Town Meeting Minutes – November 2025

The regular meeting of the Town of Brusly was called to order this date, November 10, 2025, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Chustz led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor:                        Scot Rhodes
Council Members:      Daigle, Young, Chustz, Kershaw
Town Attorney:          Thomas Acosta, Jr.
Absent:                        Tassin

Recognitions & Commendations:  None

A motion to approve the minutes of the Town’s regular meeting of October 13, 2025, typo correction, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of October, prepared by Public Works Supervisor Shane Sarradet. There were 4 inches of rainfall in the month; 0 SCADA alarms at our wastewater lift stations; 1 out of compliance test result at the Sewer Treatment Facility; drainage repairs on Live Oak, Allene and Ory are underway; trimmed more tree limbs on Allene and Live Oak; filled sinkholes on Allene and Ory; cleaned drainage ditch out by the turn around on St. Mary Street; cleaned out some drainage culverts on south side of Allene Street.

Flags will fly through Thanksgiving. Christmas decoration installation will begin this month.

Waste Pro roadside debris and out of cart pickup is scheduled for the week of November 10th.

Mr. Toby Frugé of Owen & White, gave a brief drainage study update on the Allene St. Basin.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for October, is available for Council Members to review.

Mayor Rhodes invited Ms. Kimberly Paul to present her applications for Class A Beer and Liquor Licenses for Café Oasis. After a brief discussion a motion to approve the applications was made by Council Member Young; seconded by Council Member Kershaw. Mayor Rhodes requested Ms. Paul sign a copy of the liquor license ordinance outlining explicit requirements for Class A license.  Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Resolutions:
Mayor Rhodes read aloud Resolution 8 of 2025, Surplus Items. A motion to approve Resolution 8 of 2025, declaring and approving a list of surplus items and equipment for sale or disposal, was made by Council Member Daigle; seconded by Council Member Chustz.  Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Mayor Rhodes read aloud Resolution 9 of 2025, in support of the preservation of St. Francis Hall. A motion to approve was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Department Report:
The Police Department Report for the month of  October was given by Officer Keegan Allen. There were (25) Agency Assists, (9) Alarms, (1) Animal Problems, (2) assaults, (1) child custody exchange, (3) Controlled Substances, (1) Damaged Property, (7) Disturbances, (1) DUI, (1) Embezzlement,  (2) Family Disturbances, (3) Fraud, (1) Harassment, (2) Juvenile Problems, (13) Medical, (2) Mental Subjects, (4) No Insurance Tows, (1) Obstruct Police, (4) Ordinance Violations, (3) Public Service, (6) Suspicious, (1) Theft, (7) Traffic Accidents, (8) Traffic Problems, (6) Unlocks, (5) Warrants, (1) Weapons Offense and (4) Welfare Checks. For the month, there were 195 total citations and 232 violations.

Flock Activity: 1 Felony Warrant Arrest.
Drone Activity: Assisted in finding a missing person.

Mayor’s Report:  
Mayor Rhodes thanked Mayor Pro-Temp Daigle for sitting in for him while out of Town last month. Mayor Rhodes reminded everyone of the November 15th election which has 4 tax renewal on the ballot. The Mayor reminded all officials that ethics and sexual harassment training needed to be completed before the end of the year. Mayor Rhodes wished everyone a Happy Thanksgiving.

Remarks of Personal Privilege:
Ms. Tammy Martin, Director of WBR Parish Library, gave a brief presentation about the Library tax renewal which will be on the November 15th Ballot.

Announcements:
Veteran’s Day Program at Brusly Town Hall November 11th 8:30am
Christmas Tree Lighting at St. James Park December 5th Events begin at 5:30pm

Council Member Young made a motion to adjourn; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:11pm.
