Town Meeting Minutes – September 2025

The regular meeting of the Town of Brusly was called to order this date, September 8, 2025, at the Brusly Town Hall, at 6:30 p.m., by Mayor Pro-Temp Daigle. Council Member Chustz led the Pledge of Allegiance. A roll call determined the following officials present:

Absent:                      Kershaw, Mayor Scot Rhodes

Recognitions & Commendations: None

A motion to approve the minutes of the Town’s regular meeting of August 11, 2025, was made by Council Member Tassin; seconded by Council Member Chustz. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Pro-Temp Daigle read the Public Works Report for the month of August, prepared by Public Works Supervisor Shane Sarradet. There were 3.4 inches of rainfall in the month; 0 SCADA alarms at our wastewater lift stations; 1 out of compliance test result at the Sewer Treatment Facility; repaired sinkholes on Gwin and Live Oak; parish canal remains extremely low; flags were put out for Labor Day and 9/11; curb edging was completed on East & West Main and S. LaBauve; trimmed trees on St. James property and some streets; continued to work on servitude maintenance on backside of Allene St. residents; received new curb edging tool; cut grass on levees at Sewer Treatment ponds; started training sessions on iWorQ program.

Waste Pro roadside debris and out of cart pickup is scheduled for the week of September 8th.

Mayor Pro-Temp Daigle read aloud a time change order #4 request for the Sewer Lagoon Project. Toby Frugé of Owen & White outlined the work time table of the request. Mayor Pro-Temp Daigle restated his concerns about contract violations. After a brief discussion a motion to approve change order #4 was made by Council Member Tassin; seconded by Council Member Young. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Absent:            Kershaw

Planning and Zoning Committee:
Mayor Pro-Temp Daigle read aloud the variance request of Nick Seneca, at 549 Courtney St. for Non-Compliance Sec. 120-147(c)(3) R-1 Single Family Residential, Side Setback to reduce from 10 feet to 8.4 feet and Rear Setback from 10 feet to 4.6 feet. Mr. Nick Seneca explained his request. Mr. Seneca also referred to a letter of no objections from his neighbor. After the discussion a motion to approve was made by Council Member Chustz; seconded by Council Member Young. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Finance Committee:
Mayor Pro-Temp Daigle noted that the “Budget to Actual Comparison Report” for August, is available for Council Members to review.

Police Department Report:
The Police Department Report for the month of  August was given by Officer Devin Byrd. There were (17) Agency Assists, (3) Alarms, (2) Animal Problems, (5) assaults, (1) Civil Problem, (2) Damaged Property, (3) Disturbances, (1) Domestic Problem, (1) DUI,  (2) Family Disturbances, (1) Fire, (1) Littering, (7) Medical, (8) No Insurance Tows, (1) Obstruction of Justice, (3) Ordinance Violations, (3) Property Watches, (1) Public Service, (1) Sexual Assault, (4) Suspicious Activity, (1) Theft, (13) Traffic Accidents, (5) Traffic Problems, (1) Transport, (5) Unlocks, (1) Utility Problem, (5) Warrants, and (5) Welfare Checks. For the month, there were 235 total citations and 281 violations.

Mayor’s Report:  
Town Clerk Blaine Rabalais read the Mayor’s Report, prepared by Mayor Rhodes. Mayor Rhodes is attending the MERS Conference. Mayor Rhodes congratulated the Brusly High and Port Allen football teams for a successful Sugar Cane Classic game, in which Brusly won. Mayor Rhodes congratulated Brusly resident Olivia Daigle for representing WBR in the 2025 Sugar Queen Contest. It will take place September 26th through September 28th in New Iberia. Mayor Rhodes congratulated Council Member Daigle and his entire family. Mayor Rhodes also provided a link to go vote for the contest.

Announcements:
Brusly High School Homecoming Parade Sunday October 5th at 3pm, Front Brusly.
Household Hazardous Materials Collection Day is Saturday October 25th 8am-Noon at Alexander Park.

Council Member Young made a motion to adjourn; seconded by Council Member Tassin. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 6:48 pm.
