Town Meeting Minutes – November 2024

The regular meeting of the Town of Brusly was called to order this date, November 11, 2024, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Tassin led the Pledge of Allegiance. A roll call determined the following officials present:

Recognitions & Commendations:
Anatole Vincent of WBR Parks & Recreation spoke about the upcoming Recreation Tax Renewal which will be on the December 7, 2024 ballot.

A motion to approve minutes of the Town’s regular meeting of October 14, 2024, was made by Council Member Bourgeois; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of October, prepared by Public Works Supervisor Shane Sarradet. There were 1.4 inches of rainfall in the month; 0 SCADA alarms at the Wastewater Lift Stations; 1 “out of compliance” test result on the Sewer Treatment Facility; 1 culvert install on Allene St.; new plants and 2 trees were planted at St. James Park; Sidney St. trees were trimmed and received a new street sign; tree was removed from Pecan St.; installed a roadside cleanout at 1222 E. Main; cleaned S. LaBauve curb and gutter; emergency road between Allene and Live Oak was graded; repaired Oak Tree sign that was damaged.

Flags were put out for Veterans Day and will fly through Thanksgiving. Christmas decoration installation will begin this month.

Waste Pro roadside debris pickup is scheduled for the week of November 11th.

Mayor Rhodes opened the floor for discussion on the condemnation of the house at 325 S. LaBauve Ave. Alycia Grace-O’Bear, the attorney representing the Williams family reported that demolition will begin this month. Progress will be reported and reviewed until completion.

Upon the recommendation of Toby Frugé of Owen & White, a motion to approve Pay App 1 for the WSP Pump Station Rehab Project in the amount of $142,803.89 was made by Council Member Tassin; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Planning and Zoning Committee:
Mayor Rhodes read aloud the variance request for Arent Holtrop at 812 Floyd Street, Non-Compliance Sec. 120-147(c)(2) to reduce rear setback from 10 feet to 3 feet. Following a brief discussion, a motion to grant the variance was made by Council Member Neisler; seconded by Council Member Bourgeois. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for October, in the meeting packets, is available for Council Members to review.

A motion to name The Advocate as the Town of Brusly’s Official Journal, was made by Council Member Neisler; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote.

Personnel Committee:
Upon the recommendation of Police Chief Lefeaux, a motion to hire Joseph Bergeron as a full-time Officer at the rate of $20.50 an hour, starting November 11, 2024, was made by Council Member Bourgeois; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Upon the recommendation of Police Chief Lefeaux, a motion to hire Josh Falcon as a full-time Officer at the rate of $21.75 an hour, starting November 11, 2024, was made by Council Member Daigle; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Council Member Daigle requested a Police Department salary scale with qualifications for future hires.

Governmental Affairs Committee:
Upon the recommendation of the Landmark & Heritage Commission, a motion to award a Landmark Plaque to the home at 1241 W. Main Street, currently owned by Ian C. Bizette, Jr. & Victoria Blanchard Bizette, was made by Council Member Daigle; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Upon the recommendation of Mayor Rhodes, a motion to reappoint Billy Hebert as a Landmark & Heritage Advisory Member, was made by Council Member Bourgeois; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Police Department Report:
Police Department Report for the month of October was given by Police Chief Lefeaux. There were two (2) assaults, two (2) burglaries, one (1) damaged property, one (1) harassment, one (1) medical, one (1) miscellaneous, one (1) no insurance tow, one (1) non UCR reportable, one (1) stolen vehicle, one (1) traffic (criminal violation), seven (7) traffic accidents, one (1) warrant and five (5) welfare checks.  For the month, there were 27 total events, 13 total citations and 21 total violations.

Flock activity: one stolen vehicle recovery.

Mayor’s Report:
Mayor Rhodes thanked Mayor Pro-Temp Bourgeois and the rest of the Council for helping while he was absent from the last meeting.

Remarks of Personal Privilege:
Council Member Daigle extended appreciation to the residents of Brusly for their continued confidence and support in his efforts resulting in a successful bid for re-election.

Joan Blouin, Allene Street, asked for an update on the drainage project for Allene Street.

Council Member Bourgeois thanked Debbie, Berthelot, Jamie Loupe, Brandi Davis, Patricia Gaudet and Blaine Rabalais for their assistance in preparation for the Veteran’s Day Breakfast. She further commented that many of the veterans in attendance expressed appreciation for being able to start their day with the Town Hall event.

Announcements:
December’s Committee and Regular Meetings will both be on Monday, December 2nd.
Veteran’s Day Breakfast was held today, Monday, November 11th, 8:30am at Brusly Town Hall and was well attended.
Christmas Tree Lighting at St. James Park, Friday, December 6th at 5:30pm.

Council Member Daigle made a motion to adjourn; seconded by Council Member Neisler. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:30 pm.
