The regular meeting of the Town of Brusly was called to order this date, November 12, 2018, at the Brusly Town Hall, at 6:30 p.m. Council Member Richard led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Scot Rhodes
Council Members: Rusty Daigle, Joanne Bourgeois, Terry Richard, Shane Andrè, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None
A motion to approve the minutes of the Town’s regular meeting of October 8, 2018, as written, was made by Council Member Bourgeois and seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Recognitions & Commendations: None
Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” was included in the meeting packets for Council Members to review.
Public Works Committee:
The Mayor presented the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of October. There were 2.3 inches of rainfall in the month; six alarms sounded at sewer lift stations; one “out of compliance” test result at the sewer treatment facility; one nuisance letter was mailed out; no incidents were reported in the Maintenance Department; one culvert program project completed on Live Oak; repairs on the Lemna Grid System at sewer pond is complete.
Mayor Rhodes reported that road side debris pickup will occur this week, the second full week of the month, and the extra monthly pickup is scheduled for November 30th, the last Friday of the month. Discussion ensued regarding problems with the additional monthly trash pickup. The Mayor stated that Christmas decoration installation will begin the week after Thanksgiving and that the American flags on LA Highway 1 will stay in place until January 1st.
Mayor Rhodes presented spreadsheets, prepared by Public Works Supervisor Shane Sarradet, indicating streets to be overlaid, along with cost estimates for this year’s street overlay project. After a brief discussion, it was determined to include Hebert, Lee, Gwin and last portion of Orleans Quarters in the bid package for the 2018/2019 Overlay Project.
Planning and Zoning Committee:
Mayor Rhodes presented the construction plans for a 6 lot subdivision on Floyd Street, being developed by Scott Thomas, to the Council for consideration and opened the floor for comments. Following discussion, a motion was made by Council Member André; seconded by Council Member Richard, to approve the construction plans, subject to the addition of an elevation bench mark data note. Hearing no further comments, the motion passed unanimously.
Mayor Rhodes presented the construction plans for the Brent Tassin Development to the Council for consideration and opened the floor for comments. Council Member Bourgeois inquired about the placement and distance of the fire hydrant to the proposed home. Courtland Bradford, Brent’s surveyor, confirmed the distance met Brusly Town Ordinance. After the discussion, a motion to approve the construction plans was made by Council Member Daigle; seconded by Council member Neisler. Hearing no further comments, the motion passed unanimously.
Upon the recommendation of Mayor Rhodes, a motion to reappoint Steve Guidry to the Planning & Zoning Commission was made by Council Member André; seconded by Council Member Bourgeois. The Mayor opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Personnel Committee:
Upon the recommendation of Police Chief Lefeaux, a motion to hire Jordan Zachary as a full-time police officer, replacing one of two openings, at the rate of $16.00 an hour, retroactive to November 1st, was made by Council Member André; seconded by Council Member Richard. Mayor Rhodes opened the floor for public comments. Hearing no comment, the motion passed unanimously.

Governmental Affairs Committee:
Upon the recommendation of Mayor Rhodes, a motion to reappoint Billy Bourgeois, Margaret Canella, Edward Dupuy, Rose Jackson, Shirley Jordan, Jim Rills and Henry Soniat as Landmark & Heritage Commissioners for a 5 year appointment, was made by Council Member Bourgeois; seconded by Council Member André. Mayor Rhodes opened the floor for public comments. Hearing no comment, the motion passed unanimously.
Upon the recommendation of Mayor Rhodes, a motion to reappoint Scarlet Callicoatte, Brian Falcon and Billy Hebert as Landmark & Heritage Commission Advisory Members for a 2 year appointment, was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Rhodes opened the floor for public comments. Hearing no comment, the motion passed unanimously.
Council Member Bourgeois described the home located at 411 Hebert Street, owned by Sara G. Sarradet, on property originally owned by Anita & Paul Fernand Sarradet, Sr. The house was built in 1964, by Manuel Martin and Paul “Cutchie” Sarradet, and was the second home in Brusly to have central air conditioning. Having been recommended by the Landmark & Heritage Commission to receive a Certified Landmark Plaque, a motion to approve was made by Council Member Bourgeois; seconded by Council member André. Mayor Rhodes opened the floor for public comments. Hearing no comment, the motion passed unanimously.
Consideration of Vetoed Ordinances: None
Hearing and Final Action on Ordinances:
Mayor Rhodes read aloud Ordinance 8 of 2018, an ordinance annexing additional property into the Town of Brusly, Louisiana, pursuant to LSA-R.S. 33:180 ET SEQ. The 261,649 square feet to be annexed into the Town of Brusly, being a portion of Louisiana Highway 1 Right of Way and Tract CP-1, situated in Section 11, Township 8 South, Range 12 East, Southeastern Land District, West of the Mississippi River, West Baton Rouge Parish, Louisiana. Council Member Neisler questioned whether the Council needed to appropriately re-zone the property. Attorney Acosta agreed, indicated it needed to be done, but said there was no rush. The Mayor opened the Public Hearing. Hearing no comments from the public, the Mayor turned the matter over to the Council for consideration. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Neisler. A roll call vote was taken with the following results:

Police Department Report:
Police Department Report for the month of October was given by Chief Lefeaux. There were nine (9) alarms, three (3) warrant arrests, two (2) assist to other agencies, two (2) civil complaints, ten (10) miscellaneous complaints, three (3) disturbance calls, thirty-eight (38) no insurance tows, twelve (12) crash reports, two (2) suspicious person/vehicle calls, three (3) medical, one (1) unlock call, five (5) traffic complaints, one (1) unauthorized use of movable, two (2) burglaries and one (1) drug arrest. For the month, there were 113 total complaints, 245 total citations and 335 total violations.
Mayor’s Report:
Mayor Rhodes reported that the Town’s audit was going well and should be completed by the December Council Meeting. The Mayor and Public Works Director Shane Sarradet met with representatives from Republic to discuss concerns and solutions to trash pickups. Mayor Rhodes thanked Council Member Bourgeois for coordinating the Veteran’s Day Program and Breakfast.
Remarks of Personal Privilege:
Council Member Bourgeois reported that the following Brusly High students were winners in the Veteran’s Day Essay contest entitled “The Price of Freedom”: Logan Zimmerman, 1st Place; James Ortego, 2nd Place; Ian Fant, 3rd Place. She thanked the judges: Don Neisler; Addie Crochet; Rosa Stelly; Shane Sarradet. Further appreciation was extended to Town Hall Staff, Shane Sarradet and his staff, Mayor Rhodes, Claudette Purnell, Debbie Berthelot, Jamie Loupe, Ruth Landry, Addie Crochet, Mary Neisler, Brenda Morgan, Henry Soniat, Bryon Bourgeois, Blaine Rabalais for their assistance in welcoming and serving our guests.
Announcements:
The Town Hall will be closed November 22nd & 23rd for Thanksgiving.
Garbage will not be picked up on Thursday November 22nd.
A motion was made by Council Member Richard to adjourn; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:08 PM.
