MINUTES OF THE BRUSLY PLANNING & ZONING COMMISSION MEETING
February 26, 2014

The regular meeting of the Brusly Planning & Zoning Commission was held this date, February 26, 2014 at the Brusly Town Hall. Chairman LeMoine called the meeting to order at 6:30 PM.

Commissioner Soniat led the Pledge of Allegiance. A roll call determined the following officials present:
Chairman: Kim LeMoine
Commissioners: Wayne Broussard, Ronda Perrault, Gary Soniat, Claudette Purnell Absent: Jeff Travasos, Steve Perkins
Others present included Joanne Bourgeois, Don Neisler, Rosa Stelly, Shawn Hima, Terry Richard, Scott Rills, Mark & Janet Tassin, Richard Soniat, Cheryl Ordeneaux and Clayton Hebert.

Chairman LeMoine opened the floor for nominations for the office of Planning & Zoning Vice-Chair. Commissioner Soniat nominated Ronda Perrault; seconded by Commissioner Broussard. Commissioner Perrault was elected Vice-Chair with a unanimous vote.

Chairman LeMoine opened the floor for nominations for the office of Planning & Zoning Secretary. Commissioner Perrault nominated Gary Soniat for Secretary of the Planning & Zoning; seconded by Commissioner Broussard. Commissioner Soniat was elected Secretary with a unanimous vote.

A motion to approve the minutes of January 22, 2014 regular meeting of the Planning & Zoning, as written, was made by Commissioner Perrault and seconded by Commissioner Soniat. The minutes were approved unanimously.

PUBLIC HEARING WITH VARIANCE REQUESTS:
Preliminary Plat Orleans West Subdivision Second Filing (Proposed Lots 1-7)
Located in Sec. 55, T8S-R12E, SED, West Baton Rouge Parish, Louisiana with for DAGR, LLC with Variance Request – Non-Compliance – Sec. 19.10 (d) Dead-end Streets – (cul-de-sac) and Non-Compliance – Sec. 19.18 Improvements – (f) Utilities, (1) Water & (2) Gas

Chairman LeMoine opened the public hearing and recognized Shawn Hima of Alvin Fairburn & Associates LLC, representing DAGR, LLC. Mr. Hima presented the preliminary plat and the variances requested. Mr. Hima explained that the reasons for the variance requests were that the property didn’t have sufficient depth to accommodate a cul-de-sac and that developers propose to connect to the existing water and gas mains located on the Orleans Quarters Drive right-of-way. Mr. Hima answered questions from Commissioners and members of the public concerning cul-de-sac size requirements, boring under the road, lot sizes, sewer connections, servitudes and detention pond requirements.

Chairman LeMoine closed the public hearing and turned the matter over to the Commission for consideration. Commissioner Broussard made a motion to deny the utility service variance request. The motion died for a lack of a second.

After further discussion, Commissioner Perrault made a motion to turn the matter over to the Town Council with no recommendation; seconded by Commissioner Soniat.
A roll call vote was had with the following results:
Yeas: Purnell, Broussard, Soniat, LeMoine, Perrault
Nays: None
Absent: Perkins, Travasos

PUBLIC HEARING:
Final Plat Showing the Re-subdivision of a 16.256 Acre Tract into Tracts HT-1 & HT-2
Located in Sec. 55, T8S, R12E, S. E. Land District, West of the Mississippi River, Town of Brusly, Parish of WBR, State of LA for Hubert Thibodeaux (601 N. LaBauve Ave.)

Chairman LeMoine opened the public hearing and recognized Richard Soniat, representing Mr. Hubert Thibodeaux. Mr. Soniat presented the plat of the re-subdivision to the Commission for consideration. After a brief discussion Chairman LeMoine closed the public hearing. A motion to recommend the plat to the Town Council was made by Commissioner Perrault; seconded by Commissioner Purnell. The motion passed unanimously.

A motion was made by Commissioner Perrault to adjourn; seconded by Commissioner Purnell. The motion passed with a unanimous vote. The meeting adjourned at 7:12 PM.
