Town Planning & Zoning Meeting Minutes – Wednesday, June 27, 2007

MINUTES OF THE BRUSLY PLANNING COMMISSION
JUNE 27, 2007

A regular meeting of the Brusly Planning Commission was held on Wednesday, June 27, 2007 in the Council Meeting Room, Brusly Town Hall, and Brusly, Louisiana. Mrs. Debbie Thompson, Chairperson called the meeting to order at 6:30 PM.

Members present: Jules Thibodaux, Debbie Thompson, Rosa Stelly,
Shane Sarradet, Claudette Purnell, Steve Perkins.

Members absent: Carroll Fontenot.

Others present: Marianne Berthelot, Joey Normand, Joanne Bourgeois,
Jim Tatum, Rick Spiller, Jason Creighton.

Upon motion of Mrs. Rosa Stelly, seconded by Mr. Shane Sarradet, the Minutes of the May 23, 2007 meeting were approved as written. Motion carried unanimously.

The Chairperson opened the Public Hearing for the following resubdivision request.

“Resubdivision of Tract X-4-A, Additions Plantation into Tracts X-4-A-1 and X-4-A-2 located in Sections 15 & 15, T8S, R12E, SLD, WBR Parish” for River Mill Reserve.

Mr. Jim Tatum of Tatum Engineers and Mr. Rick Spiller were present to represent the owner. Upon receiving some questions from members who were absent at the last meeting Mr. Tatum reviewed the plat with them. There were no further questions and no opposition to this request.

The public hearing was closed.
Mr. Jules Thibodaux made a motion to recommend approval of “Resubdivision of Tract X-4-A, Additions Plantation into Tracts X-4-A-1 and X-4-A-2 located in Sections 15 & 15, T8S, R12E, SLD, WBR Parish” for River Mill Reserve. Mrs. Rosa Stelly seconded the motion and it carried unanimously.

There was no other business to come before the Planning Commission.

Mrs. Rosa Stelly made a motion to adjourn. Mr. Shane Sarradet seconded the motion and it carried unanimously.

The meeting of the Planning Commission adjourned at 6:40 PM.

MINUTES OF THE BRUSLY ZONING COMMISSION
June 27, 2007

A regular meeting of the Brusly Zoning Commission was held on Wednesday June 27, 2007 in the Council Meeting Room, Brusly Town Hall, Brusly, Louisiana. Mrs. Debbie Thompson, Chairperson called the meeting to order at 6:40 PM.

Members present: Jules Thibodaux, Debbie Thompson, Rosa Stelly,
Shane Sarradet, Claudette Purnell, Steve Perkins.

Jim Tatum, Rick Spiller, Jason Creighton.
Upon motion of, Mrs. Rosa Stelly seconded by Mr. Jules Thibodaux, the Minutes of the May 23, 2007 meeting were approved as written. Motion carried unanimously.

Variance Requests:

1. Mr. Terry Falcon requesting a variance to erect a fence over drainage servitude 1807 Orleans Quarters Blvd.

2. Mr. Richard Carerra requesting a variance to erect a fence over drainage servitude at 1817 Orleans Quarters Blvd.

Mayor Joey Normand spoke for Mr. Terry Falcon and Mr. Richard Carerra. He advised that since the back ditch was filled in, many of the residents in this subdivision have been granted variances. He advised that they are aware that the Town has the option to remove the fence if necessary to access the area to perform drainage work and replacement of the fence would be their responsibility at no cost to the Town. He advised that they are required to sign documents agreeing to this and he recommends approval.

Mrs. Rosa Stelly made a motion to recommend the variance for Mr. Terry Falcon to erect a fence over the drainage servitude on Lot #22, 1807 Orleans Quarters Blvd. Mrs. Claudette Purnell seconded the motion and it carried unanimously.

Mrs. Claudette Purnell made a motion to recommend granting the variance for Mr. Richard Carerra to erect a fence over the drainage servitude on Lot #23, 1817 Orleans Quarters Blvd. Mr. Jules Thibodaux seconded the motion and it carried unanimously.

3. Mr. Jason Creighton and Mr. Randall Loup requesting variance for the fence that will run along the rear of their property located in The Gates at the Oaks Subdivision, Lots 21 & 22.

Mr. Jason Creighton was recognized. He advised that they are requesting a variance to place a fence on the servitude that runs along the retention pond at the rear of their property and upon granting of their request, they agree to be responsible for the maintenance including grass and fixing any cave-ins or washouts along the bank in this area. Mayor Normand commented that they will be required to sign documents agreeing to this and since each lot is owned separately, he recommends that a motion be made for each lot.

Mrs. Rosa Stelly made a motion to recommend granting a variance for the owner of Lot # 21, The Gates at the Oaks Subdivision to erect a fence on the maintenance servitude for the retention pond at the rear said lot. Mr. Shane Sarradet seconded the motion and it carried unanimously.

Mrs. Rosa Stelly made a motion to recommend granting a variance for the owner of Lot # 22, The Gates at the Oaks Subdivision to erect a fence on the maintenance servitude for the retention pond at the rear of said lot. Mr. Jules Thibodaux seconded the motion and it carried unanimously.

There was no other business to come before the Zoning Commission.

Mrs. Rosa Stelly made a motion to adjourn. Mrs. Claudette Purnell seconded the motion and it carried unanimously.

The meeting of the Zoning Commission adjourned at 6:55 PM.
