right of way requirements;
• Variance on Lot size and setback requirements;
• Variance on dead-end street turnaround requirements;
• Variance on location of utilities right-of-way.

The chairperson opened the public hearing. Mr. Skipper Grady was recognized. He advised that the plat submitted for review tonight shows the proposed structure and setbacks. Discussion followed on the ownership of the right of way. Legal Counsel Jamie Fontenot advised that based on State Law and the description of “ Right of Way” in Chapter 19 of the Brusly Ordinance, it is owned by the town. She read the description of “Right of Way” and the description of “Servitude” from the ordinance.

Mr. Grady explained the reason for the resubdivision of lots 5 and 6 in 1999. The reason being that when Blanchard Street was being overlayed by the Town, he requested that they extend the street at least twelve feet to Lot 6. He stated that he was advised to resubdivide the property to add the 12’ to lot 6 and bring the property line to the end of the street instead. He stated that in doing so, he made the lot larger. He was asked what size home he plans to build on the lot and his answer was approximately 1400 square feet. The Commission heard statements of concern from Mrs. Edith Owens, Mrs. Susan Schelet, and Mrs. Joanne Bourgeois. Concerns were: overburden a small lane with more vehicles; parking for workers during construction; destruction of pockets of historical areas of the town; too many variances being requested.
There was no further discussion. Mr. Carroll Fontenot made a motion to close the public hearing. Mr. Jules Thibodaux seconded the motion and it carried unanimously.

Mr. Carroll Fontenot made a motion to refer this matter to the Town Council for decision due to the issues and the number of variances being requested. Mrs. Rosa Stelly seconded the motion and it carried unanimously.

There was no other business to come before the Zoning Commission.

Mr. Carroll Fontenot made a motion to adjourn. Mr. Jules Thibodaux seconded the motion and it carried unanimously. The meeting of the Zoning Commission adjourned at 7:11 PM.
