Town Meeting Minutes – Monday, September 9, 2002

The regular meeting of the Town of Brusly was held this date, September 9, 2002 at 6:30 p.m. at the Brusly Town Hall. A roll call by Town Clerk Jules Lefeaux determined the following present:

Council Member Kershaw led the Pledge of Allegiance.

Mayor Normand recognized retiring Brusly High School Principal Mr. Frank Hannan.

A motion was made by Council Member Bourgeois to approve the minutes of the regular meeting of August 12, 2002, seconded by Council Member Babin. The motion carried unanimously.

Mayor Normand gave the Planning and Zoning report for the month. Mayor Normand led the discussion on the Planning and Zoning recommendation for the H. H. Peavy Estate property. After some discussion, a motion was made by Council Member Babin to accept the Planning and Zoning recommendation that the property remain as zoned (R1), seconded by Council Member Andre’. A roll call vote was taken with 5 yeas and 0 nays. The motion carried unanimously.

Mayor Normand led the discussion on the West Baton Rouge Parish Water Board building and an inter-governmental agreement. After some discussion, a motion was made by Council Member Bourgeois to authorize the Mayor to enter into an inter-governmental agreement with the WBRP Water District No. 2 to facilitate the water district constructing an office facility on the town property north of the Maintenance Building, seconded by Council Member Babin. The motion carried unanimously.

Mayor Normand led the discussion on the permits for the Louisiana Bayou Bistro restaurant. A motion was made to approve the permits by Council Member Perrault, seconded by Council Member Andre’. The motion carried unanimously.

Council Member Bourgeois gave the Recreation Committee report and gave an update on the historical markers.

Council Member Andre’ gave the Police Committee report for the month.

Council Member Bourgeois gave the Grant Committee report for the month. She also stated that the $2,900 Dow Grant has been received for the R.A.D. classes.

Mayor Normand led the discussion on an Ordinance for a budget adjustment for the purchase of land adjacent to the Town’s properties on South Vaughan and East St. Francis Streets. He opened the public hearing. After some discussion, the public hearing was closed. A motion was made by Council Member Kershaw to approve the Ordinance to amend the 2002-2003 General Fund Budget by $70,000 to purchase land adjacent to the Town’s property, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand led the discussion on the Resolution authorizing the Mayor to sign documents to purchase land adjacent to the Town’s property. Attorney Fontenot suggested that the lot numbers be added to the property description. A motion was made by Council Member Andre’ to approve the amended Resolution to authorize the Mayor to sign documents to purchase the land, seconded by Council Member Bourgeois. The motion carried unanimously.

Council Member Kershaw introduced the Planning and Zoning revision of Chapter 19, Town of Brusly Ordinances.

Council Member Kershaw led the discussion on the Resolution for assistance with reference to the east bound traffic lanes on the I-10 Bridge crossing the Mississippi River at Baton Rouge, La. A motion was made by Council Member Kershaw to adopt the Resolution for assistance on the I-10 Bridge, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand led the discussion on a Resolution in support of the I-10/La 415-LA-1 connector loop feasibility study. A motion was made by Council Member Bourgeois to adopt the Resolution to support the feasibility study, seconded by Council Member Perrault. The motion carried unanimously.

Police Chief Emmett Worley gave the Police Department report for the month. He stated there were three wrecks, two bench warrants, two DWI arrests, five batteries, one assault, seven damage to property, eight disturbing the peace, seven thefts, two burglaries, thirteen alarms, four assists to other agencies, three 911 calls, fifteen drug arrests, seventeen traffic arrests, sixty escorts, four domestic calls, fourteen miscellaneous calls, one rape, one terrorizing, one stalking, and one attempted arson for a total of 171 calls and 280 traffic citations issued.

Mayor Normand gave the Mayor’s report for the month.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Babin. The motion carried unanimously.

The meeting adjourned at 7:12 p.m.
