Town Meeting Minutes – Tuesday, November 13, 2001

The regular meeting of the Town of Brusly was held this date at 7:30 p.m. at the Brusly Town Hall with the following present:

Mayor: Joey Normand
Council Members: Daryl Babin
Joanne Bourgeois
Chris Kershaw
Ronda Perrault

Absent: Council Member: Shane Andre’

Council Member Kershaw led the Pledge of Allegiance.

A motion was made by Council Member Bourgeois to approve the regular meeting minutes of October 8, 2001, seconded by Council Member Kershaw. The motion carried unanimously.

Mayor Normand presented awards to the performers of the Centennial “Our Town” play. Mr. Hannan, Principal Brusly High School, commended all on the success of the Centennial celebration and especially Ms. Sarah Gibson, for her contribution to the “Our Town” play.

Council Member Babin had no Sewer/Solid Waste Committee report for the month.

Council Member Babin gave the Roads and Drainage Committee report for the month. He stated that the contractor has completed the paving project and has done a great job. A motion was made by Council Member Babin to accept the paving project as completed, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand gave the Planning and Zoning Committee report for the month. He stated that the Planning and Zoning Committee recommended that the Marionneaux property be disapproved for rezoning. A motion was made by Council Member Bourgeois to accept the recommendation of the Planning and Zoning Committee to disapprove the rezoning of the Marionneaux property, seconded by Council Member Kershaw. Mayor Normand requested a roll call vote, yea – to accept the Planning and Zoning recommendation.

The motion carried unanimously.

Mayor Normand reported that the Council Members requested a committee be formed to review the Planning and Zoning ordinances. He reported that he, Don Neisler, and Council Member Kershaw have been appointed to the committee and will begin review in about two weeks. The committee will submit any recommendations to the Planning and Zoning Committee for consideration as to changes and/or new ordinances.

Council Member Kershaw gave the Financial Committee report for the month. He reported on the transfer of funds from Paine Webber to Lamp. He stated Town Clerk Lefeaux would be sending out letters to encourage citizens who have not cashed their tax refund checks to do so, as the account will be closed at year-end. He also reported that the Town investment policy would be addressed at the next Financial Committee meeting.

Council Member Perrault reported that the Town employee job descriptions have been completed and would include job descriptions for the Police Department when they are completed. Mayor Normand commended Council Member Perrault for all the work done on the job description project. A motion was made by Council Member Bourgeois to accept the Town employees job descriptions, seconded by Council Member Kershaw. The motion carried unanimously.

Council Member Perrault reported on the requested 2001 Christmas holiday change. A motion was made by Council Member Perrault to change the 2001 Christmas holiday from December 25 and 26 to December 24 and 25, seconded by Council Member Babin. The motion carried unanimously.

A motion was made by Council Member Perrault to set the 2002 holiday schedule as follows, seconded by Council Member Kershaw

Mardi Gras February 12 Thanksgiving November 28
Good Friday March 29 and November 29

The motion carried unanimously.

Council Member Bourgeois called upon Parish Council Member Jeff Kershaw to give a report on the future improvements to Alexander Park. She also reported that Mayor Normand has ordered a flag for Alexander Park.

Police Chief Emmett Worley recommended that the Police Department’s part time clerk, Gina LoBue, be placed on full time employment. A motion was made by Council Member Bourgeois to accept Chief Worley’s recommendation to hire Gina LoBue full time, seconded by Council Member Babin. The motion was carried unanimously.

Council Member Bourgeois gave the Centennial Committee report for the month. Town Clerk Lefeaux reported that as of November 5th, 958 Centennial books had been sold for a total of $14,470.00.

Council Member Babin introduced an ordinance to create an appeal process for the culvert size for the Town’s drainage plan.

Council Member Kershaw introduced an ordinance to change the Town of Brusly regular meeting time from 7:30 p.m. to 6:30 p.m.

Chief Emmett Worley gave the Police report for the month. He reported that there were 165 total calls made for the month of October.

Mayor Normand gave the Mayor’s report for the month. He reported the CTC’s Park and Ride program will be discontinued on November 16th. He also reported that Town Clerk Lefeaux has sold all the old Christmas decorations for a total of $3000. He stated that the Christmas Parade would be held on December 9th at 1:00 p.m. and Council Member Kershaw was appointed Parade Chairman.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Babin. The motion carried unanimously.

The meeting adjourned at 8:13 p.m.
